Background
Winterhold belongs to the ancient Super City-States sheltered by powerful deities at the heart of the Wasteland. The lore unlocked upon entering the city describes these strongholds as having endured for over a thousand years. Their patron Righteous Gods jointly resisted the full-scale invasion of the Abyss’s evil gods during the divine war three hundred years earlier 309.
By the current story, Winterhold is one of the Wasteland’s most powerful cities and most impregnable strongholds. Its protected prosperity sharply contrasts with the impoverished settlements outside its barrier 121 184 310.
Geography and Cityscape
- Regional position: Fog Town lies approximately one hundred kilometers southwest of Winterhold 32.
- Deity Barrier: A translucent curtain of pure white light, hundreds of meters high, surrounds the city 32.
- Architecture: Broad roads accommodate several carriages abreast. Elegant white-stone buildings have snow-covered roofs, while spires and enormous windmills rise throughout the city 32 310.
- Outer commercial district: Contains taverns, bakeries, shoe-repair shops, and even a flower shop—an unusual sight compared with the survival-focused settlements of the Wasteland 310.
- Divine Hall: A towering pure-white marble temple occupies the city’s central, highest point. Its interior contains a divine statue dozens of meters tall and an enormous fireplace with undying flames 32 310 316.
- Central security: Heavily armored, rune-equipped Church Guards line the steps approaching the Divine Hall 310.
Government and Society
Religious Leadership
Winterhold’s administration and military operate under a rigid clerical hierarchy. The Lord of Winter and Contracts rarely intervenes in mundane affairs, but can issue Divine Edicts, personally guide favored God-Touched, and determine military strategy 218 315 327.
| Authority | Documented Position or Function |
|---|---|
| Lord of Winter and Contracts | Supreme divine authority; issues orders overriding the city’s senior officials 315 327. |
| Red-Robed Archbishop | Holds standing in the Winter Church second only to the deity 326. |
| White-and-gold-robed Archbishop | Orders the initial Fog Town deployment and arranges Kairils’s celebration; ranks below the foremost officials at the later council 32 317 326. |
| High Priest | Appears among the senior clergy accompanying the Archbishop 314 317. |
| Knight Order leadership | Includes a head, deputy head, and commanders; participates in high-level military deliberations 326 327. |
Living Conditions and Class Divisions
Winterhold’s inhabitants enjoy clean streets, functioning commerce, comfortable clothing, and relative safety. Ma Lou observes healthy, smiling citizens rather than the emaciated refugees familiar from frontier towns. Pale-colored clothing is common because of the city’s worship of the Lord of Winter and Contracts 310.
That prosperity coexists with severe class prejudice. Knights repeatedly treat frontier residents as disposable, and the Archbishop dismisses Fog Town’s deity and faith as inferior. His initial response to its siege is to acquire survivors as mine slaves rather than rescue them 32 210 212.
- Public deference: Nobles and vendors alike step aside, place their right hands over their chests, and bow when the high-ranking Snowwing Pegasus procession passes 310.
- Institutional cynicism: Kairils regards Winterhold as having abandoned its Knight’s Code, turning kindness into a synonym for stupidity and idealism into immaturity 314.
- Internal resentment: Veteran second-tier deputy squad leaders resent talented, divinely favored young knights promoted above them 218.
- Kairils’s opposition: He insists that knights exist to protect ordinary people and that Winterhold’s dignity should be earned in battle, not through oppression 262 298.
Military and Defenses
Knight Order
| Force or Representative | Documented Strength | Features |
|---|---|---|
| Initial Fog Town squad | One second-tier captain and five first-tier Novice Knights 152 | Mounted troops carrying blades; the captain can manifest an Ice Crystal Lance and use Wrath of Winter 159. |
| Kairils’s elite escort | Four second-tier knights 210 | Heavy snow-white armor engraved with intricate runes; weapons radiate icy divine power 210. |
| Kairils | Peak second tier 211 | Winterhold’s Genius Knight; uses a White Long Halberd and large-scale freezing attacks 234 270. |
| City patrols | Every patrolling knight is above Lv.20 309 | Enforces city laws and arrests offenders 309. |
| Church Guards | Lv.52, late third tier 310 | Guard the approach to the Divine Hall in heavy rune-inscribed armor 310. |
Winter Divine Power
- Freezing attacks: Knights freeze enemies, weapons, and restraints; the initial captain shatters ash ropes with his lance’s extreme cold 159 268.
