History

Konoha was founded by Hashirama Senju and Madara Uchiha to end the Warring States Era, when rival clans sent even children into battle. Its village model was later adopted by other nations, creating the system of one major shinobi village per country 147.

Protecting the younger generation was central to the village’s founding purpose. During Hiruzen’s impeachment, Ren argued that Konoha had been created to protect children of clans, civilians, and shinobi alike, rather than provide a larger arena for political competition 114. Although the village system reduced warfare between individual clans, subsequent conflicts expanded into wars between countries and villages, and children continued to be sent into battle 147.

An early founding covenant, signed by Hashirama and countersigned by Tobirama Senju, gave the Uchiha and Senju equal authority to initiate impeachment proceedings against a Hokage under extreme circumstances. The document was sealed in Uchiha archives and forgotten until Ren recovered it after becoming clan head 122.

Following the Nine-Tails' Attack, the Uchiha were relocated to Konoha's outskirts, placed under surveillance, economically restricted, and burdened with unpopular Military Police duties. Ren later argued that these policies alienated the clan and helped drive it toward rebellion 123 124.

During the attack itself, ANBU and Root blocked the Uchiha from deploying, and Fugaku followed Hiruzen’s order to remain at the clan grounds. Although Ren initially blamed Fugaku for the decision and the resulting loss of an opportunity to clear the clan’s name, the second elder acknowledged that the Uchiha Elders Council had jointly approved it 7.

Konoha’s political crisis intensified after the kidnapping of Uchiha child Yaonai, the exposure of Danzō’s implanted Sharingan and Hashirama Cells, and accusations that Root had enabled kidnappings, human experimentation, and evidence suppression 114 115 117. Ren used the founding covenant to impeach Hiruzen Sarutobi; support from the major clans and jōnin ultimately forced Hiruzen to abdicate 121 122 128.

Before the impeachment, Ren issued a three-day ultimatum demanding Yaonai’s safe return. Hiruzen ordered Danzō to recover her, and Root retrieved her from Kumogakure’s hidden bases before the deadline. The incident nevertheless forced Konoha’s leaders to confront the possibility that the village could not withstand a war against the Uchiha 109.

Konoha later faced an Akatsuki incursion involving Orochimaru, Kakuzu, and Sasori. Orochimaru used Impure World Reincarnation to summon Hashirama, Tobirama, the Third Kazekage, and the Second Mizukage. Ren moved his duel with Hashirama away from the village to avoid a battle amid its civilians; he subsequently defeated the reanimated First at the Valley of the End 192 193 229.

After Ren established Seireitei and drew up the World Peace Treaty, Konoha entered a period of peace in which the Five Great Shinobi Villages were restrained from acting rashly. The village abolished early graduation from the Ninja Academy, requiring students to complete the full six-year curriculum 404 405. Team 7’s later performance in the Chūnin Exams, including Naruto’s victory over Gaara and his duel with Sasuke, drew international attention to Konoha’s new generation 439.

Government

Hokage transition

Hiruzen Sarutobi’s removal ended the long-standing political dominance of the Hokage Building’s old faction. Although the public was initially told that he retired because of age and poor health, he was placed under guarded confinement while the circumstances of his resignation remained concealed to preserve stability 130.

During the impeachment proceedings, Hiruzen admitted that he had supported Danzō, Koharu, and Homura to consolidate Hokage authority over the major clans. Root served as an instrument for operations ANBU could not undertake, while the Shimura, Utatane, and Mitokado clans helped counterbalance other shinobi families. Hiruzen maintained that these measures had originated in the difficulty of governing a village whose clans were unwilling to surrender their core power, but acknowledged that his concessions had allowed Danzō’s influence to grow 125.

Ren was considered the strongest and safest successor because his strength and prestige could deter factional resistance and foreign intervention. After he refused, Shikaku proposed Tsunade as a candidate acceptable to the former Hokage’s supporters, the shinobi clans, and ordinary ninja. Her descent from Hashirama, connection to Hiruzen, reputation as one of the Three Legendary Ninja, and establishment of Konoha’s medical system provided overlapping sources of legitimacy 131 132 134.

Tsunade later succeeded him as the Fifth Hokage. Her administration publicly committed to investigating Root, resolving past abuses, and reforming Konoha’s medical, security, mission, and defense systems 151.

Later chapters again depict Hiruzen participating directly in village administration. He ordered preparations for the Seireitei Conference and subsequently handled Team 7’s appointment from the Hokage Office in consultation with Tsunade and Shikaku. These scenes do not specify the formal circumstances under which he resumed these responsibilities 377 403 404.

