Third Shinobi World War

By the late stages of the war, Konoha's reserves were severely strained; newly graduated genin Izumo Kamizuki and Kotetsu Hagane were assigned to guard the main gate. Guy believed the wider conflict was nearing its final stage as Kumogakure and Iwagakure also suffered losses and disrupted supply lines. 369

Postwar diplomacy

The war's final peace talks were held in the Land of Rice Fields, where Minato Namikaze led Konoha's delegation alongside Hatake Sakumo. Minato proposed a ceasefire based on withdrawal to pre-war borders, prisoner releases, and a ban on undeclared conflicts. Despite A's attempt to redirect the negotiations toward war against Sunagakure, Kumogakure agreed to withdraw and Minato and Kitsuchi publicly signaled the successful conclusion of the talks. 377 378 382

After the war, Konoha sent Jiraiya and Might Guy openly to Amegakure as peace envoys rather than infiltrators. The mission was intended to investigate Jiraiya's former students while avoiding suspicion that Konoha was pursuing further conflict. 405 408

Although Hanzo initially treated the envoys' overtures with little interest, his later ambush against Akatsuki exposed his hostility. Guy and Jiraiya supported Yahiko's faction during the crisis, after which Yahiko rallied Amegakure shinobi to abandon Hanzo's violent course and pursue peace. 408 411 415

Postwar reconstruction and internal crisis

Following the end of the Third Shinobi World War, Sarutobi Hiruzen resigned as Third Hokage and Minato Namikaze became the Fourth Hokage. Minato's first order introduced childbirth incentives, family subsidies, and free medical services for pregnant women in response to Konoha's wartime population losses. 402 403

Konoha later endured a simultaneous Nine-Tails and Three-Tails crisis. The conflict severely damaged the Back Mountain and the Ninja Turtle Clan's habitat, requiring the clan's relocation beside Konoha Orphanage. 456 472 475

During the same upheaval, Uchiha Fugaku led most of the Uchiha clan's combatants in defecting from Konoha after exploiting Obito and Rin's Tailed Beast seals to create chaos. The elderly, women, children, and other clan members left behind remained within the village; Uchiha Obito subsequently became their new clan head and formally expelled Fugaku and the defectors from the clan. 472 478

Governance and Security

Hokage administration

Sarutobi Hiruzen served as the Third Hokage during the war. Upon receiving intelligence from Outpost Eight, he immediately issued orders concerning troop movements, supply allocation, fortifications, and intelligence surveillance across Konoha's fronts. 147

When Obito and Rin returned as newly created jinchūriki, Hiruzen prioritized stabilizing and protecting them despite the political risks surrounding Tailed Beasts. 370

Following the war, Hiruzen resigned and Minato Namikaze was appointed Fourth Hokage with the approval of Konoha's jōnin and the Fire Daimyo. Minato pledged to protect the village and prevent its return to war. 402

Minato's first Hokage order focused on rebuilding Konoha's population through childbirth incentives, family support, lowered marriage-age requirements, and free medical care for pregnant women. 403

Military structure

• Kikyo Mountain — A defensive garrison facing Iwagakure and later Sunagakure; its command changed from Nara Shikaku to Sarutobi Sosuke after the initial Iwagakure campaign. 54
