Organization

Authority and Chain of Command

  • Direct subordination to the Hokage: The Anbu is the Hokage’s personal force and one of Konoha’s most politically significant departments 180 196.
  • Domestic and external enforcement: Members can investigate suspected traitors and take action after gathering evidence, regardless of the target’s position 76.
  • Director: The organization’s supreme commander possesses greater influence than many other department heads and is exempt from its ordinary identity-concealment rules 90 176.
  • Separate from Root: Root follows a different chain of command. Danzō’s orders do not authorize him to mobilize Anbu personnel or seize someone in their custody without the Hokage’s transfer order 159 160.

Structure and Personnel

Component Documented Details
Combat formations Personnel serve under captains, company commanders, and squad leaders. Xia Yan initially leads the First Division’s Third Squad before becoming captain of the Third Battalion 65 110 195.
Original size restrictions Before expansion, a division contained only thirty-odd members rather than the roughly two hundred expected of an ordinary shinobi division. These restrictions limited the power of an organization with unusually broad authority 175.
Headquarters staff Headquarters houses reserves, administrative personnel, intelligence staff, and interrogation personnel 104 176.
Local stations Individual squads occupy separate locations close enough to headquarters for rapid assembly 104.
Administrative Affairs Office Handles administrative work and employs noncombat specialists such as Nara Shikashiro 198 248.
Proposed Secretariat Xia Yan proposes secretarial posts to relay orders, process documents, coordinate administration, and conduct ideological work 198.

Recruitment, Training, and Service

  • Recruitment base: War orphans originally form the largest portion of the Anbu. Clan shinobi account for another portion, while civilian shinobi make up only a small fraction 91.
  • Limits on clan influence: Tobirama and Hiruzen oppose allowing major clans to dominate the organization; captaincies held by clan shinobi are correspondingly rare 91.
  • Training: Instruction is broad, tedious, and painful. Completing it does not immediately qualify recruits for advanced assignments; they begin with patrols and other preliminary duties 236.
  • Technique access: Under Xia Yan, commanders and members with significant achievements can receive access to useful techniques 195.
  • Retirement: The Anbu permits members to leave service through an established system, an important distinction from Root 239.
  • Shinobi ranks: Ordinary ranks cease to apply within the organization. This prevents Kakashi from attending the proposed Full Jonin Assembly despite previously being a jonin; Xia Yan considers restoring ranks with stricter assessments and numerical limits 271.

Duties and Operational Methods

Intelligence and Counterespionage

The Anbu gathers intelligence for the Hokage and maintains information on prominent enemy shinobi 117 229.

  • Investigates infiltrators, eliminates exposed spies, and retrieves their bodies 3.
  • Uses enemy profiles to identify opponents and exploit gaps in their knowledge 117.
  • Monitors visiting foreign personnel and investigates suspected contacts with spies 250.
  • Can deliberately leave an enemy agent undiscovered to feed false intelligence back to their village 250.
  • Maintains internal procedures to detect compromised personnel, changing allegiances, and betrayal 76.

Protection and Enforcement

  • Leadership security: Anbu guards protect senior officials, although Xia Yan also values these assignments as opportunities for surveillance and intelligence gathering 40 179.
  • Classified protection: Elite members support the security operation surrounding Kushina’s childbirth 160.
  • Border defense: Squads are dispatched to defend Konoha’s northwestern outposts and kill attacking foreign shinobi 15.
  • Event security: The Anbu handles covert protection and monitoring while the Military Police Force maintains public order 250.
  • Evidence requirements: Action against fellow villagers formally depends on investigation and proof of betrayal. However, Senju Ryōta remembers early Anbu operations in which evidence was manufactured to justify killings 27 150.

Disguise and Covert Deployment

  • Members use hand signals to communicate warnings without alerting nearby enemies 21.
  • Squads can travel in civilian disguises, including posing as fishermen 155.
  • The organization stocks foreign Anbu equipment. Kakashi’s team uses Sunagakure gear rather than a Transformation Technique to reduce the risk of detection by sensory shinobi 157.
  • Administrative specialists can undertake infiltration assignments when intelligence and judgment matter more than direct combat ability 248.

