Background

The Celestial Dragons are the descendants of the Twenty Kings who established the World Government. Their families abandoned or retained connections to original homelands across the Four Seas, Grand Line, and New World; the Mars Kingdom and Kingdom of Adams remained prosperous territories associated with their bloodlines. 296

For eight centuries, they ruled from Mary Geoise while treating themselves as descendants of gods. Huanglong publicly challenged this belief, arguing that they were merely humans who had attained a higher position before everyone else. 127

Nineteen Celestial Dragon families resided in Mary Geoise. Their population was estimated in the thousands, while a single Native Purge Competition could involve around two hundred adult participants. 184

Authority and Enforcement

The Celestial Dragons considered their word law. They claimed the authority to revoke the rights and protections of affiliated nations at will, reducing their inhabitants to slaves, targets, or objects of amusement. 85

Native Purge Competition

The Native Purge Competition was a triennial hunt organized through the World Government, the Order of the Gods, and the CP Organization. Its locations and targets were kept secret from most Marine officers. 57

• The competition was held on non-affiliated islands, whose inhabitants were deemed undeserving of human rights under World Government law. 44
• Participants hunted civilians and slaves for sport over roughly three weeks. Huanglong estimated that a competition with over 100,000 victims and 200 Celestial Dragons required an average of 500 kills per participant. 181

Sorbet Kingdom Incident

The Celestial Dragons stripped Sorbet Kingdom of its affiliated-nation status, converting it into a lawful target for extermination after Kuma's defiance. Saint Mjosgard tortured King Burdoq, threatened the population, and began hunting civilians. 85

Major Incidents

Decline

Repeated killings, kidnappings, invasions, and poison-gas attacks shattered the Celestial Dragons' former confidence. Those who had once expected universal submission no longer felt safe even in Mary Geoise, avoided traveling to Sabaody Archipelago, and demanded that the Five Elders, Marines, CP Agents, and a rebuilt Order of the Gods remain devoted to their protection. 251 252

Some Celestial Dragons reconsidered their contempt for Devil Fruits after recognizing that personal strength could offer protection. Most, however, remained unwilling to endure the training needed to develop such powers. 263

Their wealth and political influence also declined as the World Government lost Celestial Gold from New World affiliated nations, while the cost of rebuilding Mary Geoise and expanding its defenses continued to rise. 422
