Known Hokage
| Title | Holder | Noted actions |
|---|---|---|
| First Hokage | Hashirama Senju | Advocated breaking down clan barriers to build a unified village; his cells became the basis of illegal transplantation experiments 3 21. |
| Second Hokage | Senju Tobirama | His death in battle created a leadership vacuum that contributed to the formation of the Guardian Shinobi 27. |
| Third Hokage | Hiruzen Sarutobi | Later served as an advisor; defended Minato's authority against Danzo, mediated the Root crisis, and defeated Kazuma 4 26 41. |
| Fourth Hokage | Minato Namikaze | Current officeholder; recruited Yatsuhashi into Anbu, moved against Danzo's child-experimentation network, and opposed treating children as expendable tools 15 21 23 26. |
History
Following Orochimaru's defection, the Fourth Hokage ordered a secret review of suspected accomplices rather than endorsing Danzo's proposed mass purge. Hiruzen Sarutobi supported Minato's judgment, stressing that those under suspicion remained Konoha shinobi and part of the village 4.
Minato later used the authority of the office to recruit Uchiha Yatsuhashi into Anbu Team 6 under Kakashi Hatake, shielding him from Danzo's cleanup efforts while placing him under experienced guidance 15. After evidence revealed Danzo's ongoing Hashirama Cell transplantation project and the use of kidnapped children, Minato ordered action against Root and formally removed Danzo from duty 21 23.
The removal of Danzo triggered opposition from the village advisors, who objected to the loss of Root and its Wood Release shinobi. Minato refused to excuse experiments on children, but Hiruzen negotiated a compromise that ended the investigation in exchange for Root's return and the transfer of Wood Release assets 26.
Political Position
- Danzo Shimura — Political rival. Danzo repeatedly acted against the Fourth Hokage's decisions, ordered unauthorized purges, conducted illegal experiments, and sought to preserve Root's influence 4 21 23.
- Hiruzen Sarutobi — Former Hokage and advisor. He defended Minato's position against Danzo, but later brokered a compromise that limited the investigation into Root 4 26.
- Mitokado Homura and Utatane Koharu — Village advisors who criticized Minato's removal of Danzo and prioritized the military value of Wood Release shinobi 26.
- Uchiha Fugaku — Leader of the Uchiha Clan. Despite institutional tension between Konoha and the clan, he cooperated with Minato during Operation Extermination against Root 22.
- Land of Fire Daimyo — Political superior in the broader national structure. The Daimyo previously held approval power over Hokage appointments and attempted to abolish the Hokage system through the Guardian Shinobi 27 34.
- Kakashi Hatake — Anbu captain entrusted with missions and with guiding Uchiha Yatsuhashi under Minato's direction 15 21.
- Uchiha Yatsuhashi — Anbu recruit viewed by Minato as a potential bridge between the Uchiha Clan and Konoha 15 21 32.
Major Events
Orochimaru Defection Screening
The Third and Fourth Hokage rejected Danzo's demand for an indiscriminate purge of everyone connected to Orochimaru. Minato instead arranged a second, covert screening using Yamanaka clan techniques 4.
Extermination of Root
After learning of Root's child kidnappings and Hashirama Cell experiments, Minato launched Operation Extermination with Anbu and Uchiha Military Police support. He confronted Danzo directly, relieved him of his duties, and took him into custody 21 22 23.
Root Trial and Compromise
Minato faced a high-level challenge from the advisors over Root's loss and the value of its Wood Release shinobi. Hiruzen negotiated a settlement with Danzo, ending further investigation in return for Root's recall and the surrender of Wood Release personnel 26.
Guardian Shinobi Conflict
The Daimyo's attempt to expand the Guardian Shinobi threatened Konoha's authority and the Hokage system itself. Hiruzen led the response, defeated Kazuma, and secured the Daimyo's agreement to abolish the Guardian Shinobi and rely on Konoha for protection 27 34 41.