Founding-clan authority

The Uchiha’s impeachment of Hiruzen established that Konoha is not the private property of the Hokage or the elder council. Ren invoked the village’s founding structure to argue that the surviving Uchiha clan retained a constitutional role in holding the Hokage accountable 121 122.

Authority or faction Position after Hiruzen’s removal
Tsunade Installed as Fifth Hokage and tasked with stabilizing Konoha 151
Shimura Danzō Stripped of authority, chakra-sealed, imprisoned, and investigated 130
Root Abolished; its seals, personnel, and records placed under investigation 128 130
ANBU Removed from Danzō’s influence and intended to answer only to the official Hokage 128
Utatane Koharu and Mitokado Homura Restricted from official authority after the political transition 130 136
Major clans Gained greater influence over investigations and Konoha’s political direction 128 129

When reanimated by Orochimaru, Hashirama reaffirmed that Konoha belonged neither exclusively to the Senju nor to the Hokage’s family. He described the Uchiha as partners and pillars of the village and stated that an Uchiha Hokage would be acceptable if that person protected Konoha and prioritized its interests. Tobirama remained more suspicious of the risks posed by the clan’s growing strength 188.

Security and Military

Military Police Force

Under Ren, the Uchiha retained control of the Konoha Military Police Force. He restructured it to remove Uchiha officers from routine civilian disputes and concentrate elite shinobi on serious criminal and ninja-related cases 29 30.

  • Civilian Police Office — intended to handle ordinary civilian disputes with civilian personnel. 30
  • Civilian Courts — intended to resolve civilian conflicts through civilian judges. 30
  • Criminal Police Office — staffed by elite Uchiha ninja to pursue serious crimes and shinobi criminals. 30
  • Konoha Security Bureau — an enforcement body established by Ren, nominally independent of the Hokage Building and answerable only to him. It was granted broad powers of search, arrest, and lethal response against resistance. 30

Ren explicitly identified Danzō and the old Konoha leadership as principal targets of the Security Bureau’s investigations 30.

Uchiha Shrine

The Uchiha Shrine is not under direct Hokage command. It functions as the Uchiha’s independent military, training, research, and cultivation institution, while still cooperating with Konoha in missions, policing, education, and medical care 231.

Its Temple Formation allows four fighters to synchronize chakra, perception, breathing, and spiritual energy, producing combat power beyond the sum of its members. Early demonstrations showed four jōnin temporarily reaching Kage-level pressure together 32.

The Shrine developed into thirteen squads whose members underwent training intended to strengthen body, mind, and chakra. Its heavily guarded Inner Court resisted infiltration attempts by White Zetsu and Obito 265 270.

By the conflict with Akatsuki, the Shrine had grown to nearly two hundred official members, with more than thirty confirmed Kage-level fighters and reports of an additional forty to fifty Uchiha capable of manifesting Susanoo 315 316. Four squads, comprising seventeen Kage-level fighters, deployed toward the Land of Rain with Ren while other Uchiha forces remained at the Inner Court 329.

A later clash between Ren and Madara inside the sealed Uchiha District caused tremors across Konoha and produced a growing lightning storm above it. Village shinobi could not readily enter or determine what was happening within the barrier, where Tsunade had been visiting Ren. Kakashi warned that the wider village could be endangered if the barrier failed 311.

After the confrontation, Tsunade informed Konoha’s leaders that Ren had defeated Madara and sealed his body and soul in a stone statue. Officials feared that the Uchiha might blame Konoha, attack the village, or withdraw their investments and missions, but Tsunade assured them that the clan held Akatsuki responsible instead 314.

The Uchiha’s later military development took place increasingly outside Konoha’s command structure. By Team 7’s graduation, Itachi commanded the Battle Hall’s Zero Squad, responsible for Seireitei’s final line of defense and the Uchiha’s most important duties 405. Fugaku had reached the Super-Kage realm, and the clan’s Mangekyō Sharingan wielders numbered in the double digits 408.

Defensive weaknesses and reform

Ren’s examination of repeated kidnappings exposed failures extending beyond individual incidents. The abductions of Kushina, the attempt against Hinata, and Yaonai’s disappearance raised questions about the village’s intelligence service, sensory network, barriers, patrol routes, entry records, ANBU, and coordination with the Military Police. These failures contributed to the jōnin’s loss of confidence in the former leadership 114.

Tsunade’s reform program included reorganizing village security and defenses alongside medical care and mission administration 151. During the large-scale commercial development, Konoha also coordinated roads, guards, labor, and merchant registration to manage the influx of outside workers and caravans 166.

