| Name | Allied Forces (盟军) |
| Alias(es) | Allied Army |
| Occupation/Role | Multinational military coalition opposing the Norman Empire |
| First Appearance | Mentioned in Chapter 11; first direct field engagement in Chapter 13 11 13 |
Background / History
In the future depicted by Fall of the Empire, the Allied Forces are destined to defeat the Norman Empire within ten years. Their projected strength includes an army of nearly ten million, aerospace warships capable of blanketing the sky, and the protagonist party’s overwhelming combat power. Captain John Maslow is fated to die alongside the Emperor during that defeat. 11
The Allied Forces’ long-term advantage is founded on multinational cooperation and accelerating magecraft technology. In the original scenario, their Anti-Mage-Workshop System eventually reached a level capable of weakening magic by ninety percent, while their forces developed weapons such as the bioengineered disaster-class warship Leviathan and the city-destroying aerial warship Damocles. 57
During the Battle of Walden, three Allied legions contained the Empire’s Seventh Air Force through Anti-Magic Devices, which suppressed Imperial magic soldiers and forced the Empire into a costly defensive war. 16
The Allies conducted covert operations behind Imperial lines, including a roughly fifty-man infiltration unit that crossed the Empire’s defenses in a concealed truck. Wendy Brown’s patrol ambushed the unit, killing about thirty soldiers and capturing its commander and explosive cargo. 13
Lieutenant General Roxy Sankaster attempted to turn the Walden front into a decisive Allied victory by feeding the Empire false intelligence about an Anti-Magic Device site. She positioned the 3rd Legion’s Iron Wall special forces at a bait site five kilometers from the genuine device array and prepared a Speed Interference Field to eliminate the Imperial Black Eagle Special Forces. 19
The plan failed after Imperial forces infiltrated the Allied trenches and destroyed the real Anti-Magic Device base. With their anti-magic defenses gone, the Allied Forces’ three legions were driven from Walden within two hours; Imperial reports later recorded approximately 2,000 Allied prisoners, including fourteen officers and a brigadier general. 25 28 29
Following the loss at Walden, Allied leadership shifted toward covert action in Bahamut Town. Roxy authorized an assassination operation against John Maslow, using Baron Myka’s cooperation, staged unrest, a feigned counterattack, and Sellviya’s planned infiltration. 37
The Allies subsequently committed major forces to the Fauken Campaign. Their Seventh Legion, under Frank Francis, initially threatened the Imperial position through conventional encirclement, guerrilla warfare, and elite assault units, but it was decisively defeated during the fighting for Horseshoe Territory. The Allied command then deployed the Fifth Legion, multiple Saga Kingdom Orc formations, naval forces, and elite mage-technology units in an attempt to retake Fauken. 156 157 168
Although Roxy’s Fifth Legion captured the Cocobia Rainforest and breached Imperial defensive lines, its wider offensive was undermined by internal rivalry, compromised communications, repeated Imperial deceptions, and catastrophic environmental ambushes. The Allied field army suffered devastating losses in the Cocobia Rainforest and at Death Valley, declining from roughly 70,000 soldiers to just over 13,000 under Garl’s command. 168 211 218 226
The Fauken Campaign ultimately ended in an Allied withdrawal after the Empire received major reinforcements and repelled the Blazing Sun Fleet’s assault. The defeat became so notorious within Allied command that John Maslow acquired the epithet “Empire’s Hellwolf King” among Allied personnel. 265 319
After Fauken, the Allied Forces pursued a temporary peace process with the Empire in order to gain time for the mass production of third-generation Anti-Magic Devices. Simultaneously, they continued espionage, sabotage, assassination, and false-flag preparations inside Imperial territory. 300 312
The Allied Special Operations Division’s first Ereno mission ended in disaster when Demon King Ivan Tolovsky captured most of its operatives. The division was later demoted from Level 1 to Level 3 status, while the newly established Hero Squad replaced it as the Allied Forces’ premier division. 312 433 434
By the time of the planned northern campaign, Allied leadership regarded Faoken as a greater long-term danger than the Empire’s conventional forces. Their strategy called for the destruction of the Icefield and Aelt Kingdoms, followed by the creation of a pretext to accuse Faoken of sheltering hostile royal remnants and invade it without openly violating the peace treaty. 442

Military Assets & Methods
Anti-Magic Devices
The Allied Forces’ Anti-Magic Devices were their principal defense against the Empire’s magic soldiers at Walden.
