Hashirama persuaded Madara to consider becoming Hokage, then announced that he would step down and Madara would lead the newly declared Konoha Hidden Country. When Tobirama and the others resisted, Hashirama confronted them over their past hostility toward the Uchiha and ordered them to make amends by helping Madara take office.
Tobirama, Madara’s students, and Izuna’s Uchiha clan shaped public opinion to support Madara becoming Hokage. Madara arrived at the Hokage office and proposed renaming the country Shinobi Country, winning Hashirama’s approval.
Madara Uchiha was inaugurated as the Second Hokage, then announced the end of the Land of Fire's daimyō rule and established the Konoha Shinobi Nation. The shinobi world celebrated the new order, while Shingetsu and Izuna looked ahead to the Uchiha clan's future influence.
Madara became Hokage and declared Konoha a shinobi nation, prompting sweeping institutional reforms and rewards for Konoha’s leaders and clans. As Madara and Hashirama were dragged into sharing the burden of paperwork, Tobirama took Hashirama to resurrect their brothers Itama and Kawarama.
Tobirama summoned Itama Senju, and Hashirama used Rinne Rebirth to restore him to life, though the King of Hell Statue nearly drained Hashirama until Shingetsu forced it to comply. Itama learned that the Uchiha were no longer enemies, became smitten with Shingetsu, and was startled to learn she was Tōka’s daughter just as Tōka arrived to confront him.
Itama reunited with Tōka and explored Konoha, reacting with wonder to the village and learning about what had happened since his death. He discovered that Shingetsu had exposed the mastermind behind the past events, leaving him awestruck by his niece.
Tobirama brought Tsunade, Jiraiya, and Orochimaru to the Senju mansion for dinner, where the family welcomed them and shared hot pot and drinks. The evening ended when Madara and Izuna caught Hashirama and Shingetsu complaining about Madara, and Itama fainted after seeing the two Uchiha brothers.
After Itama panicked over memories of his death, Izuna used genjutsu to suppress the traumatic recollection. Madara, Izuna, and Shingetsu returned to the Hokage Building, where they struggled with Konoha’s paperwork before finding a serious decline in combat shinobi and discussing reforms.
Izuna appointed Kakuzu as Konoha’s finance officer, while Tobirama took Itama and Hashirama shopping through a Commercial Street overflowing with Madara-themed merchandise. The chapter ended with Hashirama and Itama protesting a bakery’s Uchiha-only treats.
Kazuma’s scheme made the Uchiha pay steep prices for exclusive cakes while Hashirama and his brothers tried to enjoy a day off. Madara and Izuna dragged them back to work, where Shingetsu’s hunger led everyone to share Hashirama’s beloved cakes before Tobirama faced the paperwork again.
Izuna organized Konoha’s leadership, giving capable clansmen and civilians important roles while finding a way to include the less capable Uchiha. As the leaders handled paperwork and discussed teaching and graduation, Hashirama enrolled Itama in Madara’s class, and Madara reflected on his students growing up.
Shingetsu and the Hokage learned that the Four Kage had taken control of their countries as regents and were promoting village businesses in a peaceful shinobi world. Shingetsu exposed Hashirama’s neglect of combat shinobi, prompting Madara to beat him and establish reforms requiring combat qualifications for key posts.
Konoha held a massive Combat Shinobi assessment, but Madara turned the Jōnin test into a one-sided beatdown before Hashirama’s intervention sparked a chaotic battle royale. Afterward, Madara and Izuna ordered the lazy Uchiha to take exhausting jobs, and the clan members began losing weight as they worked.
Shingetsu put retired Hashirama to work in the Konoha Military Police Force, where his popularity turned routine patrols into a village spectacle. She and Tobirama decided to rotate him through different jobs, leaving Hashirama set to appear in public-facing roles across Konoha and even at a milk tea shop.
Tobirama turned Hashirama’s popularity into a lucrative advertising scheme, while Hashirama worked through a packed schedule and made disastrous milk tea for Madara, Shingetsu, and Izuna. Afterward, Shingetsu learned how Sunagakure’s new sweeping puppet worked and resolved that Konoha needed to take scientific ninja tools seriously.
Shingetsu and Tobirama negotiated with Shamon over Sunagakure’s Thunder Carriage blueprints and a promised oasis, then left to deliver the plans after discovering Sunagakure had built only a miniature model. At the Ninja Academy, the graduating students worried about their futures before Hiruzen Sarutobi’s love-poem collection sparked a classroom brawl.
A classroom brawl over Hiruzen Sarutobi's poetry collections ended with Madara punishing the students and banning the book. He announced a graduation trip, then revealed that the graduation exam would require each student to take one of three bells from him.
Madara sent his graduating students to the Forest of Death to take three bells, while Uchiha Kazuma used promises of money to persuade them to fight back. After Madara defeated their attacks, Kazuma summoned Hashirama with his Money Release technique, leaving Madara stunned.
Kazuma’s boasting during the graduation exam enraged Madara, who fought Hashirama after Hashirama tried to protect the students. Their battle devastated a remote area, and Shingetsu arrived as the two Hokage summoned meteorites, leaving her to intervene.
Shingetsu used her Mangekyō Sharingan to end Madara and Hashirama’s battle with one slash, then collapsed from mental exhaustion and fell asleep. The Valley of the End became a tourist attraction, the Academy’s first class graduated, and Madara prepared for new students, including Itama and Tsunade.
The graduates compiled a survival guide for Teacher Madara, visited the Valley of the End, and celebrated graduation with a girls’ sleepover before beginning work at the Hokage Building. The chapter ended with Kazuma using his ability to hire Hashirama to fend off his Uchiha clansmen’s mockery and threats.
Madara punished Kazuma for his Money Release stunt, while Tsunade celebrated her birthday, ate a God Tree Fruit, and awakened Wood Release after Tobirama injected her with Shingetsu’s cells. The chapter left Hiruzen and Jiraiya forming a poetry-writing duo as Hiruzen planned to give Shingetsu a new collection for her birthday.
Hiruzen Sarutobi and Jiraiya’s prank-filled poetry project enraged Shingetsu, who took them on a terrifying ride through the sky before Hashirama rescued them. As Konoha celebrated Shingetsu’s birthday, Madara and the village reacted furiously when other nations sent her a procession of young men and women as gifts.
Madara’s murderous mood nearly ruined Shingetsu’s birthday banquet until Izuna calmed him, and the family celebrated together. Meanwhile, Doctor Jigen, secretly Ōtsutsuki Isshiki, resolved to reclaim Shingetsu and the God Tree within her after securing a new body.
After Madara left Konoha on an incognito tour with Izuna and Shingetsu, Urashiki Otsutsuki attacked Tsunade, Kagami Uchiha, and Hiruzen Sarutobi while searching for the God Tree. Tsunade summoned reinforcements, and Tobirama and Hashirama arrived as Urashiki sensed the God Tree's aura again.
