Background and Rule
After leaving the Grand Line, Arlong and his Fish-Man crew occupied an island they turned into Arlong Park. They controlled several islands and dozens of villages in the East Blue 6 34. They drove human residents from their base and imposed protection payments on Cocoyasi Village: 100,000 Beli per adult and 50,000 per child. Arlong killed Bell-mère when she paid for her adopted daughters, Nami and Nojiko, instead of herself 6 27.
Arlong forced Nami to draw nautical charts for the crew. He promised she could buy back Cocoyasi Village for 100 million Beli, leaving her to work for the pirates while stealing treasure to raise the money 6. The crew also had dealings with Captain Nezumi of the 16th Marine Branch, though his connection did not guarantee safe passage for other humans 17.

- Ship attacks — Crew members could breach a vessel from below, then assault those aboard with flintlocks, physical strength and bites 16 17.
- Underwater fighting — Arlong relied on a Fish-Man’s advantage in water during his final fight, expecting it to counter what he believed was Li Mingyuan’s Devil Fruit ability 34 35.
Defeat
The pirates attacked a cargo ship approaching Arlong Park despite its captain invoking Nezumi’s name. Li Mingyuan killed Chew below deck, fought the boarding party and defeated Kuroobi 16 17 19.
Li Mingyuan then reached Arlong Park with Carina. He killed Fish-Men at the base, fought Hachi and Arlong, and defeated the remaining crew members 27 30 33. Nami openly turned against the pirates when their members threatened Carina 30 31. Arlong retreated into the sea for a final attack, but Li Mingyuan decapitated him underwater 34 35.
The defeat freed Cocoyasi Village. Li Mingyuan took the Shark Superb and brought the wanted pirates’ remains to a Marine base to claim their bounties 40 44 45 46.
