Background / History

After Chu Men defeats Superman, Luthor broadcasts an argument against relying on superhuman protectors and presents LexCorp technology as humanity’s defense. At LexCorp headquarters, he studies the fight and identifies a sudden change in Chu Men’s power accompanied by spatial distortion. He hopes to reproduce the mechanism in human genetics or LexCorp armor 23 24.

Luthor travels to Gotham and sends Chu Men gifts, including control of three power plants and LexCorp’s battle analysis. Only the analysis attracts Chu Men’s interest. At their meeting, Luthor offers corporate and military resources in exchange for biological data. Chu Men rejects the bargain, breaks Luthor’s personal shield, and destroys the private force sent to rescue him 26 28 31 32 34.

Rather than kill Luthor, Chu Men uses a Spiritual Imprint to replace his independence with absolute obedience and worship. Luthor retains his executive skills: he immediately directs LexCorp’s cleanup of the battlefield, then funds a media campaign portraying Chu Men’s massacre as divine justice 35 36.

Defense of the Iceberg Lounge

When Steppenwolf’s forces attack the Iceberg Lounge, Luthor arrives in heavy exoskeleton armor with six armed transport aircraft and deploys LexCorp’s Biochemical Army. Enraged by the destruction of Chu Men’s residence, he orders the Parademons exterminated and clears the battlefield for his master. The regrouped Justice League witnesses his devotion and recognizes that LexCorp’s military strength now serves Chu Men 58 59.

After Steppenwolf’s defeat, Luthor deploys optical-stealth drones and accesses the Olympus satellite array to broadcast Chu Men worldwide. He also organizes the disposal of Parademon remains. During the subsequent fighting with the Justice League, he prepares to intervene personally but immediately stands down after a glance from Chu Men. He later offers to use the global satellite network to hunt the fleeing heroes, only for Chu Men to dismiss the pursuit 62 63 65 72.

The One God Temple and Carado

Luthor presents Chu Men with a completed tower and proposes naming it the “Pantheon.” Chu Men rejects the implication of multiple gods and names it the One God Temple. Luthor’s forces bring Gotham’s underworld leaders there, and Chu Men subsequently leaves him to manage the surviving criminals 74 75.

Acting as an intermediary with world governments, Luthor delivers a proposed agreement recognizing Chu Men’s rule while preserving national superhuman defense departments. Chu Men rejects the condition. LexCorp forces surround military installations, governments surrender weapons and databases, and Luthor broadcasts the massacre of vigilantes who protest the new order 75.

Luthor also administers attacks on the surviving Justice League at Chu Men’s direction. He deploys sixteen Type III Strong-Acid Bio-Androids from orbit into the Mariana Trench to attack the team in the Atlantean treasury. Later, Chu Men orders all defenses withdrawn from the deep-sea trench so the heroes can retrieve the First Trident 81 92.

Luthor directs the invasion and exploitation of Carado to acquire its Violet Alien Metal. He rejects an American proposal to cooperate in exchange for a share of the ore, orders the deposit extracted, and commands that anything obstructing the operation be cleared away. LexCorp forces use corrosive poison against underground civilian shelters as the country is transformed into a quarry 85.

Chu Men gives Carado to Luthor as a “toy.” Luthor issues extraction and extermination orders, then uses the stolen ore to construct the temple’s hexagonal defensive array. He activates it by diverting electricity from five states despite warnings that the resulting failures of hospitals and transport systems will kill civilians. When Superman intervenes against the Biochemical Legion in Carado, Luthor orders two miniature nuclear warheads launched at Central Square despite the presence of fifty thousand refugees 86 87.

The Justice League’s Infiltration

Before the heroes’ attack on the temple, Luthor questions Chu Men’s order to clear the surrounding defenses, warning that this would effectively open the gates to the Justice League. Chu Men corrects him: Luthor believes they are fighting a war, whereas Chu Men considers the confrontation a show 94.

During Shazam’s assault on the Seventh Arsenal, Luthor refuses to send reinforcements. From an orbital command ship, he orders external communications cut and the remaining guards left to die, while also shutting down a nearby radar station. During the temple infiltration, Bruce disables the Biochemical Infantry, Bio-Tyrants, and internal defenses through a system overwrite; Luthor orders his legion to prepare an airborne landing around the temple 96 99.