- Wrath of Winter: Used by both the initial captain and Kairils. Kairils produces a frost edge more than ten meters long that freezes attacking Mutant Hounds 159 234.
- Defensive applications: Kairils freezes incoming blood tentacles and immobilizes Blood Spikes within five meters of himself 246.
- Lasting damage: The Power of Winter destroys the life in a cultist captain’s arm, leaving it permanently unusable rather than merely frostbitten 270.
Mounts and Protective Items
- Warhorses: Give deployed knights considerable charging and escape capabilities; players initially prioritize unhorsing the Fog Town squad 156 160.
- Snowwing Pegasi: Flying mounts reserved for Winterhold’s highest-ranking travelers. Kairils brings Ma Lou to the city aboard one 307 310.
- Winterhold Knight Captain Emblem: Personally blessed by the Lord of Winter and Contracts. When activated, it creates a miniature Deity Barrier within a three-meter radius, protecting against nighttime wilderness effects. Kairils’s emblem has 130 hours remaining when he gives it to the escaping players 264.
Story Role / Major Arcs
The Fog Town Slave-Raiding Mission
When Fog Town requests assistance against cultists and Mutants, Winterhold’s Archbishop orders trainee knights to wait for its barrier to collapse. Their actual assignment is to seize the abandoned territory and enslave the survivors while maintaining the appearance of having sent aid 32.
The six-knight squad instead finds Fog Town still inhabited and protected. Its captain demands fifty strong townspeople and threatens to classify resistance as heresy. Lin En directs Ilyena and the players to lure the knights into the central plaza, away from civilians, before attacking 145 152 156 157.
All six knights are ultimately killed. This completes the “Threat of Winterhold” Main Quest, but leaves Fog Town vulnerable to investigation and retaliation if Winterhold learns the truth 170 171.
Framing the Abyss Branches
Undercover players encourage the Black Forest cultists to believe that Winterhold destroyed Blood-Weeping Ridge’s force at Fog Town. A fabricated battle report and the dead Winterhold knight reinforce that suspicion, prompting defensive preparations against the city 139 178.
The players also organize a messenger delegation and coordinate Fog Town’s witnesses around a second false account: Winterhold’s knights died defending the settlement from cultists. Lu Ziye is excluded because his Abyss-type Hidden Class would make him a hostile target in Winterhold 183.
Kairils’s Investigation and Rescue
The delegation encounters Kairils in Graycliff Town before reaching Winterhold. Ma Lou’s account persuades him to investigate Fog Town, accelerating the players’ efforts to engineer a confrontation between his squad and the cultists 212 215 220.
The resulting fighting involves player ambushes, Black Forest cultists, and Blood-Weeping Ridge reinforcements. Kairils sacrifices his halberd to open an escape route and stays behind to protect his surviving troops and the supposed refugees. His remaining knights are killed, but Ma Lou carries him to Graycliff Town for treatment 242 251 261 264 270 279.
Footage of the battle changes many players’ perception of Winterhold, showing Kairils’s courage and the other knights’ final resistance rather than only the faction’s arrogance 293.
First Player Visit
Kairils invites Ma Lou to Winterhold to testify about the cultists’ attack. Traveling with him on a Snowwing Pegasus, Ma Lou becomes the first player to enter the city and unlocks the Winter Emissary achievement 299 307 309.
Inside Winterhold, Kairils challenges the Archbishop’s treatment of his fallen companions as expendable. The Lord of Winter and Contracts speaks with him privately and orders him to attend the planned public celebration despite his guilt over surviving 314 315 316.
War Planning
At the subsequent council, Kairils recounts the ambush to Winterhold’s inner circle. The Red-Robed Archbishop and Knight Order head advocate destroying Blood-Weeping Ridge first, then attacking Black Forest 326 327.
The deity rejects that sequence, ordering three Knight Order commanders to uproot the Black Forest Branch first and directing a prolonged war of attrition against Blood-Weeping Ridge 327.
