Background / History
The World Government is an eight-hundred-year-old organization whose member nations pay Celestial Gold in exchange for protection and inclusion in its political order. Its operational funds come from those tributes, of which the Celestial Dragons receive 60% and the World Government receives the remaining 40%. 42 50 112
It governs through affiliated nations, which retain local rule while relying on the organization and its Marines for security. Its strongest base of support lies in the Four Seas and the first half of the Grand Line; it is far less secure in the New World. 158 490
The organization uses Cipher Pol for intelligence gathering, infiltration, assassinations, and information suppression. It attempts to prevent reports that damage its reputation, including the Rocks Pirates' breach of Impel Down, and later dispatches CP agents against journalists and pirate organizations. 50 101 158
