First Appearance Chapter 10

Background / History

Otto has lived for roughly five centuries and was devoted to Kallen Kaslana from childhood. Kallen wished to protect people and save the world; Otto’s wish was to fulfill hers. He later holds himself responsible for Kallen’s death, a guilt that defines his actions across centuries. 64 443

Though he became Schicksal’s Grand Bishop and helped turn it into a global anti-@@REF_ENTITY_5372275@@ power, Otto considers the organization a means rather than an end. He would rather have been Kallen’s inventor, and repeatedly states that his ultimate objective is to revive her and live in seclusion with her. 60 115

Otto once regarded Welt Joyce as an ideal successor: a leader capable of bringing together exceptional people. When Joyce instead became an obstacle to Otto’s plans, Otto killed him—a decision he later regrets. 115 368

His initial resurrection research focused on recreating Kallen through bodies, memories, and souls. Upon concluding that a reconstructed person would not be the real Kallen, he shifted his goal toward altering the past through the Imaginary Tree and the vertical timeline. 115 443

Appearance

Otto is a golden-haired, blue-eyed man whose appearance is not fixed, as he can house his consciousness in modified Soul Steel bodies. 115 266 383

  • Usually presents himself as a refined Grand Bishop, including formal black suits at public events. 202
  • His Soul Steel vessels can be replaced after destruction, though unsynchronized memories may be lost. 383
  • He once deliberately cross-dressed to provoke Freya during a forced cooperation arrangement. 372

Personality

Otto is a brilliant but intensely self-serving researcher. He treats Schicksal, its authority, and even the fight against Honkai as tools for pursuing Kallen’s return rather than as causes he values for their own sake. 10 60 378

He is willing to sacrifice researchers, Valkyries, political allies, and enemies for useful data or progress. He considers conventional human-rights concerns impractical in a world threatened by Honkai, and his permissive attitude enabled extensive human experimentation within Schicksal. 10 24 409 463

Despite this ruthlessness, Otto carefully maintains the image of a benevolent, capable Grand Bishop. Schicksal’s welfare institutions, anti-@@REF_ENTITY_5372275@@ protection, technology, and international influence have earned him genuine support among many Valkyries and civilians. 40 209 484

He is most dangerous when operating indirectly. Otto recognizes his own poor physical combat ability without external support, but compensates through contingencies, information control, engineered crises, Divine Key technology, and replaceable bodies. 208 383

Abilities & Skills

Void Archive / First Divine Key

Otto is the wielder of Void Archive, the First Divine Key. Its library preserves immense knowledge from the Previous Civilization, and it can reproduce items recorded within it. 39 95 379

  • Can imitate Divine Keys and weapons, including a copy of the Heavenly Fire Sacred Judgment. 39
  • Can mimic the Eighth Divine Key’s Feather of Dust effects, including illusion and mental interference. 40 266
  • Its reproductions reach roughly seventy to eighty percent of an original item’s quality rather than perfectly matching it. 379
  • Void Archive constitutes a major portion of Otto’s combat capability, despite not being a combat-focused Divine Key itself. 379

Soul Steel Consciousness Transfer

Otto can upload and transfer his consciousness between Soul Steel bodies, making the destruction of an individual vessel nonfatal. 115 165 383

  • A destroyed vessel generally costs him only memories that were not synchronized back to his true self. 165 383
  • He uses remote-controlled bodies and clones to act publicly while keeping his true body concealed. 115
  • His bodies possess self-repairing properties, allowing him to survive severe damage during Kiana’s assault. 284 285

Illusions and Mental Manipulation

Through Void Archive’s mimicked abilities, Otto can disorient opponents and interfere with their perceptions. 40 266

  • Evaded Welt Yang’s simulated black hole through illusion-based methods. 40
  • Used a Mimic Feather of Dust to hypnotize Himeko. 266
  • Can employ deception, holograms, false identities, and staged events to conceal his movements and intentions. 104 364

Biological Research and Artificial Herrscher Development

Otto’s primary expertise is research involving Honkai Energy, Herrscher powers, Divine Keys, cloning, and human experimentation. 10 54 190

  • Pursues the principles of Herrscher Transformation to create obedient artificial Herrschers for Schicksal. 10
  • Developed anti-@@REF_ENTITY_5372275@@ Schariac Holy Blood from K422’s blood; it can suppress Herrscher-level power. 40 41
  • Created K422-1 from blood samples, producing an uncontrollable hybrid with both Honkai Beast and Herrscher characteristics. 68 190
  • Uses cloning and memory transplantation technology, but considers these insufficient to restore Kallen’s true identity. 115

Strategic and Political Manipulation

Otto maintains Schicksal’s supremacy through superior technology, controlled information, public legitimacy, and prearranged contingencies. 10 209

  • Manipulated K422’s identity, relationships, access to power, and responsibility for Schicksal to bind her to the organization. 90 132
  • Secretly positioned thousands of Honkai Energy fission bombs against major powers as a deterrent. 212
  • Uses Schicksal’s public reputation and his personal authority to suppress political opposition even while officially in seclusion. 209
  • Recognizes when he lacks leverage; when Freya took control of Schicksal HQ, he accepted forced cooperation to preserve his long-term objective. 372

