The Shichibukai at Last

Doberman stared at Rogge. He hadn't expected Rogge to accept so decisively. The last person to accept the invitation to become a Shichibukai so readily had been Donquixote Doflamingo.

Among the Shichibukai, only Donquixote Doflamingo and Kuma had approached the World Government and Marines on their own. The others had been selected by the World Government and Marines.

Doflamingo had once been a Celestial Dragon, and, like Rogge, he had hijacked the Heavenly Tribute. Naturally, his goal was to plunder legally, and becoming one of the Shichibukai had been even more beneficial to his business.

As for Kuma, the Marines had no idea what his goal was. After all, he had once been the king of a World Government-affiliated nation. However, the man had been extremely brutal on the sea and had killed many pirates, earning him the title of Tyrant Kuma. He had also approached the Marines on his own before obtaining the position of Shichibukai.

The Marines would probably never have imagined that Kuma's true identity was the Revolutionary Army's actual second-in-command and Dragon's right-hand man. His real status was far higher than Sabo's, Emporio Ivankov's, and the others'.

Seeing how readily Rogge accepted the appointment as a Shichibukai, Doberman suddenly felt that Headquarters might have made the wrong decision. What kind of person would they end up creating?

Holding the appointment papers, Rogge calmed down after his initial excitement. He looked up at Doberman and asked, "Whom did I replace? Don't tell me you're having me take Crocodile's place because he lost to me?"

"You're overthinking it. Although Crocodile's fight with you ended in a draw, his strength is undeniable. You're replacing Tyrant Bartholomew Kuma. He stepped down from his position as one of the Shichibukai because he had other matters to attend to. Since you've accepted
