Appearance
- Public image: A young man with an immaculate suit, straight badge, and clean smile. His appearance helps earn him the media’s “Apollo” nickname 195 200.
- Signs of overwork: Pronounced dark circles, rolled-up shirt cuffs, and a loosened tie accompany his increasingly exhausting investigations 325 327.
- Undisfigured face: His face remains intact despite Chen Mo’s expectation that he could become Two-Face. Even after adopting the bearing of a mob boss, he is not disfigured 320 338.
- Relief work: By the time he is directing emergency operations, his shirt collar is so dirty that its original color is unrecognizable 341.
Personality
Harvey initially believes that Gotham can be repaired by making its laws function. He requests a transfer to the city, refuses mob money, and pursues evidence against influential people—including Bruce Wayne—without accepting wealth or apparent cooperation as grounds for exemption. Both Bruce and Chen Mo recognize that he takes on too much, pursuing the Holiday Killer, organized crime, and exploited children simultaneously 198 200.
His concern for vulnerable people is genuine, but his first solutions rely heavily on legal procedures. When Chen Mo challenges him about what endangered students will eat and where they will sleep that night, Harvey moves from discussing protection applications to arranging victim-assistance staff and voluntary contact collection 199.
Repeated obstruction erodes his commitment to due process. After killing Milos Grapa exposes a hidden financial route almost immediately, he finds the speed of violence disturbingly attractive. He later explicitly defends murder because it produces results that official requests do not 213 214 327.
As a boss, Harvey combines practical care with lethal authoritarianism. He pays workers, rejects opportunistic robbery, and personally carries injured civilians, but also declares that anyone defying his street rules can be killed. His protective aims survive his departure from the prosecutor’s office; his willingness to let institutions—or other people—limit his authority does not 328 336 338.
Abilities & Skills
Legal Investigation
Harvey builds cases through financial records, witness testimony, photographs, and formal requests.
- Connects Falcone-affiliated loan applications, a bank president’s refusal, and Johnny Viti’s orders to target that president 198.
- Recognizes that timestamps and consecutive photographs can establish a repeatable criminal operation using children 198.
- Traces returned funds to the B-4 reserve warehouse through an urgent bank acknowledgment 214.
- Demands written restrictions and a review when officials attempt to remove a senior city figure from the nuclear-bomb investigation 316.
- His cases remain vulnerable to missing witnesses, suppressed records, compromised colleagues, and procedural obstruction 214 326 338.
Undercover Work
- Agrees to impersonate Mickey Sullivan using a mask supplied by Batman. The sting exposes a concealed accounting room containing bombing money, a backup detonator, and records implicating Maroni and Falcone 203.
Firearms
- Uses a .22-caliber pistol to murder Milos Grapa, then stages the scene with a pistol and a snow globe in imitation of Holiday’s methods 213.
- Later admits that he fired the fatal shot and defends the killing as an effective means of advancing the investigation 327.
Organization and Emergency Response
Harvey organizes former gang members into a force capable of controlling streets and conducting relief work.
- Establishes neighborhood maps, duty rosters, vehicle management, communications, and assignments to remove drug dealers from streets near a school 327.
- Pays agreed wages and allows workers to choose whether to remain with him rather than join Roman Sionis 336.
- Directs evacuations, clears roads, rotates street guards, and helps move injured people himself 330 338 341.
- Operates within Chen Mo’s later relief system, where continued authority depends on managing resources, keeping accounts, and paying workers rather than killing rivals 362.
Equipment & Items
- Coin — Initially intact, without scratches or burns. Harvey first tosses it without consulting the result, contrasting its equal odds with Gotham’s unfairness. Later, he attempts to use a toss to decide between surrender and continued killing; Chen Mo knocks it away before the decision is resolved 214 215 327 328.
- .22-caliber pistol — The weapon carried beneath his coat before Milos Grapa’s murder 213.
- Mickey Sullivan mask — Provided by Batman for the undercover operation following the bombing of Dent House 203.
Story Role / Major Arcs
Arrival and the Holiday Investigation
Harvey arrives in Gotham with a reputation as a young anti-mob prosecutor. At nine in the morning, he publicly announces the reopening of the Holiday Killer investigation; that evening, he brings the files to Bruce Wayne and questions Wayne Enterprises’ contact with Falcone-affiliated companies 195 198.
Chen Mo’s photographs broaden the investigation to children working as couriers and lookouts while armed adults control the operation. Harvey wants each exploited child to support another charge against the adults responsible. Bruce objects to exposing the children’s locations, while Chen Mo insists that protection must include immediate food, transportation, shelter, and money—not merely eventual testimony and lengthy forms 198 199.
Dent House Bombing and Apparent Death
The mob targets Harvey after he begins uncovering its freight routes. An explosion destroys his home while Gilda is inside; Spider-Man rescues her, but cannot find Harvey among the wreckage 199 202.
Harvey survives with an injured right arm. Batman and Gordon conceal his survival, publicly declaring him dead so that Maroni’s watchers will believe the assassination succeeded. Spider-Man’s genuine distress helps sell the deception, damaging Chen Mo’s trust in Batman 202 203.