Secrecy and Equipment

Identity Rules

  • Masks and codenames: Operatives conceal their identities behind masks and use names such as Nightingale and White Fang 26 65.
  • Fixed masks: An operative normally retains the same mask for life. This unwritten convention extends across villages, allowing enemy intelligence services to recognize particularly dangerous individuals 154 175.
  • Public disclosure: Ordinary members cannot publicly remove their masks or reveal their names. The Director is exempt, while already-exposed identities represent exceptional circumstances 176.
  • Restricted information: Members do not freely discuss internal affairs even with their families 204.
  • Mission compartmentalization: Details are generally disclosed immediately before deployment, and members on standby may not know when an assignment will arrive 2 15.

Standard and Specialized Equipment

  • Combat uniforms: Members wear recognizable Anbu uniforms; their construction incorporates principles used in older shinobi armor 5 270.
  • Masks: Designs distinguish individual operatives, including Xia Yan’s bird-shaped Nightingale mask 65.
  • Ninja blades: Used in close combat and coordinated attacks 165.
  • Passes and identification: Required to verify legitimate access to headquarters 104.
  • Body-dissolution techniques: Members carry techniques capable of completely dissolving their bodies to prevent their remains from being recovered 21.
  • Foreign equipment: Stored uniforms and masks support impersonation operations 157.

History

Foundation and Division of Responsibilities

Tobirama Senju founded the Anbu and restricted its size to prevent its extensive authority from becoming overwhelming. Foreign-village infiltration work was assigned to Root as another check on Anbu power. Hiruzen later attempted to reclaim that responsibility without much success 54 91 175.

Root developed into a separate department handling external operations and actions that the Anbu could not openly undertake. Its domestic activities also allowed Hiruzen to distance himself from operations lacking conclusive evidence 27 63 243.

Hiruzen’s Control During Minato’s Tenure

After Minato became Fourth Hokage, Hiruzen retained effective control of the Anbu through loyal personnel, including Director Murashima Takumi. Minato’s authority was rarely reflected in the organization’s decisions 8 40 90.

Kakashi’s transfer into the Anbu was intended to keep him occupied after severe personal losses. Hiruzen’s faction instead interpreted his arrival as an attempt by Minato to reclaim the organization, resulting in hostility toward the newcomer 3 8 10.

Danzō also infiltrated the Anbu, gaining access to classified mission information and securing Captain Kusunoki’s allegiance. Kusunoki’s death ended that foothold and created the vacancy through which Xia Yan rose to captain 29 75 89 110.

Xia Yan’s Rise

Xia Yan investigated the Anbu through his own work and Senju Clan resources, then supplied Minato with information about Hiruzen’s supporters and a captain connected to another patron 48 49.

His captain selection became another contest between the Hokage factions. Hiruzen altered the assessment rules in ways intended to undermine Xia Yan’s candidacy and Minato’s standing. Xia Yan nevertheless received command of the Third Battalion 90 110.

As captain, Xia Yan defended the Anbu’s independence when Root attempted to seize Pakura and declared Kakashi a missing-nin. He killed seven Root operatives; Minato and Hiruzen acknowledged that Root had acted without authorization, while also stating that Xia Yan would be punished for beheading them 159 160.

Nine-Tails Incident and Takeover

During the Nine-Tails crisis, Director Murashima Takumi prevented the Anbu from deploying to aid Konoha. Xia Yan killed him, mobilized the members, and directed their response to the destruction 168 176.

Minato subsequently appointed Xia Yan as Director. When Second Division Captain Zhu Wu rejected the appointment because it lacked Hiruzen’s approval, Xia Yan expelled him and killed him after he resisted. He dismissed the division’s members and ordered Kakashi to rebuild it 176.

Expansion and Political Influence

Xia Yan replaced the long-standing small-unit model with larger, regular formations. He pursued funding for expansion and developed the organization as a testing ground for administrative ideas he intended to use as Hokage 179 181 195 223.

The enlarged Anbu became a counterweight to Root. Shibi Aburame sent talented clansmen into its ranks to protect them from Danzō’s recruitment demands, and confrontations between the two organizations intensified. Root was permitted to expand alongside the Anbu, increasing pressure on smaller clans 230 237 239.

Xia Yan also launched a newspaper using Anbu intelligence and declassified documents. Its reporting exposed village affairs, promoted the organization, and challenged Hiruzen’s influence. Hiruzen considered creating a rival publication, while the newspaper’s reach eventually prompted negotiations with Ōnoki 236 248.

Later Leadership

After becoming Fifth Hokage, Xia Yan appointed Kakashi as Director. The Anbu remained one of his principal sources of support, with experienced personnel such as Pakura helping sustain its leadership 271 305.

In Konoha Year 60, Minato returned and accepted the directorship. Kakashi was reassigned to lead Naruto’s team 322.
