Background / History

The World Government is an eight-hundred-year-old organization whose member nations pay Celestial Gold in exchange for protection and inclusion in its political order. Its operational funds come from those tributes, of which the Celestial Dragons receive 60% and the World Government receives the remaining 40%. 42 50 112

It governs through affiliated nations, which retain local rule while relying on the organization and its Marines for security. Its strongest base of support lies in the Four Seas and the first half of the Grand Line; it is far less secure in the New World. 158 490

The organization uses Cipher Pol for intelligence gathering, infiltration, assassinations, and information suppression. It attempts to prevent reports that damage its reputation, including the Rocks Pirates' breach of Impel Down, and later dispatches CP agents against journalists and pirate organizations. 50 101 158

During the Rocks era, the Five Elders identify Li Yuan as a Blood Race descendant and order his capture alive for his life-prolonging blood. They plan to use Marines publicly and CP0 covertly to seize him when separated from the Rocks Pirates. 33

The World Economic News Agency's reporting of these defeats caused global shock and threatened member nations' willingness to keep paying Celestial Gold. 50

New World affiliated-nation losses

After the Rocks Pirates disbanded, Li Yuan, Golden Lion, John, and World simultaneously attacked four affiliated nations. The Marines could deploy only three available top-tier combatants, forcing the abandonment of one target. 154

The coordinated campaign effectively removed four affiliated nations from the World Government's New World system, exposing the organization's inability to protect them. 157

Further pirate operations targeted seven of the nine New World affiliated nations. The Five Elders acknowledged that their forces could not defeat the combined pirate groups without personally intervening. 164 168

War against the pirate alliance

The World Government and its forces suffered severe casualties in a prolonged war against a pirate alliance. Its lower-ranking forces were disadvantaged by the Limitless Pirates' advanced firearms, while its reinforcements struggled against superior pirate numbers and firepower. 202 203

Saint Saturn ordered a retreat after recognizing the threat posed by Seastone bullets. The pirate alliance then pursued the retreating forces and claimed victory. 206

World incident and Uranus

After World destroyed most of Mary Geoise with Dyna Stones, the World Government blamed the Five Elders for the devastation and launched a major operation to capture him. 292 302

The operation culminated in the use of Uranus, an ancient weapon also called the Heavenly King. The World Government announced World's death, but lost three top-tier combatants in the battle. 310

Final war and collapse

When the Pirate Alliance attacked Mary Geoise, the World Government fielded the Five Elders, Celestial Dragon combatants, and other elite forces. The pirate crews overwhelmed the defenders, while Im drew power from more than one hundred individuals held in underground nutrient tanks. 464 465

Im publicly emerged as the true World King, confirming his eight-hundred-year reign and control over the Void Throne. Although Uranus could have struck Mary Geoise, Im could not use it without killing the World Government's own combatants and Celestial Dragons. 473 472

The World Government was ultimately defeated; the Five Elders were confirmed dead, and the Pirate Alliance divided the former World Government's territories. 490
