Background
Han Meng is the chief law enforcer responsible for Aurora Domain's Third District. By age twenty-four, he had reached Four-Pattern rank and reportedly defeated all Enforcers of his generation in Aurora City, earning a reputation as a prodigy despite remaining stationed in the Third District 17.
He follows the Judgment path under the War God Path. He teaches prospective Enforcers that God Paths require recognition, warns them that Fusionists and forbidden factions are hunted by every Human Domain, and presents the Martial Way Ancient Treasury as the conventional route for an Enforcer to become an enforcement officer 18.
Han Meng's commitment to duty is severe and uncompromising. After confronting Chen Ling, he states that he has always acted according to his duty and challenges Chen Ling to “become that justice” if the world lacks it 45. His later purge of Ma Zhong's faction demonstrates that he is willing to use lethal force against corruption within his own organization 50.

Personality
Han Meng is observant, disciplined, and difficult to deceive. When Chen Tan and Li Xiuchun claim to be visiting their son's grave, he immediately identifies contradictions in their travel route, timing, and choice of burial site, then orders covert surveillance rather than accepting their explanation 3.
He values firsthand evidence over testimony. During Chen Ling's interrogation, Han Meng presses him with rapid questions about his claimed opera practice, then tells Jiang Qin that a law enforcer must see facts personally rather than rely on unsupported claims 19.
His professional restraint coexists with pride and ruthlessness. He allows subordinates to believe that he injured the Red-Paper Monster rather than admit his defeat, partly to preserve his authority 16. Later, he executes Ma Zhong, two other law enforcers, and more than fifty affiliated Enforcers after their rebellion, acting before Aurora City formally authorizes the purge 50.

Story Role
Mass Grave Investigation
Han Meng leads the response to the suspected Ash Realm incident at the mass grave. He detects Chen Tan and Li Xiuchun's deception, explains the Calamity Pointer's purpose to Jiang Qin, and is injured when the device violently explodes after registering an abnormal threat 3.
Battle with the Red-Paper Monster
After locating the Red-Paper Monster, Han Meng identifies himself as the Third District's chief law enforcer and attacks with Deconstruction. He severely damages the monster but is overwhelmed when it regenerates, expands toward Level Six strength, and buries him beneath a paper assault 10 11.
Chen Ling secretly knocks Han Meng unconscious while reclaiming control of his body from the Audience. Han Meng survives, wakes in the hospital, and begins theorizing that the Calamity may have fused with a human host 11 12 16.
Investigation of the Chen Family
Han Meng oversees the Reserve Seat examination and explains the War God Path to the candidates. He singles out Chen Ling, accuses him of being a Fusionist, tests his opera alibi, and sends him to District Two so he can investigate Chen Yan separately 17 18 19.
Although Chen Ling's answers leave him without proof, Han Meng remains suspicious of the family's connection to the Calamity attack and continues gathering evidence 19 20.
Conflict with the Dusk Society
Ma Zhong's faction publicly announces that Han Meng has died fighting Calamities, but Han Meng survives the attempted assassination 31 38. While moving toward Ma Zhong's residence, he is trapped by a masked Dusk Society youth using the Eight of Clubs formation; he eventually breaks free through Deconstruction 38 41.
He refuses the Dusk Society's recruitment offer and denounces it as an enemy of the Human Domain. At the Ice Spring Street residence, he discovers all twenty-two celebration attendees dead and recognizes that the Society has entered Aurora Domain 41 42.
Return to the Third District
Han Meng later confronts Chen Ling at Frost Street, presenting evidence of Chen Yan's death and questioning whether Ash Realm contamination has affected Chen Ling's mind. Chen Ling's accusation that the Enforcers failed ordinary people leaves Han Meng unable to respond 44.
Before leaving, Han Meng confirms Chen Ling's first-place result in the Martial Trial, grants him access to the Martial Way Ancient Treasury, and urges him to become the justice he seeks 45.
Following Ma Zhong's rebellion, Han Meng kills the conspirators and more than fifty associated Enforcers, then promotes Xi Renjie and begins rebuilding the Third District's depleted enforcement force 50.