- Suppressed Imperial magic soldiers and halted the Seventh Air Force’s advance. 16
- Used Device Cores and mana technology to interfere with magic across the battlefield. 20
- Included bait deployments intended to misdirect Imperial intelligence away from the actual array. 19
- Their destruction removed the Allies’ primary defense and enabled the Empire’s rapid capture of Walden. 25 28
- Their technology continued to develop after Walden; the Allied Forces sought to delay through peace negotiations until third-generation Anti-Magic Devices could be mass-produced. 312
- In the original future scenario, the Anti-Mage-Workshop System eventually reaches a level capable of weakening magic by ninety percent. 57
Intelligence and Deception
Allied strategy repeatedly relied on controlled information, covert deployments, and false appearances.
- Roxy anticipated that a captured Allied unit would reveal a false Anti-Magic Device location under Imperial interrogation. 19
- The Iron Wall ambush incorporated a pre-established Speed Interference Field to neutralize Black Eagle mobility. 19
- Baron Myka’s Bahamut operation was designed around false surrender, manufactured disturbances, a staged counterattack, and an assassination from inside his residence. 37
- House Hartman attempted to evacuate toward the Victoria Kingdom under the cover of an ordinary merchant caravan while intending to join the Allied Forces. 42
- The Allied Forces fielded stealth-oriented Shadow Orc forces whose concealment magic made them difficult for Imperial Mage Soldiers to locate in Fauken’s jungle terrain. 76 112
- Roxy’s command used teleportation coordinates, concealed elite formations, and the 112th Division as bait in an effort to destroy Imperial artillery and rear areas. 181 182
- Allied commanders later used false intelligence concerning reinforcements from the Second Army Group in an attempt to identify an alleged communications leak to John Maslow. 215
- The Special Operations Division’s Ereno mission was designed to combine infiltration, sabotage, assassination, and false-flag attacks against both the Old Guard Party and Reformist Faction. 298
- Allied operatives continued to conduct assassination attempts against John during the peace negotiations, although his countermeasures repeatedly undermined their operations. 330
Elite Mage Technology and Specialized Assets
The Allied Forces supplement their conventional manpower with mage-technology equipment, magical bloodlines, and specialized formations.
- Unlike Imperial Mage Soldiers, Allied magical technology generally relies on magic stones, external circuits, and equipment-mounted spell structures. 55
- The Fifth Legion fielded Functional Mage Technology Regiments and Anti-Magic Devices capable of supporting armored and mobile warfare. 156
- The City Burners Independent Regiment consisted of 2,500 elite troops led by a Transcendent Mage and was intended to destroy Imperial artillery and supply lines. 182
- Garl’s surviving force deployed twelve experimental Black Knight tanks equipped with Prism Spell Arrays capable of absorbing and reflecting Beam Mage Cannon rays; the tanks’ magic circuits were highly vulnerable to acid. 225
- The Allied Forces also possess advanced naval and bioengineering projects in the projected original future, including Leviathan and Damocles. 57
Soulheart Art
Roxy Sankaster’s exclusive Soulheart Art, also known as the Psycho-Energy Thread, is a force-multiplying command spell.
