Geography and Notable Locations

• East End / East District — Gang territory that becomes the center of Chu Men’s rule. His battle with Superman devastates its waterfront, and a later attack leaves several blocks damaged 2 18 23 34.
• Iceberg Lounge — Formerly Penguin’s headquarters; it becomes Chu Men’s residence and the seat of his control over Gotham’s gangs 3 6 22.
• Arkham Asylum — Site of Chu Men’s escape and the massacre that first alerts Gotham’s authorities to him 1 2.
• South End docks — Territory surrendered to Chu Men by the Falcone Family 26.
• Metropolis connection — A bridge spanning the sea toward Metropolis is visible from Gotham’s clock tower 10.

History

Gotham’s rival gangs control territory across the city when Chu Men escapes Arkham. He forces Penguin to surrender the Iceberg Lounge and his operations, then defeats a large GCPD force sent to arrest him. Batman’s attempt to stop him also fails 1 6 7 11.

After defeating Superman on Gotham’s waterfront, Chu Men kills Penguin, Black Mask, and Two-Face. He declares an end to rival criminal families, demands 99 percent of gang profits, and appoints Lark to oversee the underworld. Surviving bosses sign contracts surrendering their assets. Commissioner Gordon orders police out of the East District rather than provoke the Iceberg Lounge 20 22 23.

Life Under Chu Men’s Rule

• Gang control — Gotham’s gangs hand over money, property, and territory. They also carry out street-cleanup and repair plans, while enforcers continue extracting payments from frightened residents 26 30.
• Public fear — Some homeless residents pray beneath graffiti reading “THE KING SEES ALL.” Others later interpret Chu Men’s violence as the work of a god who has noticed their suffering 30 36.
• Official response — Gotham is designated a Class X exclusion zone and placed under military lockdown. After Chu Men destroys LexCorp’s forces, the U.S. government orders officials not to provoke him and publicly attributes the destruction to pipeline explosions 27 36.
