Background / History

Chiyo is a senior Hidden Sand elder and a distant relative of Chun Zi, Shaye’s late mother. After Chun Zi dies in childbirth, Chiyo examines the premature Shaye, honestly judges his constitution to be deficient, and arranges for Shaliu to leave frontline duty for leadership of Logistics Maintenance Squad Four so he can care for his son. 1

During the Second Shinobi World War, Chiyo delivers grave casualty reports to Shaliu and the maintenance division, including news of Sand shinobi killed after encountering Konoha’s White Fang. 2 She later briefs Puppet Corps leaders on Hanzō’s defeat of Jiraiya, Orochimaru, and Tsunade, correctly interpreting his decision to end the battle as a strategic move to preserve Hidden Rain. 4

Chiyo leads the Puppet Corps in the Hidden Sand’s final offensive against Konoha, using her poisons to cause severe problems for Konoha’s forces. Her poison contributes to Kato Dan’s death, but the war ends in Sand’s complete defeat and visibly leaves her older and emotionally worn. 10

After recognizing Shaye’s unusual mechanical insight, Chiyo gives him an introductory puppetry scroll covering construction, rune engraving, and basic control. 13 She later grants him foundational medical-ninjutsu instruction after witnessing his exceptional bodily control and hearing his desire to repair his weak constitution. 18

As Shaye’s health and abilities improve, Chiyo takes direct responsibility for his systematic development. Though she never formally declares him her disciple, she trains him as a potential successor in nature transformation, medical ninjutsu, sealing, and advanced puppetry. 34

As the Third Shinobi World War begins, Chiyo determines that Shaye’s theoretical training must be tested in genuine combat and assigns him to a border-reconnaissance team. 41 When Kumogakure attacks Sunagakure, she arrives with Ebizo and hundreds of Puppet Corps puppets, helping repel the invasion before ordering the village’s forces not to recklessly pursue the retreating enemy. 54

Chiyo’s fears regarding Sasori become reality when evidence confirms that he has become an S-rank rogue ninja. After Shaye encounters Sasori and discovers that the missing Third Kazekage has been made into a Human Puppet, Chiyo leads a rescue force to Ghostcry Valley, forbids an independent pursuit, and later orders that the truth of the Third Kazekage’s fate remain secret. 65 70 71

During Sunagakure’s campaign in the Land of Rivers, Chiyo serves as supreme frontline commander. She accelerates the army’s advance after Iwagakure attacks the Land of Wind, seeking to keep pressure on Konoha and deny it an opportunity to reinforce other fronts. 72 77 At the Battle of Kikyō Mountain, she and Ebizo resist Orochimaru and Manda while the Puppet Corps suffers catastrophic losses. When Rasa orders a retreat, Chiyo grants Shaye authority over the surviving frontline Puppet Corps and tasks him with preserving as much of the village’s remaining strength as possible. 94 95 96

After Sunagakure’s surrender, Chiyo accompanies the defeated army through the humiliating withdrawal and helps Ebizo prevent panic among the disarmed troops. 99 102 When Hidden Mist subsequently invades the weakened Land of Wind, she assumes emergency command in Rasa’s absence, organizes Sunagakure’s defense, assigns Pakura to intercept Ao, and entrusts Shaye with the force opposing the Seven Ninja Swordsmen. 105

Following the defense of Sunagakure, Chiyo becomes acting director of the Puppet Research and Development Department and appoints Shaye as her deputy. She supports his ambition to use puppet technology and ninjutsu to transform the Land of Wind rather than merely produce stronger weapons. 111 She later assists him with the final design of his giant combat puppet and, after the war, retires from direct military and administrative command as Shaye assumes leadership of the expanded Research and Development Department. 117 132 Even in retirement, she remains an influential adviser, supporting Shaye’s proposal to honor Bunpuku’s final wish and release Shukaku into the desert. 150

Personality

Chiyo balances compassion with hard practical judgment. She is willing to intervene personally for Shaliu and the newborn Shaye, but she does so by making a clear military reassignment rather than offering empty reassurance. 1

