Background / History

The original World Government was founded by the Twenty Kings and secretly controlled by Nerona Imu, an immortal World King who occupied the Empty Throne above the Five Elders and Celestial Dragons. Its rule had endured for over eight centuries before Huanglong exposed Imu's existence to the world. 126 128

Its institutions enforced the Government's authority through measures including Celestial Gold, affiliated-nation control, intelligence operations, military intervention, and state-sanctioned scientific research. The Government prevented Germa from unifying North Blue, keeping the kingdom territory-less and dependent on mercenary work. 25 It also compelled Vegapunk to prioritize the production of Artificial Devil Fruits, threatening to blockade Balgrimoa if he refused. 11

Enies Lobby embodied the Government's doctrine of “absolute justice”: defendants sent there were deemed criminals regardless of guilt, and the court had reportedly never issued a not-guilty verdict in eight hundred years. Convicts were sent to Impel Down or Bridge Island Tarakov for forced construction work. 63 64

Following the collapse of the old regime, Huanglong established a replacement World Government from Pangu City, the renamed Mary Geoise. 606 635

Affiliated Nations and Celestial Gold

The original Government maintained power through affiliated nations and the collection of Celestial Gold. The loss of New World member states and revolutionary uprisings caused a severe decline in this income, leaving the Government struggling to fund the reconstruction of Mary Geoise and the expansion of Marine Headquarters. 422

The system also tolerated powerful “pirate affiliated nations,” such as the Country of Flowers, whose king could attend the World Conference despite the country's pirate military power. 118

Suppression of Information

The Government repeatedly attempted to control damaging information.

  • It tried to bribe and threaten Big News Morgans into retracting reports on Enies Lobby, attacks on Celestial Dragons, and the assault on Marine Headquarters. 76
  • After Morgans published Huanglong's revelation about Imu, the Government issued a warrant for his arrest and placed a 1 billion Belly bounty on him. 128

Bounties and Intelligence Operations

The Government used bounties, CP agents, and widespread surveillance to locate or weaken threats.

Conflict with the Desolate Dragon Group

Initial Declaration of War

Dongye Huanglong openly burned the World Government's flag and the Celestial Dragons' Dragon Standard, declaring war on both powers. 18 His actions rapidly escalated from symbolic defiance to attacks on Government territory and personnel.

  • Water 7 and Enies Lobby: Huanglong lured Marine reinforcements toward Water 7 before invading Enies Lobby, destroying its flags and overwhelming its defenders. 60 64 66
  • Marine Headquarters and Sabaody: The Desolate Dragon Group killed Celestial Dragons, taunted Mary Geoise and Marine Headquarters, then attacked Marineford before withdrawing. 71
  • Public exposure: Morgans' coverage of these incidents exposed the destruction of Enies Lobby, the killing of its Chief Judge, and the Government's inability to prevent attacks on its most symbolic institutions. 76

God-Demon Island War

The Government deployed high-level forces to God-Demon Island after the gathering of Huanglong, several Yonko, the Revolutionary Army, and other major powers. The Five Elders revealed their Mythical Zoan forms and awakened abilities in response to the crisis. 193

The conflict shattered the perceived invincibility of the Celestial Dragons. More than one hundred Celestial Dragons were killed, and the world witnessed the Five Elders fighting opponents comparable to Yonko. 204 Huanglong later defeated the Five Elders and directly challenged Imu, forcing the Elders to flee. 212

Mary Geoise Incidents

The Government's full mobilization against Amazon Lily left Mary Geoise vulnerable, allowing Huanglong's forces to invade the Holy Land, destroy the Red Line elevator system, capture Celestial Dragons, and loot its treasures. 236 237 239

After the incident, Imu ordered the restoration of Mary Geoise and demanded complete intelligence on Huanglong and the Desolate Dragon Group. 245 The Government subsequently hardened the Holy Land's defenses with Kizaru's deployment, anti-air weaponry, protective shields, and a seawater operation intended to erase Paw-Paw Fruit markers. 252

Huanglong later sent Death Realm Poison Gas Bombs toward Mary Geoise as a warning. The Five Elders and Steel-Bones Kong barely contained the attack, further convincing the Celestial Dragons that their strongest defenders could not safely leave the Holy Land. 250 251

New World Crisis

As Huanglong rallied pirates against the Marines, the Five Elders ordered the consolidation of New World branch fortresses into four major defensive positions. The Government abandoned many smaller bases to avoid being defeated piecemeal. 324

This strategy failed to preserve its New World influence. After defeats and withdrawals, Marine branches evacuated the region, affiliated nobles fled, and the New World effectively became pirate-controlled territory. 403 406

Final Collapse

The Government's persecution of Garp, including the planned public execution and purges in East Blue, intensified worldwide resistance and damaged morale within the Marines. 454 During the final world war, Mary Geoise was destroyed, the Marines split, the Five Elders and Order of the Gods were trapped or defeated, and affiliated nations concluded that the old World Government had fallen. 552

Reforms Under Huanglong

The New World Government expanded its authority to five hundred affiliated nations and brought non-affiliated nations, pirate nations, and pirate islands under its dominion. 636
