Geography and Notable Locations

• East End / East District — Gang territory that becomes the center of Chu Men’s rule. His battle with Superman devastates its waterfront, and a later attack leaves several blocks damaged. Fighting with Steppenwolf subsequently gouges a trench several kilometers long through much of the district 2 18 23 34 61.
• Iceberg Lounge — Formerly Penguin’s headquarters; it becomes Chu Men’s residence and the seat of his control over Gotham’s gangs. After its destruction, the One God Temple rises on its former site 3 6 22 73.
• One God Temple — Fortress built by LexCorp on the former Iceberg Lounge site. It houses Chu Men’s throne, a greenhouse, and defenses that include a shield over its northern side. Chu Men chose its name over Luthor’s proposed “Pantheon” 73 74 79 97. Its dark tower later dominates Gotham’s skyline, with a deep red glow at its tip. During the conflict with Darkseid, the temple is reduced to ruined foundations, where Clark and Diana lie incapacitated 116 142.
• Arkham Asylum — Site of Chu Men’s escape and the massacre that first alerts Gotham’s authorities to him 1 2. Its second basement level contains mangled bars, molten metal, charred walls, and Joker’s headless corpse when Batman investigates 4.
• South End docks — Territory surrendered to Chu Men by the Falcone Family 26.
• Metropolis connection — A bridge spanning the sea toward Metropolis is visible from Gotham’s clock tower 10.
• Gotham Cathedral — Its bell tower stands two streets from the Iceberg Lounge. Batman observes Chu Men’s confrontation with the GCPD from a gargoyle there 7.
• Wayne Manor and the Batcave — Bruce Wayne’s residence and underground operational base. The Batcave serves as a center for analyzing Chu Men, treating the injured Superman, and coordinating the early resistance 12 27 37. Alfred later recalls that Wayne Manor has burned down three times and been rebuilt 119.
• Gotham International Airport — Lex Luthor arrives here aboard a private jet before traveling into the city to meet Chu Men 26.
• Gotham River — Bruce uses its murky waters to infiltrate the city’s outskirts in a specialized Bat submersible during Apokolips’s global invasion 130.
• Abandoned Oil Refinery Tower — Landmark on Gotham’s southern side near the departure point of Bruce’s cloaked Bat Stealth Fighter. Arthur attacks the escaping aircraft on Chu Men’s orders 142.
• Old Harbor — Bruce’s damaged Bat Stealth Fighter crashes into its rubble after Arthur severs one of the aircraft’s wings with his Trident 143.

Gotham is characterized by frequent rain, gloomy skies, and rare clear days. Its coastal air carries industrial waste, salt, and a persistent moldy odor 8 10 26.

History

Gotham’s rival gangs control territory across the city when Chu Men escapes Arkham. He forces Penguin to surrender the Iceberg Lounge and his operations, then defeats a large GCPD force sent to arrest him. Batman’s attempt to stop him also fails 1 6 7 11.

Batman's investigation initially places Superman under suspicion because the massacre’s heat-vision damage resembles his abilities. Penguin deliberately leaks footage and spreads rumors to draw Gotham’s authorities and other enemies toward the Iceberg Lounge. Reports of the violence eventually reach Clark Kent, who decides to intervene despite his previous agreement with Batman to remain outside Gotham 4 8.

After defeating Superman on Gotham’s waterfront, Chu Men kills Penguin, Black Mask, and Two-Face. He declares an end to rival criminal families, demands 99 percent of gang profits, and appoints Lark to oversee the underworld. Surviving bosses sign contracts surrendering their assets. Commissioner Gordon orders police out of the East District rather than provoke the Iceberg Lounge 20 22 23.

Amanda Waller subsequently obtains approval to send Task Force X—Deadshot, Captain Boomerang, King Shark, and Harleen Quinzel—to Gotham. The team assembles in an unfinished East End building and later infiltrates the Iceberg Lounge through its ducts, unaware that Chu Men is already tracking their movements through his hearing 29 39 40.

As an army from Apokolips pursues Batman and a Mother Box, Batman deliberately leads it toward the Iceberg Lounge, gambling that Chu Men and the invaders will fight each other. Gotham’s air-raid sirens sound, and Gordon can do little beyond directing residents to shelter. The ensuing conflict further devastates the East End 55 56 61.

The fighting produces shock waves that shatter windows, curtain walls, and vehicle windshields across multiple blocks. Even at GCPD headquarters, Gordon is driven beneath his desk with bleeding ears by a sonic boom 59. A subsequent battle between Chu Men and Superman is broadcast internationally, and Batman’s allies join the fighting in Gotham 68.

After the Iceberg Lounge is destroyed, Luthor uses LexCorp machines and construction drones to build a tower on its site. Chu Men names it the One God Temple and has major Gotham and East Coast underworld figures brought before him. He kills Clayface for attempting to bargain and Mr. Freeze for attacking, extinguishing the gathering’s hope of retaining independent power 73 74. Pamela then offers herself and every plant in Gotham to Chu Men in exchange for his protection 74.