In hiding, Harvey questions the decision to leave Spider-Man uninformed, asking when their work is ever truly “over.” He nevertheless joins the sting against Mickey Sullivan, helping expose the bombing operation and mob accounts 203.
Milos Grapa’s Murder and B-4
During the Christmas investigation, Harvey confronts the gap between proving guilt and meeting people’s immediate needs. He believes Milos Grapa intimidates witnesses and carries Falcone’s death orders, but lacks sufficient evidence to prosecute him. He shoots Milos and leaves a Holiday-style scene 213.
Within twenty minutes, the resulting disruption helps expose the B-4 reserve account. Harvey recognizes how much faster the killing has moved the investigation than subpoenas, judicial signatures, or witness protection. He follows the financial lead to a warehouse containing cash, weapons, records, and imprisoned people 214.
Harvey helps Spider-Man remove captives, ledgers, hard drives, and payment records. He warns that burning the remaining money and records could damage the case, but Chen Mo proceeds. As the warehouse collapses, Chen Mo gives him a new lead: Alberto Falcone may still be alive and may be Holiday 215.
When Alberto appears at Wayne Medical Center and confesses to every Holiday case, Harvey remains uneasy. The confession arrives too quickly and threatens to conceal unresolved evidence. He later insists that a confession cannot replace proof 218 219.
Nuclear-Bomb Inquiry and Break with the Law
Harvey and Gordon discover documents linking a senior city official to the nuclear bomb’s collateral transaction. Ordered to omit the official from his inquiry, Harvey refuses, requests written justification, and prepares an appeal 316.
Further obstruction follows at City Hall. An official claims that warehouse records are incomplete, but the archives confirm that they have already been assembled. When Harvey tries to collect them, a newly imposed approval requirement blocks access again 325 326.
The official is subsequently murdered. Pollen on the victim’s clothes matches a plant at Harvey’s home, and scrutiny of his supposed bank-meeting alibi reveals a gap. Batman, Chen Mo, and Peter find Harvey at a bar, directing former Falcone and Maroni associates. The previously withheld documents have now reached his desk 327.
Harvey admits to killing both Milos and another person, arguing that violence succeeded where procedure failed. Faced with arrest, he proposes a coin toss: heads means surrender; tails means continued killing. Chen Mo strikes the coin away. Harvey then declares that he will become the boss himself and orders his men to hold off the heroes while he retreats 327 328.
Crime Boss and Relief Organizer
Harvey continues helping civilians after breaking with Batman. During Victor Fries’s attack, he directs armed men and helps get injured people into cover 330.
He recruits former gang members, pays them for work, and rejects anyone seeking to exploit the chaos through robbery. When Roman Sionis challenges him for hiring familiar men, Harvey lets the workers choose whom to follow 336.
While clearing evacuation routes with Spider-Man, Harvey explains another source of his disillusionment: a relief home had sold patients to laboratories, officials had accepted kickbacks, and prosecutors had obstructed the victims’ families. A care worker who reported the abuse was captured, drugged, and diagnosed as insane using the symptoms inflicted on her 338.
His organization subsequently helps evacuate a Relief Station, clear delivery routes, and guard damaged streets. Joker identifies these efforts as a target and orders Roman to provoke conflict among aid recipients 340 341.
During the alien invasion, Chen Mo coordinates Harvey and Penguin to move food, medicine, workers, and vehicles. Harvey is assigned to secure the streets and is explicitly subject to the same performance requirements as the other bosses 362.
Relationships
- Gilda — His wife. She survives the Dent House bombing with a broken leg, concussion, and smoke inhalation, and is later placed in a safe house arranged by Gordon 199 202 211.
- Bruce Wayne / Batman — Investigative ally who protects Harvey’s survival and repeatedly expresses faith in him. Their partnership breaks when Batman confronts his murders and attempts to arrest him 198 203 214 327 328.
- Chen Mo / Spider-Man — Initially a student reporter whose photographs Harvey wants as evidence; later a rescue partner and fierce opponent of his reliance on murder and chance. They continue cooperating in civilian relief despite that conflict 199 215 328 338 362.
- James Gordon — Police collaborator in the Holiday and nuclear-bomb investigations. Gordon helps conceal Harvey’s survival but also raises suspicions about his possible involvement in the Holiday killings 203 214 316.
- Milos Grapa — Falcone operative whom Harvey murders because he believes a successful prosecution is impossible. The killing becomes the precedent Harvey cites to justify further violence 213 327.
- Alberto Falcone — Holiday suspect whose sweeping confession troubles Harvey rather than satisfying him 218 219.
- Roman Sionis / Black Mask — Rival recruiter competing for former mob members. Joker later orders Roman to undermine Harvey’s relief operation 336 340.
- Oswald Cobblepot / Penguin — Initially a Holiday suspect in Harvey’s investigation; later another boss coordinating relief under Chen Mo’s direction 211 362.