Ninja Academy and Team 7

In the peace era, Konoha abolished early graduation and required every Ninja Academy student to complete six years of study before becoming a genin. Sasuke remained enrolled for the full course despite receiving advanced training as an elite disciple of the Uchiha’s Hidden Dragon Hall 403 405.

The graduating Team 7 consisted of Naruto, Sasuke Uchiha, and Sakura Haruno. Their combination was considered unusually sensitive because Naruto was the Nine-Tails jinchūriki, Sasuke belonged to the Hidden Dragon Hall, and Sakura was close to Ren’s younger sister Luna 403.

Appointment Responsibilities
Kakashi Hatake Day-to-day team leader, responsible for ordinary missions, training, and supervision; selected by Hiruzen with Tsunade and Shikaku’s support 404 405
Uchiha Ren Advanced instructor, initially intending to provide periodic guidance through clones rather than lead the squad full-time 404 408

Kakashi was chosen for his strength, experience, connection to Naruto’s father, and possession of the Sharingan. Tsunade rejected his reputation for laziness as superficial, explaining that he had continued training and surpassed ordinary Kage-level combat strength 404.

The team’s initial assessment at Training Ground Three exposed weaknesses despite its members’ unusual ability. Kakashi criticized Sasuke’s emotionally driven attacks and Naruto’s lack of consistent teamwork, emphasizing that superior individual strength did not eliminate the need for judgment and cooperation 410 411 413. Their early assignments included finding pets and other routine work intended to establish reliability and a mission record 414.

After their Land of Waves mission and encounters with Gaara during the Chūnin Exams, all three intensified their training during the three months before the final round 436. Naruto subsequently defeated Gaara, while Sasuke competed with a Three-Tomoe Sharingan and won successive matches. Their eventual duel attracted widespread attention and prompted spectators to question how Konoha had trained such powerful genin 439.

World Police Force

Peace did not eliminate security threats. Some hawkish shinobi who could not adapt to the new order left their villages and became rogue ninja. Smaller countries resisted unrestricted entry by the armies of the Five Great Shinobi Villages, fearing that anti-rogue operations could become a pretext for permanent occupation 405.

Under Uchiha leadership, elite ninja from the Five Great Countries were brought together in a World Police Force tasked with crossing borders to eliminate rogue ninja and terrorist organizations. This multinational organization was separate from Konoha’s earlier village-level policing reforms 405.

Uchiha Relations

Konoha’s relationship with the Uchiha shifted from surveillance and political exclusion to uneasy cooperation. Tsunade rejected the former leadership’s belief that Uchiha strength was inherently a threat, arguing that a Hokage should guide and integrate powerful clans rather than isolate them 146 208.

Ren has repeatedly refused the Hokage position and declined to support an Uchiha candidate for it. His stated priority is Uchiha autonomy, military strength, trade, and long-term security rather than formal control of Konoha’s administration 122 143.

The cooperation agreement established after Tsunade’s return preserved Uchiha institutional independence while binding the clan and village through shared interests:

  • Uchiha members may live in Konoha, accept missions, attend the Ninja Academy, and use Konoha’s hospitals. 231
  • The Military Police continues cooperating with the Hokage’s administration. 231
  • The Uchiha Shrine is not subject to direct Hokage command or ordinary Konoha departmental control. 231
  • Konoha recognizes the Uchiha’s Land of Lightning reparations, trade routes, and wartime gains as Uchiha property. 133 145

Ren has described Konoha as the prospective “sacred land” of a wider order in which the Uchiha Shrine would restrain warfare without directly administering other countries or villages. Tsunade accepted continued cooperation on the condition that the Uchiha not harm Konoha 231 232. She also ordered ANBU to stop monitoring Ren’s routine outings, judging such surveillance both ineffective and harmful to peaceful coexistence 250.

By the time of Team 7’s formation, Shikaku described the Uchiha as having left Konoha and become a force capable of shaping the entire shinobi world. Nevertheless, Uchiha families remained associated with the village, and Sasuke completed his Academy education there. His statement that Konoha’s team assignments had nothing to do with the Uchiha reflected the continued separation of the two organizations’ authority 403 404 405.

Rumors circulated that relations had deteriorated and that outward peace depended on Tsunade having borne Ren children. Shikaku presented these as outside perceptions rather than proof of a rupture, while noting that Konoha faced considerable diplomatic pressure because of its history with the clan. He considered Ren’s willingness to instruct Team 7 an opportunity both to strengthen its members and to draw Konoha and the Uchiha closer again 404.

