Background / History
Marine career
Cody previously served as a Marine colonel. A Marine at the base near his hometown recognized his name and assumed Xie Wen was someone Cody had brought to enlist, indicating that he regularly rescued people and directed them toward Marine service 31 32.
He had also encountered Buono John before John became a powerful gang leader. Cody recalled John escaping from him, while John credited Cody’s mercy and later offered favorable business terms as thanks 39.
Cipher Pol recruited Cody after he demonstrated excellent intelligence-gathering skills in the Marines. Unlike agents trained and indoctrinated by the World Government from childhood, he entered the organization partway through his career. He describes himself as unusually approachable even among agents with similar backgrounds 247.
Cody originally joined Cipher Pol hoping to reform the World Government from within. Although he eventually concluded that becoming an agent did not give him the ability to accomplish that goal, he retained his opposition to strengthening the organization’s capacity for harm 461.
Meeting Xie Wen
Cody’s merchant vessel took aboard Xie Wen, Klee Meow, and Sanji Meow in the West Blue. Bax introduced its owner as a locally respected merchant known for genuine kindness 23.
Mistaking the Palicoes for members of the Mink Tribe, Cody warned that their appearance would attract slave traders. When Xie Wen dismissed the danger posed by Paper Lantern Town’s gangs, Cody quietly arranged for Bax to watch over the group. Bax subsequently intervened when gangsters tried to seize the cats 24 25.
After Klee Meow’s bombs devastated an alley, Cody agreed to cover compensation for the damage in exchange for the group escorting his fleet to a trade fair. The sailors later explained that he also wanted Klee’s bombs available to create an escape route if the gang organizers betrayed them 27 29.
Escort to Gures
After Xie Wen defeated Bax in a spar, Cody raised his guard pay and paid half in advance. He supplied two sturdier cutlasses and agreed to obtain a nodachi when Xie Wen explained his preferred weapon; the promised blade arrived before the fleet departed its home base 30 31 33.
On Gures, Cody allowed Xie Wen and the cats to explore despite Bax’s objections. The outing also served his plan to test the ruling gangs’ intentions. He paid the remaining escort fee before they left the inn 35.
When Capone Family gangsters attempted to buy the cats, Cody judged the incident unlikely to become a coordinated attack on the merchants. He proposed using the Buono Family as mediators if necessary, though further intervention proved unnecessary before the fair 37.
Trade fair and aftermath
At the trade fair, Buono John offered to exempt Cody’s businesses from gang taxation in exchange for supporting Gures’s application to become an affiliated nation. Cody accepted, but emphasized afterward that he had promised only to put in a good word—not to guarantee approval 39.
The fair ended with the destruction of the Buono and Shimento Families and a confrontation between Xie Wen and Capone Bege. After Xie Wen defeated Bege, Cody stopped him from delivering a killing blow, arguing that eliminating the last ruling family would destabilize Gures. Xie Wen respected his request and accepted a ship, a Famous Sword, and fifty million Beli as compensation instead 40 44.
Impressed by Xie Wen’s strength, Cody offered to recommend him for training at Marine Headquarters. Xie Wen declined because he and the cats wanted freedom from others’ rules. Before their departure, Cody also advised obtaining a sailing permit to reduce the risk of being classified as pirates 44 47.
Cipher Pol identity
After leaving Gures, Xie Wen learned from Ottilia that Cody was actually a Cipher Pol agent. She initially identified him as a member of Cipher Pol 4 and described him as the pivotal contact in the Buono Family’s plan to secure affiliated-nation status 48.
The revelation explained the deference surrounding Cody, but did not establish how much influence he actually held over World Government decisions. Ottilia could not answer that question, and Cody himself had denied being able to determine the outcome 39 48.
