Background / History

Tobirama’s Disciple

Danzo was a personal disciple of Tobirama Senju and a childhood friend of Hiruzen Sarutobi. During the crisis that determined Tobirama’s successor, Danzo hesitated before volunteering to serve as bait; Hiruzen spoke first and received the Hokage position. Danzo remembered the missed opportunity as a lifelong humiliation 35 45 48.

By the Fourth Hokage election, his credentials included service in both the First and Second Shinobi World Wars, leadership of the Shimura Clan, and command of Konoha’s Eastern Front 90 94.

Land of Lightning Campaign

Danzo’s forces struggled against the Third Raikage and the Eight-Tails jinchūriki. Sakumo’s presence prevented the enemy from breaking the stalemate, but ordinary ninja continued dying to slow Kumogakure’s advance. At the field hospital, Danzo learned that only 138 of 324 wounded from the previous major battle remained alive. He promised to restore their missing limbs and identified Hashirama’s cells as a possible solution 35.

Takahashi Yū’s arrival prevented Danzo from losing an arm and an eye. When Yū later appeared wounded before nearly seven thousand Cloud ninja, Danzo intervened with fewer than ten companions, refusing to repeat the hesitation that had cost him the Hokage position 45 55.

After investigating events in Konoha through Root, Danzo became convinced that Hiruzen’s factional balancing endangered loyal soldiers. He also interpreted Yū’s question about a possible rumor campaign against Sakumo as a warning to protect his comrade and reject a distorted, mission-first interpretation of the ninja code 48 49.

Danzo subsequently invaded the Land of Lightning, combining military pressure with a public declaration of war. His aims included crippling Kumogakure, strengthening Sakumo’s political standing, and forcing opponents of the campaign to negotiate on his terms. He rejected immediately killing the daimyo because they were not ready for the political consequences 55 63.

Break with Hiruzen and Election

Danzo originally intended to make Sakumo the Fourth Hokage while conducting Hashirama-cell research under his protection. His own ambitions had expanded beyond the office toward reshaping Konoha and eventually challenging the wider world. His troops, however, increasingly demanded that Danzo himself take power 69 72.

The Land of Fire’s daimyo unexpectedly welcomed the returning army and awarded Danzo a Daimyo Half-Sleeve, while Sakumo received a Hokage Half-Sleeve. Back in Konoha, Danzo defended Sakumo against the elders and restrained supporters who wanted an immediate confrontation with Hiruzen 74 76 78.

Their friendship finally fractured when Hiruzen withheld Nine-Tails information on the grounds that only the Hokage could know it. Danzo ordered Root to publicize the Eastern Front’s achievements, the capital’s recognition, and Hiruzen’s conduct 80.

Hiruzen’s accusations that Danzo sacrificed comrades for achievements backfired when the casualty records revealed page after page of fallen Shimura. Danzo’s grief sharpened his determination to remove Hiruzen, while the public memorial transformed villagers’ suspicion into respect 85 87 88.

At the jonin conference, Danzo contrasted his settlement—half of Kumogakure’s mission revenue for ten years—with Hiruzen’s concessions. He formally challenged Hiruzen’s fitness, declared his candidacy, and won the Fourth Hokage election against Orochimaru. Shinnosuke then brought him the Hokage hat and robes before the customary handover had been completed 90 91 94 95.

Fourth Hokage and the Madara Operation

As Hokage, Danzo appointed surviving Shimura veterans to senior offices and supported Orochimaru’s research with Hashirama cells, Sharingan, the Scroll of Seals, and experimental subjects. He also adopted Minato and began arranging advanced instruction for him 97 103.

After learning the Rinnegan’s location, Danzo personally led Root and Takahashi Yū into the Land of Rain. He captured Yahiko, Konan, and Jiraiya, then threatened their lives to force Nagato to surrender himself. Following the operation, he offered to teach Yahiko how governance and resource distribution could address the causes of war 113 115 116.