Tsunade questioned Ren directly about his interest in Naruto, observing that he no longer needed either the Nine-Tails’ power or Konoha’s jinchūriki. Ren confirmed that the Nine-Tails was not what interested him 408. Privately, she also worried that a future conflict between Naruto and Sasuke, as the new reincarnations of Asura and Indra, could threaten Konoha or the Land of Fire once both matured 409.

Economy and Development

Super Amazing City

Super Amazing City is a joint Konoha–Uchiha commercial project planned for the wasteland between the Uchiha District and Konoha’s main urban area. The land had previously served as a buffer isolating the Uchiha from the rest of the village; the new city is intended to turn it into a commercial link between both communities 143 146.

Planned facilities include:

  • Shops, restaurants, inns, and leisure areas
  • Warehouses, auction houses, and cargo-distribution facilities
  • Ninja-tool and medicinal-herb markets
  • Trade routes connecting Land of Fire goods with Land of Lightning minerals, Chakra Metal, and military materials 151

The project is expected to create more than a thousand civilian jobs during construction and expand employment in transportation, construction, trade, hospitality, medicine, and food afterward 151.

Ren distinguished the proposal from simply financing Konoha: the Uchiha would supply construction funds, while the village would provide approvals, road planning, security cooperation, merchant access, and policy support. He argued that a stronger economic foundation would increase tax revenue and allow Konoha to sustain more shinobi, equipment, medicine, and wartime logistics 143.

Mabui, serving as Ren’s secretary, prepared construction schedules, staffing and escort arrangements, and procedures for the project. Tsunade praised her administrative ability but recognized that Mabui served the Uchiha rather than the Hokage Office 153. The commercial center beside the Uchiha District, called Myriad City, was subsequently completed and had been operating for more than a year by the time it was described as Konoha’s busiest area 271.

The planning process brought together Konoha’s Construction Unit, Logistics Unit, Military Police Force, Mission Office, Medical Unit, and clan representatives. Mabui’s detailed allocation of duties helped departments organize work that initially appeared too large and complicated to manage 152.

Ren secured approval for a five-billion-ryo investment in the project. Recruitment expanded throughout the Land of Fire, bringing craftsmen, builders, merchants, and caravans into Konoha. Inns filled, shops were rented in advance, and construction generated low-level missions for guards, surveying, demolition, and material transport 164 166. The resulting activity contrasted with outsiders’ expectations that the Hokage transition would leave the village unstable 166.

Infrastructure and mission economy

Konoha historically relied on shinobi missions and funding tied to the Land of Fire Daimyō Court. Uchiha investment in railways, Myriad City, and related construction gave the village an alternative mission base and weakened the court’s ability to pressure Konoha through mission allocation 225 226 227.

Under a long-term agreement, the Uchiha committed 100 billion ryo to railway, Myriad City, and related missions. The proposed railway’s first phase would connect major Land of Fire cities, with a later connection extending toward the Land of Lightning 225 226. Tobirama urged Tsunade to use the agreement to end the Daimyō Court’s longstanding mission-based leverage over Konoha 227.

The railway component alone was allocated 50 billion ryo, with Konoha placed in charge of the project 225. Tobirama explained that the original dependence on commissions had arisen because the early village lacked stable industries, sufficient land, and adequate tax revenue; the new agreement offered a means of overcoming that structural weakness 227.

Tsunade established a new mission priority policy:

  • Uchiha-funded missions receive priority because of their scale, rewards, and long-term value. 227
  • Konoha will not accept missions that harm Uchiha interests, including protecting Dark Exchange House assets or assisting those involved in Sharingan bounties. 227
  • Konoha will continue to protect civilians and national security but will no longer automatically enforce private noble interests or political disputes. 226

In the later peace era, ordinary genin still built their reputations through low-level assignments before receiving more dangerous work. Kakashi explained that clients needed evidence of reliability, although Sasuke’s Uchiha surname gave Team 7 an advantage in attracting confidence and securing missions 414.

Foreign Relations

Kumogakure

Kumogakure’s attempted kidnappings of Uchiha and Hyuga bloodline users triggered the crisis that exposed Konoha’s internal divisions. While Konoha’s former leadership considered sacrificing Itachi and Hizashi Hyuga to avoid war, the Uchiha and Hyuga instead formed an alliance and declared war on Kumogakure 41 47.

At the height of the crisis, Konoha’s leaders feared simultaneous attacks by Kumogakure and Kirigakure, with possible intervention by Sunagakure and Iwagakure. The deaths of Minato and Kushina, Orochimaru’s defection, and the absence of Jiraiya and Tsunade had left the central leadership without the top-tier combatants on whom it had previously relied 40. Root agents also helped direct public anger toward the Uchiha and Hyuga, presenting their surrender as a way to avert war 41.