Ottilia was subsequently revealed to be Nico Robin. She admitted that she had deduced Cody was probably a Cipher Pol agent but did not actually know his unit or position. She had exaggerated his standing when informing Buono John, creating John’s belief that Cody could influence the World Government’s decisions. Cody later personally identified himself as an agent of Cipher Pol No. 7 54 245.
Robin had encouraged the Buono Family’s affiliated-nation ambitions to improve her own prospects of evading pursuit. Suspecting that Cody had discovered her identity, she arranged for John to invite him to Gures, then encouraged conflict among the island’s families to distract, injure, or eliminate him long enough for her to escape. Bege’s concealed Devil Fruit ability and his defeat by Xie Wen disrupted her intended sequence of events, but Xie Wen’s early departure gave her an opportunity to stow away aboard his ship 54.
Cody later revealed that he had deliberately allowed Robin to board Xie Wen’s ship. His assignment was to drive her toward the Grand Line as part of a World Government strategy to use her as bait for pirates seeking the One Piece. He had initially expected her association with Xie Wen to end after that escape 246.
Reunion in Water 7
Less than two years after their first meeting, Cody approached Xie Wen, Klee Meow, and Sanji Meow in Water 7. He greeted the cats warmly and explained that Bax had resigned the previous year and opened a tavern in his hometown. Cody then requested a private conversation with Xie Wen, who sent the cats back to warn Robin and prepare the crew to depart if necessary 245.
At Blueno’s tavern, Cody disclosed his Cipher Pol No. 7 affiliation and invited Xie Wen to replace Crocodile as a Shichibukai. Xie Wen initially refused, arguing that he was a bounty hunter rather than a pirate and had no use for a privateering license 245 246.
Cody offered a degree of immunity and protection for Xie Wen’s companions. He revealed that Cipher Pol had identified Xie Wen as “Claude,” King Bekori’s killer, after learning about Bonney’s Devil Fruit ability. However, he assured Xie Wen that the World Government would not reopen the case against him or punish the people of the Sorbet Kingdom even if he rejected the invitation 246.
He argued that Xie Wen’s hostility toward pirates, existing clashes with powerful figures, and lack of territorial ambitions made him particularly suitable for the position. Cody also warned that official tolerance could later become a means of blackmail, rather than presenting the arrangement as unconditional protection 246.
Concealing Robin’s whereabouts
During the Water 7 conversation, Cody revealed that he knew Robin was traveling with Xie Wen because she was still using the alias Ottilia. He explained that, under the World Government’s current policy, her presence could be tolerated as part of a Shichibukai’s privileges. According to Cody, the government was willing to let pirates fight over her but would eliminate her and her associates if their faction became a serious threat or approached the One Piece 246 247.
Speaking as a concerned friend rather than an official recruiter, Cody repeatedly advised Xie Wen to separate from Robin for the cats’ safety. He nevertheless expressed approval of Xie Wen’s loyalty when Xie Wen refused to abandon a companion 247.
Cody then volunteered to conceal Robin’s whereabouts. Other Cipher Pol agents did not know that she had used the name Ottilia or previously traveled with Xie Wen in the West Blue, leaving him room to withhold his deduction without obviously implicating himself if she was later exposed. He also confirmed that the Water 7 agents had accepted the Research Commission’s cover story that Purah was Xie Wen’s principal reason for attacking Crocodile 247.
Shichibukai negotiations
Cody later contacted Xie Wen to ask whether he had reconsidered the Shichibukai invitation. After consulting Robin and Hua Mei Meow, Xie Wen requested compensation in the form of Devil Fruits and Supreme Grade Swords. Cody rejected the extravagant opening demands and agreed to submit a reduced request for one Paramecia and one Zoan Devil Fruit, preferably a Bug-Bug Fruit 276 277.
Cody subsequently reported that the two fruits had been approved, but that Xie Wen would have to obtain them through the Marines at Marineford. After learning of Xie Wen’s defeat of Moria, he consulted his superiors and secured approval for an additional Devil Fruit. His warning that attacking a Shichibukai could earn Xie Wen a bounty also served as advice not to push the negotiations too far 293.
