History
Nine-Tails Incident and Uchiha Defection
During the Nine-Tails attack, Leaf shinobi attempted to contain the beast but were heavily outmatched, while Hiruzen Sarutobi delayed his arrival at the main battlefield. 1 After Uchiha Yoru saved the weakened Minato Namikaze and Kushina Uzumaki, Hiruzen ordered Anbu to surround and seize both Yoru and Naruto. 3 4
Yoru later overheard Hiruzen and Danzō discussing a plan to blame the Uchiha Clan for the Nine-Tails incident, strip the clan of power, and potentially purge it. 5 Root subsequently confronted Yoru at the Uchiha compound, where he publicly accused the village leadership of persecuting Sakumo Hatake and turning on Minato's family after their survival. 7
After Yoru defeated Root operatives, Fugaku Uchiha and the Uchiha Clan chose to abandon Leaf Village. Yoru destroyed the Military Police Force plaque as a rejection of the clan's former role in the village. 7 The departing group later included Minato, Kushina, Naruto, and Fugaku, and sought refuge in Iwagakure. 11 12
Loss of Former Assets
Yoru presented the severed heads of Leaf Anbu and Root captains—including Root deputy commander Fū Yamanaka—to Ōnoki as proof that the Uchiha had completely broken with Leaf Village. 14 Ōnoki accepted the Uchiha Clan and Minato's family as honored guests, granting them territory, unrestricted settlement funding, and access to most of Iwagakure's ninjutsu archives. 15 16
Leaf Village attempted to retrieve Minato, Naruto, and the Uchiha Clan through an Anbu mission led by Kakashi. Hidden Stone forces intervened at the border, declared the defectors protected guests, and forced the Anbu team to retreat. 20 21
Decline and Internal Crisis
The departure of the Uchiha Clan and Minato left Leaf Village with a major shortage of elite manpower. Mission casualties rose beyond the level seen during the Third Shinobi World War, while the village hospital filled with wounded ninja. 30
To preserve the appearance of normal operations, Hiruzen's administration raised mission rates and compelled civilian genin and small clans to take dangerous assignments. 21 Danzō proposed shifting further pressure onto the Hyuga Clan, whose members increasingly questioned their treatment by the village. 30
Iwagakure later used economic pressure, supply-route disruption, and control over surrounding villages to isolate Leaf Village. The resulting lack of missions and funds sparked protests by civilian ninja outside the Hokage Building; Root operatives attacked the protesters until Asuma Sarutobi and Kurenai intervened. 81 82
Chūnin Exams Humiliation
Leaf Village hosted a friendly exchange and Chūnin Exams in an attempt to demonstrate its strength and attract investment from the Land of Fire's daimyō. 90 Instead, Iwagakure's delegation entered Leaf Village openly under Yoru's leadership, with Naruto's resemblance to Minato prompting villagers to question why the Fourth Hokage's son bore an Iwagakure forehead protector. 94 95
Leaf Village's genin were overwhelmingly defeated in the preliminaries. No Leaf contestant reached the finals, while Iwagakure, Sunagakure, and Kirigakure supplied all finalists. 106 112 114 During the finals, Yoru occupied the central Hokage seat and forced Hiruzen to take a secondary position, publicly symbolizing Leaf Village's loss of prestige. 114
Collapse of the Old Leadership
Minato publicly affirmed his allegiance to Iwagakure after the exams, shattering Leaf Village's remaining hopes of reclaiming him. The Land of Fire's daimyō cut Konoha's military budget by 80%, while merchants withdrew their support. 132
Kakashi, Might Guy, Asuma, blacksmiths, seal masters, and medical personnel subsequently defected to Iwagakure, stripping Leaf Village of both combat strength and technical expertise. 133 Hyuga Hiashi later sent a request for the entire Hyuga Clan to relocate to Iwagakure, citing the clan's worsening position in Leaf Village. 134
Following Hiruzen's imprisonment and Danzō's death, the village leadership collapsed. The elders invoked their highest emergency protocol and called Tsunade and Jiraiya back to stabilize the crisis. 135

Military and Economic Condition
- The loss of the Uchiha Clan, Minato, and later additional personnel hollowed out Leaf Village's combat strength. 30 133
- Leaf Village's intelligence-gathering became ineffective against Iwagakure; reconnaissance teams repeatedly vanished without returning useful information. 72
- Iwagakure competed for and undercut Leaf Village's mission commissions, worsening its financial strain. 21 30
- Economic isolation caused scarcity of missions and funds for civilian ninja, contributing directly to the Chapter 82 protests. 81 82
- Iwagakure's technological development left Leaf Village dependent on traditional training and hand seals while its rival fielded advanced scientific ninja tools and mechanized forces. 72 144 167
- The Land of Fire daimyō's 80% military-budget reduction and merchant withdrawal accelerated Leaf Village's fall to second-rate status. 132