- Links allied soldiers through psycho-energy threads to form a Psycho-Energy Host. 171
- Grants Roxy battlefield vision over linked allied targets within a fifty-kilometer radius and enables highly detailed battlefield command. 171
- Reinforces linked troops with Psycho-Energy Armor, reducing physical and magical damage through pooled mental power. 171
- Can greatly increase the troops’ magical power, mobility, and physical performance, allowing them to overcome obstacles that would normally halt an advance. 230 231
Troop Reputation
Ordinary Allied patrol soldiers feared Imperial magecraft soldiers, known to them as the Empire’s “Demon Corps” or “Demon Legion.” John Maslow’s claim to command such soldiers was enough to make trench guards hesitate despite his being alone and unarmed. 13 23
The Allies also regard John himself as an extraordinary strategic threat. After the Fauken Campaign, his psychological warfare and battlefield control earned him the internal Allied epithet “Empire’s Hellwolf King.” 319
Major Operations
Walden Infiltration
An Allied special-operation squad infiltrated Imperial territory during a storm while transporting important cargo. Squad 14 detected and ambushed it from the air, leading the surviving commander to surrender. 13
Walden Anti-Magic Device Trap
Roxy’s command used false device intelligence to lure the Black Eagle Special Forces into an Iron Wall ambush. The operation was intended to destroy the Empire’s reconnaissance capability and open the way for an Allied breakthrough. 19
The plan collapsed when Imperial forces infiltrated the trench position, attacked its defenders, and destroyed the genuine Anti-Magic Device installation. 25 26
Bahamut Assassination Plot
After Walden, Roxy considered John Maslow a dangerous emerging Imperial commander whose alleged false-surrender tactic had reversed the battle. She ordered his assassination before he could grow into a larger threat. 37
- Baron Myka was to feign surrender and gain John’s trust. 37
- Four Allied units were positioned around Bahamut Town to launch a feigned counterattack. 37
- Sellviya accepted the operation but chose to pose as Myka’s daughter rather than as a maid, binding her interests to his. 37
- Major Will Hoffman’s 3rd Special Operations Battalion was concealed near Horseshoe Mountain to await Myka’s signal, but Imperial troops captured Will after Stone Village residents exposed his looting force. 59
Fauken Campaign
The Allied Forces launched a prolonged campaign to seize or retake Fauken Bay through land offensives, Orc allied formations, covert infiltration, and naval operations. The campaign’s strategic value lay in Fauken’s resources, geography, and its importance as a route for Allied naval fleets. 76 113 127
- The Seventh Legion, commanded by Frank Francis, attempted to encircle and destroy the Imperial 1st Division around Horseshoe Territory but lost its elite formations and was later annihilated. 156 157 168
- The Fifth Legion captured the Cocobia Rainforest and pushed Imperial forces toward Ambition Mountain under Roxy’s command. 168
- Roxy used the Fang Clan’s 112th Orc Division as bait to expose Imperial artillery, while dispatching the City Burners Independent Regiment to strike the Imperial rear. 181 182
- John’s countermeasures devastated the 112th Division, stalled the City Burners, and threatened Allied communications through an Imperial special-operation raid. 180 181 183
- The Allied army’s internal rivalry, particularly disputes between Roxy, Gary, Zalga, Dimis, and Garl, repeatedly impaired operational unity. 168 211 218
Cocobia Rainforest Offensive
Following the collapse of the initial Fauken offensive, the Allied Forces attempted a new large-scale operation through the Cocobia Rainforest.
- Zalga divided the Allied forces in response to John’s false communication about an Imperial western offensive, despite Roxy recognizing that the message was bait. 211
- Imperial Mirror Crystals planted around Allied headquarters subsequently gave John real-time visibility into Allied deployments. 211
- Zalga’s artillery bombardment through magnet-tree pollen caused cannon barrels to rupture, inflicting severe self-inflicted casualties on the Orc combined army. 213
- Garl’s Moonfall River engineering and artillery operation was destroyed by hidden beam weapons and a sabotaged pontoon bridge. 214
- Garl concluded that an internal traitor was leaking Allied plans and coerced Colonel Shalu into distributing false intelligence to identify the supposed source. 215
Death Valley Retreat
After Garl replaced the incapacitated Zalga, the surviving Allied Forces attempted to recover and launch a final assault on John’s headquarters.
