Background
During the Third Shinobi World War, Konoha faces severe personnel and supply shortages. Four months into the conflict, Hiruzen Sarutobi orders layoffs at Konoha Hospital and other departments so resources can be redirected to shinobi on the front lines. The decision leaves civilian workers, including errand staff, without reliable income while food and medicinal-ingredient prices rise in the village 1.
Konoha repeatedly deploys medical personnel to the eastern coast of the Land of Fire. One such force, led by Shinku Yuhi, includes more than a hundred medical ninja and is sent into the Death Forest battlefield despite the lack of supplies and the high risk faced by non-combatants 5 6.
The village remains under pressure after the coastal campaign. Its defensive forces at the Valley of the End lack basic equipment, and Konoha fears a larger offensive by the allied forces of four major villages 33. Even so, its leadership continues to maintain regular village operations, including the Ninja Academy, routine missions, ANBU assignments, and the Chunin Exams 34 38 41.

Military Operations
Eastern Coast Campaign
Konoha dispatches a large medical-ninja team to the eastern coast, where it is ambushed by the Seven Ninja Swordsmen of the Mist. The Uchiha vice-captains are killed, while Shinku Yuhi continues fighting despite illness or injury 5 6.
The Death Forest camp becomes a major treatment site for severely wounded Konoha shinobi. Medical personnel work in critical care while the camp faces enemy raids and infiltration 7.
Conflict with Hidden Sand
