Background / History
Fugaku became Uchiha Clan head because he was the strongest member of the clan at the time. Although the position brought prestige, it also made him responsible for every major decision and problem within the compound. He was more interested in recognition than authority and eventually came to regret accepting the burden of clan leadership. 98 467
During the early years of Shingen's rise, Fugaku observed his unusual commitment to Yang Release and his rejection of the clan's usual cultivation priorities. He initially believed that Shingen could have become even stronger by focusing on the Uchiha's traditional spiritual-energy techniques. After witnessing Shingen's Sage Mode and Sage Art: Majestic Attire, however, Fugaku began to acknowledge that Shingen's unconventional path had produced genuine results. 2 37
Fugaku entered the election for Hokage's Assistant to improve the Uchiha Clan's standing within the village. He revealed his Mangekyō Sharingan as a gesture of sincerity and proposed opening the Police Force to civilian ninja and other clans. He also formed an alliance with the Hyuga Clan and helped establish broader cooperation among Konoha's clans. 99 100 102 103
His election speech centered on financial support for farmers, artisans, and other villagers. By placing idle capital into productive use, Fugaku argued that Konoha could strengthen both its economy and its internal unity. His practical answers to the audience's questions won Nara Shikaku's approval and forced Sarutobi Saizo to withdraw from the election. Fugaku was subsequently appointed Hokage's Assistant. 107 108
Fugaku later used a long-running calligraphy-and-vision game with Shingen to refine his concealment skills. When Shingen finally failed to locate the hidden writing, Fugaku revealed that he had used Boundless Heaven and Earth to conceal it inside a painting. The contest then became a serious discussion about Shingen's use of Susanoo without a Mangekyō Sharingan and Fugaku's own hidden strength. 149
Fugaku challenged Shingen to a full battle at the Uchiha training grounds. The confrontation revealed Fugaku's complete Susanoo and confirmed Shingen as his designated successor. In front of the other clan heads, Fugaku presented the Uchiha's hidden power and agreed to serve as Hokage's Advisor while preparing Shingen to inherit the clan. 179 181
After Shingen awakened the Rinnegan, Fugaku supported a debate over whether the entire Uchiha Clan should adopt Shingen's Yang Release-based cultivation method. He regarded the Rinnegan as politically important because it could prove the Uchiha's descent from the Sage of Six Paths and weaken restrictions placed on the clan. 310 311
Fugaku remained one of the Uchiha's principal political representatives during the village's later crises. He defended the clan's interests after Obito's betrayal, sought the return of Obito's Mangekyō Sharingan from Kakashi, and carefully used formal procedures rather than immediately resorting to force. 361 376 406 408
By the end of the Fourth Hokage's era, Fugaku relinquished both the clan-head position and the Hokage's Assistant role. He continued to advise the village and the Uchiha, including coordinating with Shingen against the Lunar Ōtsutsuki's ocular-power invasion of Konoha. 532 533
Personality
Fugaku is cautious, politically calculating, and deeply loyal to the Uchiha Clan. He prefers practical plans to empty rhetoric, but his election speech demonstrates that he can combine concrete policy with an inspiring public message. His negotiations with the Hyuga and his proposal concerning Obito's eye show a preference for formal agreements and controlled escalation. 102 103 107 406
Although he is often reserved, Fugaku has a playful and competitive side. His secret passion is calligraphy, despite his poor skill, and he repeatedly hides his writing for Shingen to find. He also enjoys teasing Shingen and takes obvious pride in defeating him at their game. 98 149
Fugaku's public composure contrasts with his private anxiety. He is particularly cautious around Madara, whose presence intimidates him, while his concern for Itachi reveals a protective side beneath his stern manner. 406 537 564
Abilities & Skills
Mangekyō Sharingan
Fugaku possesses a Mangekyō Sharingan awakened during the war. He kept it secret for years before revealing it during the Hokage's Assistant election. 100
- Provides the ocular power required for his Susanoo.
- Allows him to perceive and analyze ocular power at an unusually refined level.
- Enables him to detect the nature and movement of the Lunar Ōtsutsuki's ocular power across Konoha. 532 533
- Fugaku's repeated Susanoo use without immediately suffering blindness is unusual and remains a subject of Shingen's suspicion. 149 179
Boundless Heaven and Earth
Boundless Heaven and Earth is Fugaku's unique Mangekyō technique.
- Conceals objects inside a landscape painting without creating detectable space-time ninjutsu traces. 149
- Can be used indirectly to manipulate the battlefield rather than simply overpowering an opponent.
- Allows Fugaku to restrain and wear down a stronger opponent while avoiding a direct clash of ocular power. 533
Susanoo
Fugaku has extensive experience using Susanoo and can manifest individual parts almost instantly. He later reveals a complete crimson Susanoo during his battle with Shingen. 179 180
- Highly practiced partial manifestations, including a complete Susanoo arm.
- Complete crimson Susanoo with overwhelming offensive and defensive power.
- The Susanoo's sword can disrupt the chakra sustaining Magnet Release techniques. 180
- Fugaku uses Susanoo as both a combat technique and a demonstration of the Uchiha clan head's inherited authority.
Three Sacred Tools
Fugaku possesses the Uchiha clan head's three Susanoo weapons and intends to teach them to Shingen.
- Totsuka Blade — Breaks down chakra on contact and absorbs the spiritual energy within it. Unlike the version Shingen expected, Fugaku's blade is not primarily a genjutsu weapon. 180
- Yata Mirror — A defensive Susanoo weapon. 180
- Yasaka Magatama — A mid- to long-range Susanoo weapon. 180 181
Fire Release and Ninjutsu
Fugaku can use powerful Fire Release techniques, including the Great Fire Dragon Technique.
- Neutralizes Shingen's magnetically controlled ice-sand weapons. 180
- Combines Fire Release with Susanoo during high-level combat.
- Maintains enough technical skill to fight an opponent who combines Ice Release, Magnet Release, Scorch Release, and his own Susanoo. 180
Ocular Power Analysis
Fugaku is one of the Uchiha's most knowledgeable specialists in ocular power.
- Understands that ocular power has individual “frequencies.”
- Can distinguish Sharingan-derived ocular power from other forms of Yin Release.
- Identifies the Lunar Ōtsutsuki's enormous but poorly controlled ocular power.
- Works with Shingen to expose and counter an invisible observer over Konoha. 532 533
Political and Strategic Leadership
Fugaku's influence extends beyond combat.
- Reforms the Uchiha's political image and opens the Police Force to civilian ninja. 100
- Promotes the clan's financial strength through practical economic policy. 102 107
- Builds alliances with the Hyuga and other major clans. 102 103
- Uses formal administrative procedures to demand the return of Obito's Mangekyō Sharingan. 406