Danzo then joined the assault on Madara’s Mountain Graveyard. His attempt to exploit an opening in Susanoo failed when Baku’s summoning ended abruptly, leaving his wind-infused kunai to snap against the restored defense. Minato’s summoning experiment at home had disrupted the technique at the worst possible moment 117 120 125.

Unification and the Empire

When Takahashi Yū disappeared, Danzo prepared Konoha for war and refused to regard Sunagakure’s surrender of Rasa as adequate compensation. After Yū returned from another world, Danzo learned about his increasingly dangerous counterpart there 147 165 192.

At Konoha’s twenty-first jonin conference, Danzo announced that Konoha would initiate the Third Shinobi World War. He argued that ninja, rather than hereditary nobles, should govern the Shinobi World and proposed the Land of Water as a pilot administration 218.

During the campaign, he arranged Kusagakure’s peaceful incorporation, promised to relocate its people without separating families, and used a portable Impure World Reincarnation scroll to bring Ōnoki back after Madara killed him. Danzo subsequently asserted his authority over Tobirama and Madara by postponing their proposal to release Kaguya in another world 226 230 232.

Later accounts credit his reforms with improving civilian life across a population counted at seventy million. Despite those gains, the Ōtsutsuki threat kept him focused on military and scientific preparation 248 264.

Resurrection and the Laboratory Crisis

Danzo helped select candidates for resurrection research, initially proposing one hundred slots and prioritizing deceased Laboratory researchers. Orochimaru’s explanation that cloning, soul techniques, and Rinne Rebirth could enable repeatable resurrection alarmed him with the prospect of widespread chaos 260 262.

Those fears became concrete when veterans began treating death as a recoverable inconvenience. During Orochimaru’s monstrous transformation, Danzo considered restricting resurrection and rejected the idea that the Empire should continually encourage research merely to produce an overwhelmingly powerful protector 281.

Shinnosuke’s cheerful willingness to suffer a fatal injury while protecting him prompted Danzo to demand a ban on Samsara Rebirth. After Sakumo helped resolve the crisis, Danzo supported his exhausted brother and learned that Yū had retained a means of collapsing Orochimaru from within through his implanted Seed 282 287.

Appearance

  • Main-world Danzo: Has a cold, aged face and narrow, intimidating eyes. Takahashi Yū’s intervention preserves both eyes and all four limbs 48 55 192.
  • Cursed seals: His exposed upper body is covered in cursed seals during his confrontation with Kumogakure 45.
  • Official clothing: Wears the Fourth Hokage’s hat and robes, and retains the red Daimyo Half-Sleeve decorated with the Land of Fire’s crest and the daimyo’s insignia 80 95 219.
  • Otherworld counterpart: Initially has bandages over his forehead and right eye, a badly injured right arm, heavy black clothing, and an X-shaped chin scar. After receiving the Wave Seed, he forms a red killing-intent eye in the empty socket 169 175.

Personality

Danzo combines genuine attachment to his soldiers with an expansionist vision for Konoha. He refuses to accept their deaths as routine losses, promises aid to disabled veterans, and publicly acknowledges his failures as commander. At the same time, he deliberately places his own clansmen at the front to motivate other troops and nearly kills a Shimura subordinate whose objections he considers narrow-minded 35 54 57.

Suspicion and political calculation are central to his judgment. He independently verifies Hiruzen’s account through Root, manipulates public opinion, and uses military victories to build political leverage. His restraint is strategic rather than pacifist: he rejects premature action against the daimyo and repeatedly prevents his supporters from destabilizing Konoha through an immediate coup 48 55 78 88.

His morality sharply distinguishes comrades from enemies. He pursues regenerative research to help wounded soldiers, yet supplies subjects for experimentation and enthusiastically approves weapons that turn captured enemies into infiltrators and suicide attackers. He becomes alarmed when one such weapon threatens to attach its atrocities permanently to the Shimura name 35 103 107.

His forceful public manner often conceals private embarrassment, excitement, or anxiety. He celebrates political opportunities only after dismissing his companions, panics over his followers’ extremism, and worries about facing his resurrected teacher. Minato’s destructive mishaps also bring out an exasperated paternal side 55 78 147 209.

