Background
Kumogakure repeatedly pursued ocular bloodlines through abduction and coercion. Its agents targeted Uchiha and Hyuga members in Konoha, while its leadership relied on threats of war to demand that Konoha surrender the intended victims as “culprits.” 40 114 122
Kumogakure had previously abducted Kushina, Konoha’s Nine-Tails jinchūriki, before Minato rescued her. Ren later cited the incident alongside Kumogakure’s attempts to seize the Sharingan and Byakugan. 114
Before the open conflict, a Kumogakure envoy privately approached Danzō with a scroll bearing the Fourth Raikage’s seal. The envoy conveyed the Raikage’s concern about changes within the Uchiha Clan, particularly Ren’s leadership and his public claim that the Uchiha descended from the Sage of Six Paths. Kumogakure had obtained news of the claim through its intelligence network. 38
During the incident involving Sakura and Sasuke, a Kumogakure elite attempted to seize Sakura’s Sharingan after activating Lightning Release Chakra Mode. Itachi Uchiha killed the operative, while the village’s envoy claimed the dead infiltrators had merely been attacked while walking through Konoha. 40
The delegation led by envoy Lei Zang expected Konoha’s leadership to sacrifice Itachi and submit to further demands. Instead, Ren destroyed the delegation, sent one survivor back with a warning, and formally declared war on Kumogakure. 43 44
Obito later admitted that he and Black Zetsu had provoked Kumogakure into testing Ren because they feared the Uchiha Shrine’s growing strength. The resulting war therefore also served their covert attempt to assess the Uchiha. 266
Military Capabilities
Lightning Release Forces
Kumogakure is renowned for aggressive Lightning Release combat and close-quarters fighting. Its forces regarded their Lightning Release as a defining military advantage, but the Uchiha Shrine’s storm techniques and Temple Formation overwhelmed their attempts to control the battlefield’s thunderclouds. 45 52
- Lightning Release Chakra Mode / Lightning Armor — Used by elite shinobi and perfected by the Fourth Raikage; greatly enhances speed, strength, and defense. 40 47 267
- Lightning Release barriers and walls — Employed to defend camps, checkpoints, and surviving units under Uchiha bombardment. 59 82
- Storm Release — Darui and Kumogakure forces used controlled Storm Release beams during the war, though their volume and precision could not match the Uchiha’s large-scale attacks. 59
- Chakra Cannons — Long-range weapons capable of disrupting the Uchiha’s lightning clouds and preventing sustained Lightning Cloud: Ten Thousand Lightning attacks. 106 107
The basic Lightning Armor technique was classified as B-rank, but A’s exceptional physique and decades of training elevated his version into a Super-S-rank mode. His conditioning with natural lightning also gave him extraordinary resistance to lightning-nature chakra, allowing him to split apart a formation-enhanced Kirin without injury. He could adjust the armor toward extreme speed or contract it into a denser defensive layer. 53 54 58
Strategic Assets
- Fourth Raikage A — Kumogakure’s leader and strongest frontline combatant, known for Lightning Armor and extreme speed. 47 49
- Killer B and Gyūki — The Eight-Tails’ jinchūriki and tailed beast; their partnership provided Kumogakure with a highly durable strategic weapon. 45 76
- Yugito Nii — The Two-Tails’ jinchūriki, later suppressed alongside Killer B by Uchiha ocular power. 111
- Chakra Cannon positions — Defensive artillery emplacements that prolonged the war by interrupting Uchiha long-range techniques. 106
During preparations for the village’s defense, the Large Chakra Cannon could not be repaired in time. The Artisan Corps and Sealing Unit instead constructed three temporary Small Chakra Cannons. These had less power and unstable charging times, but Darui judged them sufficient to target the comparatively stationary Lightning Clouds rather than attempt to hit Ren directly. 86
Tailed Beast Lightning Armor
After their initial defeat, A and Killer B developed a combined approach that layered Lightning Armor with the Eight-Tails’ chakra. A received a Tailed Beast Cloak through Killer B, while Killer B also used the strongest Lightning Armor over his own cloak. The combination increased their speed, explosive power, defense, and recovery. 103 104 105
The Eight-Tails’ chakra compensated for a major weakness of A’s strongest Lightning Armor: prolonged maximum output damaged his muscles, bones, and chakra pathways. Its regenerative support allowed him to sustain a level of combat that would otherwise rapidly injure him. The overlapping defenses could also repair damage between Ren’s attacks, making the pair considerably harder to defeat. 104 105 107
Defensive Doctrine
Kumogakure initially relied on fortified passes, barriers, mountain checkpoints, and fixed defensive positions. The Temple Formation broke this approach by exposing hidden defenses through the Byakugan and destroying strongholds with Myriad Lightning and Kirin. 77 82
The village then shifted to attrition warfare:
- Small squads launched recurring ambushes from caves, cliffs, tunnels, and abandoned fortifications. 82 83
- Harassment units used explosive tags, Lightning Release, and suicide attacks to delay the Uchiha advance. 81 83
- Dodai identified a weakness in the Temple Formation: concentrating chakra into one attacker temporarily weakened the remaining members. Kumogakure exploited this opening through sacrificial assaults. 106
Killer B and Gyūki also analyzed Ren’s abilities and concluded that direct close combat and eye contact were especially dangerous. Their proposed counterstrategy used wide-area attacks, numbers, and terrain to force repeated intangibility and exhaust his ocular power. This was an attritional response to an opponent whose speed, defensive ocular techniques, and ability to suppress tailed beasts defeated their usual advantages. 79
Power Progression
| Stage | Military Position | Development |
|---|---|---|
| Before the Uchiha war | One of the Five Great Shinobi Villages | Kumogakure fielded the Fourth Raikage, two jinchūriki, and a large army. Its leadership considered that strength sufficient to threaten Konoha while pursuing the Sharingan and Byakugan. 40 44 49 |
| Border campaign | Main force defeated | Uchiha storm bombardment devastated an approximately three-thousand-man border camp. The loss of fortified passes forced Kumogakure to adopt harassment and attrition tactics. 50 51 77 82 |
| Defense of Kumogakure | Artillery-supported resistance | Chakra Cannons dispersed the Uchiha’s lightning clouds, while Cloud forces exploited openings in the Temple Formation. Fugaku’s reinforcements reversed their gains. 92 93 106 107 |
| Surrender | Military defeat and treaty restrictions | The Raikage and both jinchūriki were defeated, the cannon positions were destroyed, and Kumogakure surrendered. It retained the Eight-Tails and Two-Tails on the condition that they never again be used against the Uchiha. 111 |
| Postwar assessment | Increasingly outmatched by the Uchiha | Reports of seventeen Kage-level fighters in four deployed Shrine squads led the Raikage to estimate that the full Shrine might have at least thirty. Kumogakure began investigating how the Uchiha had grown so strong. 326 327 |
| Seireitei Conference | Facing a broader Uchiha power | After Ren defeated Nagato and acquired the Rinnegan, Kumogakure received an invitation to a conference whose notice treated absence without good cause as enmity toward the Uchiha. 375 376 |
| Conference attendance and demonstrations | Confronted with Uchiha international enforcement capabilities | A and Darui attended the conference, where Ren presented Uchiha War as the military guarantor of the proposed World Peace Treaty. Darui acknowledged the difficulty of immediately mobilizing one hundred thousand shinobi, while the display of two Complete Body Susanoo underscored the inadequacy of ordinary warfare against the Uchiha’s highest-level power. 382 386 387 389 |
Leadership and Notable Personnel
| Individual | Position / Role | Notes |
|---|---|---|
| A | Fourth Raikage | Ordered the mobilization against Ren; was severely injured in battle and ultimately signed the surrender treaty. Later attended the Seireitei Conference with Darui. 48 78 111 382 |
| Darui | Senior Kumogakure shinobi | Directed defenses and evacuations, restrained the injured Raikage from returning to battle, and represented Kumogakure during negotiations. Later guided the investigation into Uchiha businesses and accompanied A to the Seireitei Conference. 78 86 111 327 382 |
| Dodai | Veteran strategist | Identified the Temple Formation’s momentary vulnerability and organized Kumogakure’s attritional counterstrategy. 106 |
| Killer B | Eight-Tails jinchūriki | Escaped capture through a tentacle clone after being defeated; later advised avoiding direct combat with Ren. 76 77 79 |
| Yugito Nii | Two-Tails jinchūriki | Had her tailed-beast chakra suppressed by Uchiha ocular power after Kumogakure’s defeat. 111 |
| Mabui | Former Kumogakure administrator and teleportation/logistics specialist | Assigned under the treaty as an Uchiha trade and transportation liaison; later took the Uchiha name and declared her loyalty solely to Ren. 111 147 152 |
| Samui | Kumogakure operative | Assigned under the treaty to serve as Ren’s assistant while retaining elite-jōnin-level treatment. 111 147 |
Uchiha–Kumogakure War
Outbreak
Kumogakure’s attempted theft of the Sharingan and Byakugan escalated into open conflict after its delegation was destroyed in Konoha. The Uchiha and Hyuga formed an alliance when the Hyuga refused to surrender Hizashi as a scapegoat for killing kidnappers who had targeted Hinata. 40 44 47
Border Collapse
The Uchiha Shrine and Hyuga reconnaissance force struck Kumogakure’s approximately three-thousand-man border camp with a massive artificial thunderstorm. Temple squads combined chakra to create Lightning Cloud Summoning and later prepared Kirin against the charging Raikage. 50 52