Global Surrender and Reconstruction

Following the destruction of organized resistance, Luthor helps administer the world’s surrender. The United States transfers its superhuman assets to LexCorp, while representatives of 193 countries sign away authority over diplomacy, military deployments, and resource allocation to Chu Men. Luthor oversees construction of a new fortified Divine Temple using LexCorp Engineering Mechs and Mother Box technology 117.

When seventeen national delegations surrender in person, Luthor collects their documents and reports that all 197 political entities have pledged allegiance. The rebuilt temple’s defensive array is restored to full coverage with armor twice as thick as before, sufficient to resist the light lances of Apokolips’s main warships 117 118.

As Apokolips approaches Earth, Luthor warns Chu Men of at least ten thousand warships making a faster-than-light jump toward the Solar System. He later reports the advance fleet’s lunar deployment before Chu Men sends Clark and Diana to destroy it 125 127.

After the battle with Darkseid and the outer god’s phantom devastates Gotham, Luthor reports that the temple and industrial base have sunk and asks whether they should be salvaged or relocated. Chu Men instead raises Gotham Peninsula and reconnects it to the North American continental shelf. Luthor dispatches Bio-Tyrants and cleanup squads to secure the wreckage, then confirms that the shelf is stable and the shock waves have subsided 149.

Luthor subsequently conveys repeated government requests to send reconstruction crews, which Chu Men rejects. He immediately undertakes to refuse the offers and demand early delivery of allotted rare earths and deuterium. He also reports Clark and Diana’s stabilized vital signs, Victor’s attempts to seize surviving Apokoliptian warships, and the discovery of a critically injured survivor and an unregistered Bat tactical exoskeleton inside aircraft wreckage 150.

Administration and Dimensional Threats

Luthor eventually reports that the transfer of regional administrative nodes is complete and that all 3,700 major cities have been connected to Victor’s Bio-Brain Array. With no significant uprisings remaining, he offers to stage public purges of rebellious underground strongholds, but Chu Men rejects this as inadequate entertainment 152.

Using Victor’s surveillance, Luthor tracks Bruce and Alfred to a safe house in New Jersey and offers to capture Bruce. Chu Men instead orders him to let Bruce investigate freely. Luthor then cites surviving Apokoliptian records to warn that Demon Lords, Great Old Ones, and beings from Aether Realms and Hell Dimensions are exploiting the damaged barrier to enter the Mortal World 152.

When John Constantine is brought to the temple, Luthor demands that he kneel and later orders him removed. Chu Men interrupts after recognizing the infernal features of Constantine’s soul. During Chu Men’s subsequent expedition into Hell, he orders Clark and Diana to mine the Desire Rift and send its surviving demons to work for Luthor 153 157.

Luthor is bald and typically appears in a tailored suit. He maintains a composed public manner before his defeat by Chu Men 23 26 31.

Personality

Before the Spiritual Imprint, Luthor is calculating and confident in technology, negotiation, and institutional power. He regards Superman’s moral restraint as a failure to use power effectively and sees Chu Men’s evolution as a discovery he can exploit 24 31. His confidence breaks when Chu Men overwhelms both his shield and his army 31 34.

After the imprint, his ambition serves Chu Men instead of himself. He calls Chu Men a god, obeys even unspoken orders, and treats the loss of his own soldiers as material for a propaganda campaign 35 36 65.

His worship can become violently protective: the damage to the Iceberg Lounge makes him feel that his faith has been defiled, prompting his furious attack on the Parademons. Nevertheless, he remains cold and authoritative toward subordinates, switching immediately from abject devotion before Chu Men to executive command 35 58 59.

Luthor shows extreme contempt for people he considers weak or expendable. In Carado, he dismisses civilian lives, refuses other governments a share of the plunder, and treats mass killing as service to his god. He is equally willing to sacrifice LexCorp personnel, ordering the Seventh Arsenal’s surviving guards to remain in place and die rather than sending reinforcements 85 86 96.

His devotion does not prevent fear of Chu Men’s moods. Once global resistance collapses, he recognizes that his master’s boredom could threaten the entire planet. He becomes visibly anxious and attempts to offer rebellions and dimensional disturbances as possible distractions 152.