Abilities & Skills

Wind Release

Danzo is explicitly recognized as a Wind Release master 63.

  • Vacuum Great Sphere: Fires a high-pressure wind projectile that scatters charging enemies; Baku’s suction greatly amplifies it against Susanoo 38 125.
  • Vacuum Serial Waves: Launches successive wind blades, used to decapitate a sensory ninja and destroy airborne signal flares 38.
  • Weapon infusion: Coats a kunai with Wind Release chakra. It cannot penetrate Madara’s restored Susanoo and breaks on impact 125.
  • Movement enhancement: Uses Wind Release to accelerate his approach to Konoha’s gate 77.

Cursed Seals and Restrictions

Danzo is an expert in restrictive techniques, though he acknowledges uncertainty when dealing with Nagato’s existing restrictions 117.

  • Self-Exerting Curse Binding Seal: Spreads black markings across a target and briefly immobilizes the partially transformed Eight-Tails 39.
  • Information protection: Places a seal on Dan Katō that blocks outside probing but also obstructs the Spirit Transformation Technique 286.
  • Restraint of reincarnated ninja: Uses a cursed seal to restrain Tobirama during communication with Old Danzo 243.

Summoning: Baku

Danzo summons the enormous dream-eating beast Baku, whose suction supports his Wind Release attacks 122 125.

  • Creates an opening against Madara’s Susanoo through powerful suction 125.
  • Enables a coordinated attack from behind while Madara struggles to maintain his defense 125.
  • The combination depends on Baku remaining summoned; its abrupt disappearance ruins Danzo’s finishing attempt 125.

Impure World Reincarnation

Danzo performs the technique using a portable scroll developed by the Laboratory 230.

  • Revives Ōnoki using blood from his remains and an unconscious White Zetsu 230.
  • The scroll reduces the practical requirement to knowing the technique’s hand seals 230.
  • The revived Ōnoki detects a controlling cursed seal within his brain 230.

Command, Intelligence, and Administration

  • Battlefield planning: Personally annotates maps, refines deployments to reduce casualties, and coordinates elite units against priority targets 35 54 55.
  • Morale building: Uses chakra-amplified speeches to turn defeat, grief, and resentment into collective resolve 54 64.
  • Political warfare: Employs declarations, intelligence releases, clan alliances, and public scrutiny to undermine Hiruzen’s position 63 80 82 90.
  • Delegation: Distributes village management sufficiently that routine administration continues during his absence 113.
  • Continuity planning: Never takes all three senior aides—Hideki, Arashi, and Masato—on campaign together, preserving leadership across the military, administration, and Root 201.

Otherworld Counterpart: Killing-Intent Manipulation

Old Danzo gains materialized killing-intent abilities after receiving Yū’s Wave Seed 171 175.

  • Forms a replacement eye and solid weapons from killing intent 175 194.
  • Extends killing intent like a hand to seize the Kubikiribōchō and wield it remotely beneath the sea 255.
  • Suspends Asuma and positions a killing-intent sword at his neck during negotiations 256.
  • Uses a Byakugan to observe distant fighting; its acquisition is not documented in the supplied account 255.

Equipment / Weapons / Items

  • Daimyo Half-Sleeve — Red ceremonial sleeve marking the daimyo’s recognition; Danzo uses it to establish political standing against Hiruzen 76 80.
  • Hokage hat and robes — Received from Shinnosuke upon becoming the Fourth Hokage 95.
  • Kunai — Used as a Wind Release weapon and in his coercion of Nagato 113 125.
  • Communication seals and scrolls — Used to summon Root personnel and relay operational messages 102 117.
  • Portable Impure World Reincarnation scroll — Laboratory-produced tool used to revive Ōnoki 230.
  • Scroll of Seals — Entrusted to Orochimaru for research; Danzo later intends to retrieve it to support Minato’s training 103.
  • Baku’s summoning scroll — Signed by Minato during his attempt to summon a member of Baku’s clan 125.