Hundreds of surviving Lightning Release specialists attempted to seize control of the storm under Mabui’s orders. Their chakra was swallowed without disturbing the clouds, demonstrating that Kumogakure could not match the Shrine’s coordinated control of natural lightning. Ren subsequently replicated Darui’s Storm Release and used a precisely controlled barrage to break the remnants’ defenses. 51 52 59
Killer B’s intervention prevented A’s immediate defeat, but Ren’s Mangekyō Sharingan nearly seized Gyūki’s consciousness. Killer B escaped that attempt by dispelling his complete transformation and warned the Raikage that even a perfect jinchūriki could not safely meet Ren’s gaze. 62 66
Black Cloud Pass fell in less than half a day, followed by the rapid collapse of further checkpoints and outposts. Hyuga scouts exposed ambushes and traps, while Temple squads used coordinated Lightning Release, Fire Release, Sharingan genjutsu, and formation tactics to clear the route toward Kumogakure. 77 78 82
With the border collapsing, A dispatched an envoy to ask Hiruzen Sarutobi to restrain the Uchiha. He offered discussions over the Hyuga incident and reparations, but privately explained that his purpose was to buy time to recover, locate Killer B, and regroup for a decisive battle. ANBU, sensory personnel, and medical units were ordered to search caves, hidden passages, and old outposts for Killer B. 78
War of Attrition
As the Uchiha approached within half a day’s journey, Darui ordered civilians evacuated to mountain refuge caves and had supplies moved or sealed. He prepared three temporary Small Chakra Cannons to disperse the Lightning Clouds supporting the Uchiha’s strongest bombardment techniques. 86
The attack continued despite Yaonai’s disappearance in Konoha. Ren refused to abandon the campaign, arguing that breaking Kumogakure would give the Uchiha sufficient leverage to demand her return. During the subsequent battle, molten projectiles struck Kumogakure, collapsing buildings and spreading lava and fire through its streets. By that stage, A judged that the civilians and lower-ranking shinobi had evacuated and kept his attention on defeating Ren. 91 92 97
Kumogakure’s Chakra Cannons and numerical superiority halted the Uchiha’s initial momentum. The Shrine suffered its first casualties when Cloud forces exploited the formation’s weak support members, while Nanami, Tekka, Hizashi, and Itachi became wounded or exhausted. 106
The defenders drew on border survivors, village reserves, troops recalled from outposts, and veteran jōnin. Tens of thousands of shinobi repeatedly filled gaps in their lines while A and Killer B used overlapping Lightning Armor and Tailed Beast Cloaks to occupy Ren. 105 106 107
Fugaku’s reinforcements broke the blockade around the Chakra Cannons and stabilized the Temple Formation. With the Uchiha rear secured, Ren concentrated on Killer B and shattered both the Tailed Beast Cloak and Lightning Armor with a stacked strike; he subsequently knocked the Raikage unconscious with a twentyfold combination. 107 108
Defeat and Surrender
Kumogakure’s final defenses collapsed after the defeat of the Fourth Raikage, Killer B, Yugito Nii, and the Chakra Cannon positions. Its tailed beasts were suppressed by Uchiha ocular power, leaving its leadership unable to continue resisting. 111
Ren imposed a treaty that forced Kumogakure and the Land of Lightning into unconditional surrender. The agreement included:
- 678 billion ryo in total reparations, comprising cash, materials, and supplies, including mineral resources, chakra metal, and weapons materials. 129 130
- Uchiha trade privileges and tax-free commerce in the Land of Lightning. 112 129
- A prohibition on Kumogakure missions targeting Uchiha members. 112 130
- Recognition of the Uchiha clan head at status equal to a daimyo. 111 112
- Transfer of complete materials for the Lightning Release Armor and Heavenly Transfer Technique. 111
- Assignment of Mabui and Samui as long-term Uchiha liaisons. 111 147
- Retention of the Eight-Tails and Two-Tails by Kumogakure, under the condition that they would never again be used against the Uchiha. 111
Kumogakure shinobi were additionally required to avoid Uchiha clansmen encountered during missions. Uchiha caravans could not be obstructed at checkpoints or subjected to additional town taxes, and Kumogakure could not interfere with their commerce under the pretext of missions. 112
The treaty prohibited Kumogakure and the Land of Lightning from recalling Mabui and Samui or secretly assigning them missions harmful to the Uchiha. Their safety, normal freedom of movement, and treatment at least equal to Kumogakure elite jōnin were guaranteed. Although the Cloud Elders Council opposed transferring personnel with extensive knowledge of internal affairs, logistics, missions, and border defenses, the village lacked the strength to refuse. 111 147
Ren explicitly declined to occupy the Land of Lightning or take over Kumogakure’s government. The village therefore survived under its existing leadership, but its defeat transferred resources, mining contracts, trade advantages, and core secret-technique records into Uchiha hands. 110 147 181