Equipment / Weapons / Items

  • Void Archive — First Divine Key and portable library of Previous Civilization knowledge; can replicate recorded equipment. 95 379
  • Soul Steel bodies — replaceable vessels for his consciousness. 165 383
  • Schariac Holy Blood — anti-@@REF_ENTITY_5372275@@ blood-based weapon tested against Welt Yang. 40 41
  • Replicated Divine Key weapons — including an imitation Heavenly Fire Sacred Judgment and Mimic Feather of Dust. 39 266
  • Honkai Energy fission bombs — a hidden strategic arsenal aimed at major powers. 212

Relationships

  • Kallen Kaslana — Otto’s lost love and fiancée; his desire to restore the real Kallen drives his research, schemes, and pursuit of the Imaginary Tree. 64 115 443
  • Theresa — Kallen-series clone whom Otto treats as family in part, but also as a vessel for his hopes and a disposable tool once Kallen returns. 60 211 380
  • Amber — his devoted adjutant; a modified A-Series clone whose body can host Otto’s consciousness. 115 190 380
  • K422 / Kiana Kaslana — experiment subject, nominal granddaughter, and intended Schicksal successor whom Otto cultivates while using True Kiana as leverage over her. 13 72 90 132
  • True Kiana — held by Otto as a means of controlling K422; later pursues revenge against him over Cecilia’s death. 90 137 284
  • Welt Joyce — a man Otto once wanted as Grand Bishop successor, but ultimately killed after Joyce became an obstacle. 115 368
  • Welt Yang — longstanding ideological opponent and combat rival; their confrontation ended in a draw after Otto deployed anti-@@REF_ENTITY_5372275@@ Holy Blood. 39 41
  • Siegfried Kaslana — former Schicksal ally whom Otto views as insubordinate; Siegfried regards Otto’s actions during the Second Eruption as betrayal. 285 438
  • Kevin Kaslana — Otto freed Kevin from the Sea of Quantum in exchange for a transaction, though neither treats the other as a true ally. 267 284 437
  • Freya — a parallel-world Kiana who understands Otto’s methods well enough to imitate and counter them; their interactions consist of mutual probing, coercion, and negotiations. 367 372 436

Story Role / Major Arcs

Artificial Herrscher Research

Otto observes K423’s accidental Herrscher Transformation and becomes obsessed with unlocking the mechanism behind it. His goal is to mass-produce artificial Herrschers capable of obeying Schicksal and preserving its global dominance. 10

He subsequently researches K422’s unusual bloodline, Honkai resistance, Honkai Beast DNA, and Herrscher potential. He provides her with advanced armor, training facilities, authority, and the prospect of inheriting Black Abyss White Flower, while concealing the extent of his plans. 13 54 55 72 95

Second Eruption and Conflict with Anti-Entropy

During the Second Eruption, Otto operated under the identity of Clown α. His plan was to eliminate Welt and allow Sirin to escape; Siegfried’s intervention prevented the plan from fully succeeding, though Sirin still escaped and the disaster escalated. 40 373

Schicksal emerged from the catastrophe with increased prestige, while Cecilia was publicly commemorated as its hero. Otto’s interference and later actions made him the central enemy of many Anti-Entropy members and the Kaslana family. 40 204 438

Transfer of Schicksal Authority

Otto publicly withdrew from Schicksal and divided its highest authority between K422 and Theresa, leaving them a holographic message that framed the handover as both responsibility and trap. 104 105

While a clone vacationed on a southern island, Otto’s true body continued resurrection research from a secret laboratory and remotely monitored Schicksal’s new leadership. 115

Release of Kevin

Otto unexpectedly intervened in World Serpent’s operation at Sea Abyss City, using a Herrscher Core and damaging a Divine Key to help free Kevin from the Sea of Quantum. He considered Kevin a necessary safeguard should Freya lose control in the future. 267 276

Kiana’s Retaliation

During a ceasefire negotiation secretly arranged to target him, Otto was attacked by Kiana. She repeatedly struck and burned his Soul Steel body with an imitation Greatsword of Heavenly Fire, but his capacity to transfer consciousness prevented this from ending him permanently. 283 284 285 383

Pursuit of the Imaginary Tree

After deciding that conventional resurrection could not restore Kallen as herself, Otto sought the Imaginary Tree and the Sea of Quanta instead. He agreed to provide Freya information in exchange for passage to the Sea of Quanta, where he hoped to find Kallen. 436 443

Notable Quotes

Trivia

  • Otto considers himself more suited to being a scientist than Schicksal’s Grand Bishop, despite having ruled the organization for centuries. 60 115
  • His physical ability without Void Archive is described as inferior to that of an old B-rank Valkyrie. 208
  • He deliberately hired lawyers to harass Anti-Entropy over its use of a line connected to Welt Joyce in one of its robot anime productions. 203