As a former Marine, Cody was privately pleased by Moria’s defeat 293.
Dyna Stone negotiations
When Xie Wen sought Dyna Stones, Hilnans revealed that he already knew Cody was a Cipher Pol agent and credited Cody’s influence with his promotion. Xie Wen contacted Cody through a Den Den Mushi, prompting Cody to suspect that Hilnans had leaked classified information. Hilnans explained that Xie Wen had learned of the stones elsewhere 460 461.
Cody initially refused the request, emphasizing that Dyna Stone was far more dangerous than ordinary gunpowder. After Xie Wen compared its destructive potential to Klee Meow’s bombs, Cody realized that the World Government would probably accept a trade for her bomb formula. He deliberately avoided proposing that exchange because he did not want the government to acquire additional mass-producible weapons 461.
Unable to devise an alternative immediately, Cody agreed to report the request without guaranteeing approval. The government approved a conditional exchange before he needed to exert much influence: Dyna Stone would be provided in return for Xie Wen’s participation in an operation against Big Mom. Cody regarded the arrangement as useful both for obtaining the stones and for reinforcing Xie Wen’s separation from the Big Mom Pirates 461 478.
Cody initially offered one stone, while Xie Wen bargained for three and attempted to add further Devil Fruit compensation. The eventual arrangement promised three Dyna Stones after completion of the mission to ambush Big Mom 478 480.
After the operation, Cody called Xie Wen on Chain Island and said the stones would arrive within a week. He explained that the higher-ups had considered reducing the reward because Xie Wen had not fully committed himself to the mission. They also discussed the conflicting accusations surrounding sabotage of the Valstrax: Cody regarded Doflamingo as more suspicious because Marines had seen him moving around the ship, but said the World Government would not pursue a former Celestial Dragon over the matter. Xie Wen agreed to accept two stones instead of three, after which Cody abruptly ended the call 515.
Demotion
Xie Wen’s killing of numerous Celestial Dragons at Mary Geoise later caused Cody serious trouble. Friends in both Cipher Pol and the Marines spoke on his behalf, allowing him to escape with a demotion rather than imprisonment in Impel Down. The account attributes this support to his longstanding kindness and numerous personal connections 662.
Appearance
Cody is a slightly plump, middle-aged man with a kindly face 24.
- Facial hair: A two-part mustache, compared in the narration to Kogoro Mouri’s 24.
- Clothing: An elegant suit and a dark bowler hat 24.
- Water 7 appearance: Initially approaches Xie Wen wearing a mask, then removes it to reveal his familiar face and mustache 245.
- Den Den Mushi likeness: Calls from Cody cause the receiving snail to reproduce his distinctive mustache and kindly expression 276 515.
Personality
Cody’s reputation for kindness is reflected in practical assistance: he gives Xie Wen clothes, arranges discreet protection for the cats, covers damage compensation, and equips his hired guard with better weapons. He initially regards Xie Wen as an overconfident teenager, but revises his assessment after learning how strong he is 24 25 27 30 31.
His generosity coexists with caution and shrewd negotiation. He plans an emergency escape from the trade fair, uses the sightseeing party to assess the gangs, and accepts John’s offer without committing to a result he cannot guarantee. He also refuses to separate Xie Wen from the group merely because Bege threatens him, recognizing that the threat could be an attempt to isolate him 29 35 39.
His helpfulness is not merely a merchant’s cover. Cody explicitly distinguishes his official duties from his personal advice, helps conceal Robin’s whereabouts, and acknowledges that he is an unusual member of Cipher Pol. Although he repeatedly warns Xie Wen against sheltering Robin, he is pleased by Xie Wen’s refusal to abandon a companion 246 247.
