The Five Elders regard the World Government’s authority as the only legitimate voice in the world. They reduce allies, enemies, and even their own soldiers to expendable pieces in a larger struggle for control. 348 510 527

The original council combined arrogance with calculated caution. They were enraged by incursions into Mary Geoise and initially relied on Imu’s power to confront Jin An, yet their confidence deteriorated when their borrowed power proved insufficient. 415 449 516

The successor council is more openly authoritarian and strategic. They use ceremonies, loyalty tests, forced military levies, traps, attrition, and multi-front deployments to preserve the World Government’s rule.
