Governance and institutions

• Imu rules from behind the Five Elders. At God Valley, Imu replaces the surviving Elders with Holy Knights; decades later, Imu directs the Government’s response to Rono at Marineford 51 81 136.
• The Five Elders issue orders to the Marines and coordinate operations across Government branches. They are also powerful combatants, not solely political leaders 10 38 53.
• The Marines answer to the World Government, though officers including Garp, Sengoku, and Zephyr question orders made to protect the Celestial Dragons 11 82.
• CP0 serves the Celestial Dragons directly. Its agents can override Marine officers, as they do when they remove Vice Admiral Hank from command of a Heavenly Tribute convoy 6.
• Other forces deployed against the Rocks Pirates include the Army, Air Force, Impel Down, Enies Lobby, Science Unit, and fighters from affiliated nations 53 62.

Heavenly Tribute

Affiliated nations pay Heavenly Tribute in exchange for World Government protection. The tribute funds Government expenses, the Marines, and the Celestial Dragons; its size can force nations into heavy taxation or bankruptcy 5 51. After nineteen Celestial Dragons are killed at Golden City, some kings question whether the Government can still protect them and whether they should continue paying 51.

History

The World Government was founded eight hundred years earlier by an alliance of twenty kings who defeated the Great Kingdom. The Nefertari family later declined to join the other founding families in Mary Geoise. Imu claims to have founded the Government alongside the kings 30 86 151.

Conflict with the Rocks Pirates

• Heavenly Tribute raid: Rono and Roger seize a tribute convoy and free its slaves. The Five Elders order both pirates eliminated after learning of Rono’s strength and vendetta against the Celestial Dragons 9 10.
• Golden City: The Government and Marines fail to prevent the deaths of nineteen Celestial Dragons. News of the loss damages confidence in Government protection and prompts the Elders to consult Imu 51.
• God Valley: The Elders assemble forces from nearly every Government institution and plan to use rival pirates against the Rocks Pirates. They broadcast the confrontation worldwide, intending to kill Rocks and Rono publicly and restore the Government’s reputation 53 64.
• Aftermath: Four Elders die and most adult Celestial Dragons gathered at God Valley are killed. The Government subsequently suppresses the battle’s history and Rono’s existence 85 110 114.

Marineford conflict

• Rono’s return: Rono publicly founds the Godslayer Pirates and declares his intention to kill the Celestial Dragons and overthrow the World Government. The Five Elders call in forces beyond the Marines 120.
• Reinforcements: The Government sends Kong, Army and Air Force fighters, CP0 agents, the Five Elders, and Holy Knights. Imu orders Rono’s death confirmed and his remains brought to Pangaea Castle 132 136 139.
• Widening war: Emperor crews, legendary pirates, and the Revolutionary Army join Rono’s side. Imu sacrifices Celestial Dragons to revive preserved fighters, while the Five Elders and ten Holy Knights concentrate their attack on Rono, leaving other Government forces under pressure 150 151 153 155 156.

Control of information

• The Government attempts to conceal the Golden City deaths, but a report released under Rocks’s protection reaches the public 50 51.
• Imu orders the erasure of records concerning God Valley, Rocks, and Rono. Decades later, the Five Elders try to cut the Marineford broadcast when Rono reappears, but the transmission continues 81 110 118.
• During the Marineford battle, the Elders argue that victory allows the Government to determine how events are recorded 155.