Cody recognizes the World Government’s corruption and does not personally approve of its tolerance for the crimes of useful Shichibukai. His original desire to reform the organization persists as a more limited refusal to help it acquire additional powerful weapons. He also dislikes imposing costs on others merely to satisfy his own principles when he believes doing so would have little practical effect 246 461.
He often adopts a teasing or exasperated manner with Xie Wen, readily recognizing when someone else has supplied his negotiating strategy. Xie Wen’s repeated extravagant demands for Devil Fruits and other rewards can visibly irritate him, but he continues to submit requests and offer useful hints 247 277 293 460 478.

Assets
- Merchant fleet: Five large sailing vessels, including a flagship two or three sizes larger than the ship that initially carried Xie Wen 31.
- Home base: A harbor beside Cody’s unnamed hometown. More than half his sailors come from the village, and a Marine base elsewhere on the island discourages gang and pirate attacks 31.
- Institutional connections: Maintains contacts in Cipher Pol and the Marines, assists Hilnans’s promotion, and serves as a channel for Xie Wen’s requests to the World Government. These connections later help protect him from imprisonment 460 461 662.
Relationships
- Bax — Butler and bodyguard. Cody entrusts him with protecting Xie Wen’s group and includes him among his strongest companions at the trade fair 23 24 37. By their Water 7 reunion, Cody reports that Bax resigned the previous year and returned to his hometown to open a successful tavern 245.
- Xie Wen — Guest turned hired escort. Cody supports his early travels and attempts to recruit him into the Marines; Xie Wen respects his kindness and chooses not to pry into his secrets 27 39 44. Cody later becomes his principal World Government intermediary, attempts to recruit him as a Shichibukai, conceals his knowledge of Robin’s whereabouts, and negotiates rewards on his behalf 245 246 247 277 293 461 515. Their association eventually exposes Cody to punishment after Xie Wen kills Celestial Dragons, though his friends secure a demotion rather than imprisonment 662.
- Klee Meow and Sanji Meow — Guests he believes are cat-like Minks. He genuinely likes them and seeks to protect them from enslavement. After learning his secret identity, they and Xie Wen still acknowledge his good treatment of them 24 48. Their Water 7 reunion remains outwardly warm, and concern for the cats is central to Cody’s personal advice that Xie Wen distance himself from Robin 245 247. He later avoids proposing a trade for Klee’s bomb formula because he does not want to strengthen the World Government’s arsenal 461.
- Buono John — Former adversary and later negotiating partner. John seeks Cody’s assistance with Gures’s affiliated-nation application 39. His belief in Cody’s political influence is encouraged by Robin, who exaggerates Cody’s standing to arrange his invitation to Gures 54.
- Capone Bege — Gang leader Cody distrusts. Cody nevertheless intervenes to spare him after his defeat, citing the danger of leaving Gures without a ruling family 37 44.
- Nico Robin / Ottilia — Initially an apparent target of his Cipher Pol work. Robin attempts to use the Gures gangs to obstruct or eliminate him, unaware that his actual assignment is to push her toward the Grand Line rather than immediately capture her 54 246. Cody deliberately permits her escape aboard Xie Wen’s ship and later conceals her presence in the Research Commission for Xie Wen’s sake, while continuing to regard her as a serious danger to her companions 246 247.
- Hilnans — A beneficiary of Cody’s institutional influence who credits him with helping secure his promotion. Hilnans knows Cody is a Cipher Pol agent, and Cody is willing to cover for him when the question of a classified-information leak arises 460 461.
- World Government and Cipher Pol — Employer and institutional affiliation. Cody performs intelligence work and represents official policy, but his loyalties are qualified by personal opposition to the government’s corruption. He withholds information to protect Xie Wen’s group and avoids helping the government obtain more powerful weapons 247 461.
- Morgans — Receives information about Cody’s identity from Xie Wen as part of their information exchange. Xie Wen rationalizes the disclosure partly through his expectation that Morgans will not publicize it 70 71.