Gotham later becomes the target of a Justice League infiltration supported by a Seventeen-Nation alliance. Orbital tungsten rods breach the temple’s northern shield, while an electromagnetic pulse disables part of the city’s outer defense network. Batman’s team advances through an underground exhaust duct, though Chu Men anticipates their arrival 91 97.

The assault fails. Chu Men publicly reveals that he has enslaved Clark Kent, Diana, Barry Allen, Victor Stone, Arthur Curry, and Kent Nelson, assigning them to serve the temple. He spares Bruce so that he can witness the heroes carrying out his rule, then carries him high above Gotham and releases him. Bruce survives his fall into a Pennsylvania wheat field while Gotham burns in the distance 114 115.

Hal Jordan later returns to Earth with thirty elite Green Lanterns. After discovering that Earth has fallen under Chu Men’s control and Superman serves as his enforcer, the Lanterns descend toward Gotham. Chu Men orders Clark, Diana, and Barry to prepare for their arrival at the One God Temple 122.

During Apokolips’s subsequent global invasion, Gotham again becomes a focal point of resistance and superhuman warfare. Bruce slips into the outskirts by submersible, having planted an intrusion code in LexCorp’s network with Alfred’s help. He coordinates with the Seventeen-Nation Secret Alliance to disable the Dark Tower’s defenses at a critical moment, intending to strike during Chu Men’s confrontation with Darkseid 130.

Darkseid’s Omega Beams blast Chu Men into Gotham’s ruins and inflict a wound that resists healing. Seeing Chu Men’s condition deteriorate, Bruce orders Alfred to activate every backup plan and directs the alliance to attack Darkseid as well 136. Darkseid’s unleashed destructive divine power further disintegrates the ruins, and the Anti-Life Equation envelops Gotham in a gray realm before Chu Men breaks through it 137 139.

By the next stage of the battle, all that remains of Gotham is a vast scorched crater, with seawater pouring over its heated rocks. Beneath the surface, Bruce uses the Divine Frequency Emitter to briefly free Arthur from Chu Men’s control and orders him to strike Clark’s enslavement mark. Chu Men reasserts his control over Arthur, who attacks Bruce’s escaping fighter and sends it crashing into the Old Harbor 142 143.

Chu Men later declares that Gotham must sink or rise according to his wishes, even if it has been smashed apart. Bruce subsequently confirms that Chu Men has pulled the city up from three thousand meters beneath the sea, citing the feat as evidence that conventional tactics are inadequate against him 150 164.

Life Under Chu Men’s Rule

• Gang control — Gotham’s gangs hand over money, property, and territory. They also carry out street-cleanup and repair plans, while enforcers continue extracting payments from frightened residents. After the temple is built, Gotham and other East Coast criminals are brought there under armed guard to submit to Chu Men 26 30 74.
• Tribute and confiscation — An early report from Lark records the delivery of US$140 million in cash, two tons of gold bars, and thirty-two property deeds from Gotham’s gangs. Submission contracts declare that the signatories and everything they own belong to Chu Men 23 26.
• Public fear — Some homeless residents pray beneath graffiti reading “THE KING SEES ALL.” Others later interpret Chu Men’s violence as the work of a god who has noticed their suffering 30 36.
• Displacement and street order — The East End develops an eerie order rather than the uncontrolled chaos expected after the police withdrawal. Many shops remain shuttered, pedestrians keep their heads down, and one shopkeeper reports that more than half the district’s population has fled. Gang enforcers nevertheless continue demanding payments from businesses whose income has collapsed 30.
• Official response — Gotham is designated a Class X exclusion zone and placed under military lockdown. After Chu Men destroys LexCorp’s forces, the U.S. government orders officials not to provoke him and publicly attributes the destruction to pipeline explosions. During the Apokolips attack, Gotham’s police can warn residents to take shelter but cannot defend the city 27 36 56.
• Utility control — Luthor offers a City Hall-stamped deed transferring a controlling interest in Gotham’s three main power plants as a gift to Chu Men, presenting control of essential infrastructure as a firmer basis for rule than gang revenue alone 28.
• Temple construction — Luthor funnels resources seized from across America into Gotham through conveyors and transport operations to strengthen the One God Temple. Construction machinery and furnaces operate around the site 76 86.
• Imported resources and energy — LexCorp strips violet ore from Carado and transports it to Gotham to build the temple’s defensive array. Activating the shield diverts electricity from five states and causes power cuts across the East Coast 86.
• Defensive perimeter — Six dark-purple metal pillars, each a hundred meters tall, support the temple’s shield above the East End. Coordinated electromagnetic and orbital attacks disrupt its northern power supply and destroy foundation-array circuitry, reducing shield coverage to sixty percent and exposing the Dark Tower 96 97.
• Center of wider rule — As Chu Men expands beyond Gotham, the temple becomes a seat of authority over enslaved heroes and forces operating elsewhere on Earth. Orders to troops in Carado are issued from Gotham, and Chu Men later prepares his enslaved defenders there to receive the approaching Green Lanterns 86 114 122.
