History

Early organization and Root

ANBU was Konoha's original specialized force for intelligence work, infiltration, assassination, sabotage, and other missions that could not be conducted openly. Its operations during the First Shinobi World War established the model later copied by other major villages. 365

Senju Muzoku served as the first-generation ANBU commander. The force of the Second Hokage's era operated with broad delegated authority and a comparatively open internal style; that approach was later preserved by Root. 383 441

Root began as ANBU's training institution, but Shimura Danzō expanded it into an external-intelligence and special-operations organization. It eventually became effectively independent of ANBU despite retaining a nominal subordinate relationship. 27

During the Third Hokage's era, ANBU had fewer than one hundred official members. Its structure consisted of a commander-in-chief, four divisions, and Root as a fifth division; each division could contain four squads. Danzō supplemented Root's small official roster with highly paid contract personnel. 289

Minato-era expansion

After Danzō's fall, Namikaze Minato abolished the contract-hire system, expanded ANBU to roughly seven or eight hundred personnel, and replaced the old division structure with a branch system. 289

Minato's earlier reforms reduced ANBU's combat role, returned internal village matters to the Police Force, and shifted ANBU toward intelligence work. Former Root intelligence personnel were absorbed back into ANBU, while Root combat forces were reorganized as a Special Operations Squad. 85 244

The reorganization created severe operational problems. Former Root members—ANBU's most experienced overseas operatives—were excluded from meaningful decision-making, while branch personnel became dependent on layer-by-layer reporting and approvals. 285 288 289

The predictable patrol patterns, standardized appearance, and internal informants of this period enabled Kabuto Yakushi to infiltrate the Senju Tomb Complex, obtain an item from an ANBU informant, and escape without being detected. 285 286

Uchiha Shingen's reorganization

Namikaze Minato appointed Uchiha Shingen to temporarily lead ANBU alongside Director Sarutobi Torabu after repeated failures in external operations and the Senju Tomb Complex security breach. 287

As ANBU Minister, Shingen restored former Root personnel to operational relevance, formed them into a separate unit under his direct command, and used them as the foundation for reform. 288 290 291

Shingen replaced cumbersome approval procedures with delegated authority: branches could act independently on operations within their filing level, while evaluations focused on intelligence obtained, enemy losses, and friendly casualty rates. 289

By the end of the reorganization, ANBU's intelligence and combat functions were formally separated. The Secretariat handled intelligence processing, while the Special Operations Unit directed combat missions and reported directly to Shingen. 441

Intelligence and surveillance

ANBU's principal role is gathering intelligence outside Konoha and monitoring threats that could endanger the village or its allies. Its intelligence work in the Land of Rain and Amegakure remained a major long-term responsibility. 101 442
