Fugaku leads the Uchiha Clan from its ancestral grounds and commands the Uchiha Military Police Force. In the jonin confidence vote, the Uchiha Clan cast its votes for him, but he received fewer votes than Minato Namikaze. Fugaku views this result as part of the clan's declining political position. 1 3

He believes the Uchiha, who helped found Konoha alongside the Senju, should govern the village rather than be sidelined by its leadership. He blames Tobirama Senju for weakening the clan and Hiruzen Sarutobi for hollowing it out, while resenting Minato's rise as Hokage. 3

Following Orochimaru's defection, Fugaku summoned Uchiha Yatsuhashi to the ancestral grounds. He attempted to recruit the research-talented genin into the Military Police Force and expressed strong interest in First Hokage Cells as a means to restore Uchiha glory.