As a leader, she is composed under wartime pressure and capable of weighing political and strategic realities. Her analysis of Hanzō’s restraint shows respect for an enemy commander’s long-term judgment rather than a simplistic focus on victory or defeat. 4

She recognizes rare potential and invests in it carefully. Chiyo supports Shaye’s interest in puppetry, medicine, and self-improvement, but repeatedly emphasizes foundations, discipline, and the danger of reckless experimentation. 13 18 25 33

Her concern for Sasori is more conflicted. She is proud of his talent but worries that the village’s campaign to present him as a public symbol will worsen his isolation and emotional distortion. 22

Chiyo is fiercely protective of the young people she considers her responsibility. Her shock at Sasori’s defection is inseparable from her fear for Shaye’s safety; she immediately leads a rescue squad when she suspects the two have confronted one another and praises Shaye only after confirming that he survived. 65 70

Her battlefield judgment remains disciplined even under emotional strain. She refuses to allow a reckless pursuit of Kumogakure’s retreating elite, accelerates Sunagakure’s Land of Rivers offensive in response to Iwagakure’s diversionary attack, and delegates authority to Shaye when doing so offers the best chance of preserving the Puppet Corps. 54 77 95

Chiyo is emotionally devastated when a massacre in Ghostcry Valley confirms that Sasori has become an S-rank rogue ninja. Third Shinobi World War

Chiyo returns to major field command during the Third Shinobi World War. She leads the Puppet Corps reinforcements that help repel Kumogakure’s invasion, then serves as Sunagakure’s supreme frontline commander during the Land of Rivers campaign. 54 72

When Iwagakure attacks Sunagakure’s homeland, Chiyo responds by intensifying pressure on Konoha rather than retreating. Under her command, Sunagakure’s army forces Konoha’s defenders back through the Land of Rivers and into the Land of Fire. 77

Battle of Kikyō Mountain

At Kikyō Mountain City, Chiyo commands the Puppet Corps amid Konoha’s prepared counteroffensive. Alongside Ebizo, she uses the Chikamatsu Collection of Ten Puppets, poison, genjutsu, and traps to delay Orochimaru and Manda, but suffers heavy losses as the battle becomes a disaster for Sunagakure. 93 94 95

During the retreat, Chiyo appoints Shaye commander of all surviving frontline Puppet Corps units. Even as the army is completely encircled, she and Ebizo continue fighting to preserve the retreating forces until Rasa orders the village’s surrender. 95 96 98

Defeat and Withdrawal

Following Sunagakure’s surrender, Chiyo accompanies Rasa into Kikyō Mountain City during the initial negotiations, while Ebizo and Shaye organize the defeated troops and evacuate the wounded. 99

During the supervised withdrawal from the Land of Rivers, Chiyo and Ebizo remain with the demoralized forces to prevent panic, maintain order, and represent Sunagakure’s leadership through the humiliating return home. 102

Hidden Mist Invasion

With Rasa absent after the Kikyō Mountain defeat, Chiyo takes emergency command when Hidden Mist attacks from the southeast and southern coast. She orders Baki to defend the village center, sends Pakura against Ao’s forces, and appoints Shaye to command the southern defense against the Seven Ninja Swordsmen. 105

Shaye’s subsequent victory with Mirage becomes, in Chiyo’s eyes, proof that Puppet Technique can follow a constructive path fundamentally different from Sasori’s pursuit of eternal art. 109

Puppet Research and Development

Chiyo becomes acting director of Sunagakure’s Puppet Research and Development Department and appoints Shaye as deputy director. Their private discussion establishes that she supports his long-term ambition to apply puppetry, Magnet Release, and sealing toward irrigation, environmental recovery, and improved living conditions in the Land of Wind. 111

She later provides her full expertise to help Shaye refine the final design of his giant combat puppet. 117

Retirement and New Era

After the war, Chiyo retires from direct military command and from leadership of the Puppet Research and Development Department. Her withdrawal, together with Ebizo’s, marks the end of an elder-led era in Sunagakure and creates space for Shaye, Pakura, and Baki to guide the village’s future. 132
