Background / History

Lacy served as an Investigator in Investigation Division One when Wain Loft joined the Secret Investigation Bureau. She introduced herself directly, welcomed him into the division, and became his immediate superior and guide in bureau work 9.

She explained the bureau’s departmental structure to Wain and showed him its operational areas, including the Detention Zone. Her Logistics Department handled early-stage investigation, incident cleanup, and the recovery of extraordinary materials after cases were resolved 10 11.

During the Eternal Life Society investigation, Lacy helped confront the society’s shadow puppets and recognized their connection to the organization. She later led Wain, Marco, and others into the suspected sanctuary 30 31. Her work also brought her into conflict with Kaster’s political reality: she acknowledged that the bureau could not simply solve every crisis in the slums, but maintained that combating groups such as the Despair Cult and Eternal Life Society gave investigators a purpose 34.