Later Developments
After the war, Kumogakure remained highly wary of the Uchiha’s growth. The Fourth Raikage ordered the protection of village graves and a review of corpses and intelligence after learning that the Akatsuki had used Impure World Reincarnation against the Uchiha. 316
Ren initially issued Kumogakure a ten-day ultimatum to surrender Zetsu, Tobi, Kakuzu, and Sasori, stating that the remaining Akatsuki forces were hiding in the Land of Lightning. He threatened to enter the country and capture them if Kumogakure failed to comply. 307
Kumogakure received Uchiha bounty notices for Zetsu, Tobi, Kakuzu, and Sasori, with instructions to notify the Uchiha if any were found in the Land of Lightning. In the later report delivered to the Raikage, the ten-day demand to surrender those four Akatsuki members was identified as directed at Amegakure. 316
Kumogakure also launched a major intelligence operation into Uchiha activities after reports indicated that the Uchiha Shrine possessed at least seventeen openly deployed Kage-level fighters and potentially dozens more. Darui redirected the investigation toward Uchiha-controlled public industries because the Inner Court could not be infiltrated. 326 327
The investigation revealed Uchiha interests in railways, trade, cement, steel, construction, spiritual-item collection, and electric lighting. Darui estimated that roughly one person in twelve in the Lands of Fire and Lightning worked for Uchiha businesses or had family dependent on them. He later estimated annual Uchiha industrial revenue at 1.7 trillion ryo, exceeding the combined yearly taxes of those two countries. Kumogakure suspected that Heavenly Earth Trading’s medicinal-herb purchases concealed a medicine responsible for the Shrine’s rapid advancement, although no such secret medicine existed. 327 328
After Ren defeated Nagato and acquired the Rinnegan, Kumogakure received an invitation to the Seireitei Conference. The notice invited shinobi villages, heads of state, and other major powers, and warned that absence without good cause would be treated as enmity toward the Uchiha. Darui and the Raikage considered the meeting a possible attempt to establish new rules for the Shinobi World. A recognized that the Uchiha now combined the Rinnegan, a powerful shinobi force, and extensive commercial control rather than merely presenting a military threat. 375 376
A and Darui ultimately attended the conference, sitting together in the section for village leaders. All Five Great Shinobi Villages were represented, and the Land of Lightning’s daimyo attended separately alongside the other national rulers. 382
At the conference, Ren demonstrated eight regular Uchiha War members combining their strength through the Battle Wall Formation to produce a devastating lightning storm. He identified Uchiha War as the first line of defense for the World Peace Treaty and announced that states refusing to sign would lose Uchiha business ties and receive priority surveillance. Starting a war in violation of the treaty would be treated as declaring war on the entire Uchiha Family. 386
The conference further exposed the disparity between Kumogakure’s conventional military resources and the scale of force under discussion. When a force of one hundred thousand ninja was considered, Darui acknowledged that even the Land of Lightning would struggle to mobilize such numbers on short notice. A did not dispute the assessment. 387
A later watched a screen displaying two Complete Body Susanoo in battle. Their enormous reach and destructive power demonstrated that Kumogakure’s customary reliance on Lightning Release and taijutsu could not bridge the gap through ordinary warfare; even approaching such opponents was beyond the strongest conventional close-combat fighters. 389
Relationships
- Uchiha Clan — Former target of Kumogakure’s bloodline-plundering operations; defeated Kumogakure in the Uchiha–Kumogakure War and imposed the surrender treaty. Kumogakure later investigated the clan’s military growth and economic reach, received an invitation to its Seireitei Conference, and attended through A and Darui. 40 111 327 375 382
- Hyuga Clan — Kumogakure agents attempted to abduct Hinata; the incident drove the Hyuga into an alliance with the Uchiha against Kumogakure. 47
- Konoha — Kumogakure attempted to exploit Konoha’s political weakness through an envoy’s war ultimatum and demands for Uchiha and Hyuga scapegoats. After its border defeat, it sought Konoha’s intervention to restrain the Uchiha and buy time for military recovery. 40 78
- Land of Lightning — Kumogakure’s host nation; its daimyo’s seal formalized the postwar surrender treaty and reparations. The daimyo later attended the Seireitei Conference alongside Kumogakure’s representatives. 112 382
- Akatsuki — Obito and Black Zetsu covertly encouraged Kumogakure to test Ren. Ren later demanded that Kumogakure surrender four surviving Akatsuki members allegedly hiding in the Land of Lightning, and the village received bounty notices concerning them. 266 307 316