Forty-three elite Uchiha Shrine shinobi assembled at Konoha’s gates for the campaign, joined by Hyuga Branch Family forces under Hizashi. Ren led the allied clans out of the village 48.

The Uchiha defeated Kumogakure independently of Konoha’s main military force. Ren rejected Hiruzen’s attempt to present the victory as Konoha’s achievement, stating that the campaign had been an Uchiha victory from beginning to end 113.

The resulting surrender treaty granted the Uchiha:

  • 678 billion ryo in reparations
  • Mineral resources, Chakra Metal, military supplies, and ninja-tool materials
  • Tax-free trade privileges in the Land of Lightning
  • Restrictions on Kumogakure missions targeting the Uchiha
  • Documentation on the Lightning Release Armor and Heavenly Transfer Technique 112 129

Kumogakure later investigated the Uchiha’s expanding military and commercial power. Unable to penetrate the Inner Court, its investigators examined publicly visible businesses, including railways, trade, construction, steel, cement, and electric lighting. Their findings underscored the Uchiha’s economic reach across both the Lands of Fire and Lightning 327.

Land of Fire Daimyō Court

The destruction of Dark Exchange Houses and the Uchiha’s new economic power caused a rupture between Konoha and the Land of Fire’s nobles. The court attempted to demand compensation and punish the Uchiha, but Tsunade used Uchiha-funded construction contracts to establish that Konoha no longer depended on Daimyō Court missions 224 225 226.

The court’s influence weakened once it became clear that it still required Konoha for caravan security, enforcement, suppression of genuine threats, and protection from rogue ninja 226 227.

Some nobles proposed commissioning Konoha to destroy the Uchiha and seize their wealth. Tsunade rejected the idea, insisting that Konoha would not turn against its own people. She later publicized Ren’s defeat of Hashirama; the Daimyō sent investigators to the devastated Valley of the End to verify its scale 227 228 232.

The value of association with the Uchiha later became a source of competition between the Lands of Fire and Lightning. According to Shikaku, their Daimyō argued at the World Conference over which country possessed closer ties to the clan 404.

Akatsuki

Akatsuki considered infiltrating Konoha to steal Sharingan after Hiruzen’s removal, but its members received warnings that the Uchiha had grown far stronger than older intelligence suggested. Orochimaru, Kakuzu, and Sasori subsequently entered the village, leading to the confrontation in which Orochimaru summoned reanimated Kage 162 168 193.

The infiltrators entered amid the commercial boom surrounding Super Amazing City. Their presence escalated into an attack on Kakashi, whose confrontation with three powerful rogue ninja prompted alarm among the arriving Konoha forces 166 169 181. Orochimaru later remained captive in Konoha, and Obito warned Nagato against sending Pain there to attempt a rescue or provoke Ren 239.

As the Uchiha Shrine advanced on the Land of Rain, Akatsuki prepared to intercept its squads and have Pain face Ren. Akatsuki’s intelligence identified seventeen Kage-level fighters in the four deployed squads, while estimates of the Uchiha’s full strength were higher 320 329. During the ensuing confrontation, Ren took both of Nagato’s Rinnegan, and Obito withdrew into the Kamui Dimension. Black Zetsu also helped Madara escape the Petrification Seal in the Uchiha District, creating a renewed threat there 360.

Konoha ANBU observed the Land of Rain battles alongside representatives of other villages. They witnessed Itachi’s confrontation with Pain and Ren’s destruction of Nagato’s black rod, recording further evidence of the Uchiha’s growing military superiority 338 339 353. Later accounts state that Nagato had been killed and Madara subdued, while Obito continued seeking power independently 403.

Seireitei and the World Peace Treaty

Hiruzen ordered Konoha to monitor Seireitei and prepare a delegation for Ren’s conference 377. Ren subsequently established the World Peace Treaty, whose enforcement rested on power sufficient to keep the Five Great Shinobi Villages from acting rashly 404.

The new international order did not remove Konoha’s diplomatic vulnerabilities. Shikaku noted that other factions scrutinized its relationship with the Uchiha and anticipated embarrassment arising from the village’s history of suppressing the clan. Ren’s agreement to instruct Team 7 was therefore viewed as a significant opportunity to demonstrate renewed cooperation 404.

The peace era also required new arrangements for transnational security. The Uchiha-led World Police Force brought elite ninja from the Five Great Countries into a common organization to pursue rogue ninja and terrorist groups without relying on unrestricted deployments by individual great villages 405.