- The army was poisoned by Tearvine venom, driven by a stampede of pheromone-lured Land Snapping Turtles, and further devastated after soldiers entered a poisoned river. 218
- Garl seized command by knocking Zalga unconscious and compelling the other Allied generals to accept his authority. 218
- In Death Valley, Garl attempted to use Black Knight tanks to counter anticipated Beam Mage Cannon attacks, but the Imperial trap exploited Red Giant Ants and their acid. 225
- Roderick’s controlled spell exchange caused Garl’s Melting-Cut Ray to kill the Red Giant Ant queen, sending the colony into a berserk attack against Allied troops. 226
- After subsequent bombardment and attrition, Garl’s army was reduced from about 70,000 troops to just over 13,000. 226
Ereno Special Operations Mission
Orco’s Special Operations Division undertook an operation to infiltrate Ereno during peace negotiations.
- The mission’s objectives included intelligence gathering, sabotage, assassination, and framing the Old Guard Party and Reformist Faction for separate attacks. 298 299
- The operation relied on the temporary absence of Tolovsky’s Empire-wide detection spell during his supposed secluded cultivation. 298
- Tolovsky’s actual movements resulted in the capture of most of the division. Seven operatives were captured, Meyer Sistana disappeared, and only Anna and three other members remained active in Ereno. 312
- John later coerced Mark Johnson and six other captured operatives into becoming Imperial informants before arranging a staged escape for them. 320
Northern Campaign and Planned Faoken Invasion
Allied leadership planned to use a future northern campaign as the basis for an eventual attack on Faoken.
- The intended campaign would first destroy the Icefield Kingdom and Aelt Kingdom. 442
- Allied powers planned to hide a descendant of the Icefield royal family in Faoken, then accuse the territory of harboring hostile remnants as a pretext for invasion. 442
- Roxy views the northern war as an “Evolution Trial” through which she can improve her command ability before confronting John directly. 442
Relationships
- Norman Empire — Primary wartime enemy; the Allied Forces’ long-term victory over the Empire is established as inevitable in the game’s original scenario. 11
- Lieutenant General Roxy Sankaster — Walden commander and architect of the device-location trap and later assassination operation. She remains one of the Allied Forces’ foremost commanders and views John as her ultimate military rival. 19 37 442
- John Maslow — A former expected Allied general in the original game scenario who instead became an Imperial commander. His repeated victories have made him a central Allied strategic target. 157 310 442
- Sellviya — Recruited for the planned assassination of John Maslow, with a promised captaincy and special-operations command. 37
- House Hartman — Its members attempted to flee toward the Victoria Kingdom and join the Allied Forces after Walden’s fall. 42
- Saga Kingdom — Major allied contributor in Fauken, providing Orc Legion formations including the Morning Star, Black Marsh, Fang, and Darkmoon Clans. Cooperation is frequently strained by racial prejudice, pride, and competing political interests. 127 168 213
- Victoria Kingdom — Roxy’s homeland and a leading Allied power. Its political leadership, magecraft institutions, and military figures such as Orco influence Allied strategy. 19 178 299
- Allied Special Operations Division — Orco’s covert arm for espionage and assassination. Its failures, infiltration concerns, and demotion weakened its standing within the Allied Forces. 298 320 433
- Hero Squad — The new Level 1 division that replaced the Special Operations Division, potentially linked to the Ehtan Faith’s claimed summoned heroes. 433 434
- Faoken — Allied leadership considers the Imperial territory an existential long-term threat and intends to manufacture a justification for its eventual invasion. 442
Trivia
- The Allied Forces’ original Chinese name is 盟军.
- Their victory over the Empire is part of the known future plot of Fall of the Empire, which is why John initially believes defecting to them is his safest path to survival. 11 16
- John repeatedly tries to contact the Allied Forces as prospective “friendly forces,” but his attempted defection instead contributes to their defeat at Walden. 18 23 25
- In the original game scenario, John was expected to hold the position of an Allied Forces general; his continued service to the Empire is one of the greatest divergences from that future. 157 310
- The Allied Forces’ projected victory relies not only on numbers but also on continual magecraft innovation, which John considers a long-term threat even when individual Allied devices remain inferior to Imperial Mage Soldiers. 115
- After the Fauken Campaign, Allied personnel reportedly began calling John the “Empire’s Hellwolf King” because of his battlefield traps and psychological warfare. 319