Relationships

  • Takahashi Yū — Sworn brother and central military ally. His intervention preserves Danzo’s body and career; Danzo later mobilizes Konoha to find him when he disappears 55 81 147.
  • Hatake Sakumo — Sworn brother and former adjutant. Danzo initially plans to make him Hokage; Sakumo instead supports Danzo’s candidacy 69 81 88 287.
  • Minato — Adopted son and prospective successor. Danzo nurtures his Wind Release talent and seeks additional chakra to expand his Flying Thunder God capabilities 103 147.
  • Hiruzen Sarutobi — Childhood friend turned political rival. Their break centers on military sacrifices, domestic factionalism, and Konoha’s direction 48 80 90.
  • Tobirama Senju — Teacher whose recognition Danzo deeply desires. After Tobirama’s return, Danzo eventually asserts the authority of his own office over him 55 209 232.
  • Orochimaru — Chief research partner and emergency successor. Danzo values his genius but later seeks limits on research that threatens the Empire 103 201 281.
  • Uchiha Fugaku and the Uchiha Clan — Political and military allies. Danzo accepts their support despite considering the clan dangerous, and directs Fugaku to include other clans and civilians in the Guard Unit 63 82 85.
  • Yamanaka Arashi, Aburame Hideki, and Shimura Masato — Trusted senior aides whose shared authority provides continuity across Konoha’s core institutions 201.
  • Yahiko — Student in political leadership. Danzo offers an approach to peace grounded in resources and governance rather than mutual understanding alone 115 116.
  • Sarutobi Shinnosuke — Hiruzen’s son, who addresses Danzo as his uncle. Delivers his Hokage regalia and later suffers a devastating injury protecting him 67 95 282.
  • Old Danzo — Otherworld counterpart. The main-world leader worries that his empowered counterpart’s methods may become dangerously extreme 192 232.

Otherworld Counterpart

A Different Eastern Front Outcome

Without Yū’s timely intervention, the Otherworld Danzo loses his right eye, suffers permanent damage to his right arm, and sees nearly all his Eastern Front subordinates wiped out. Fewer than one in ten Shimura survive; remaining elderly relatives and children abandon the compound and reject him as clan head. His increasingly secretive role leaves him believing that legitimate advancement to Hokage is no longer possible 169 171.

Yū establishes his credibility through knowledge of Root’s erased first operative, Shimura Masato, and the embarrassing origin of Danzo’s chin scar. Danzo accepts him as a brother and survives implantation of the Wave Seed 169 170 171.

Land of Water Campaign

Empowered Danzo turns toward Kirigakure, using spies, genjutsu specialists, recalled Root agents, and plans to provoke the Kaguya Clan. He initially intends to preserve much of Kirigakure’s strength and take it over, but Yū’s warning about Madara, Black Zetsu, and the Ōtsutsuki intensifies his urgency 173 176 185.

By the time Kirigakure is sealed off, the Kaguya Clan has submitted to him and the Yuki Clan addresses him as Mizukage—a title he repeatedly rejects. His recruitment operations abroad later draw the Allied Shinobi Forces against him after Hiruzen exposes them 194 243.

During the naval confrontation, he exploits Konoha’s fear of reprisals and uses Asuma as a hostage. He also counters Hiruzen’s claims of justice by stating that no civilians have starved in his Land of Water during the first half of the year 256.

Deliberate Contrast with the Head of State

Old Danzo eventually treats his main-world counterpart’s conduct as a strategic opposite: where one is lenient, he will be harsh; where one is honest, he will deceive. He believes pursuing both approaches improves their chances against external enemies. His later priorities include exploiting the White Zetsu army and securing the Land of Water against infiltrators 274.

Trivia

  • Arashi and Hideki compile a booklet of Danzo’s sayings, including an entry about him cursing Sakumo for sharpening a blade near his tent 95.
  • His X-shaped chin scar comes from an accident while secretly practicing Wind Release, not the desperate battle he claimed in his youth 170.
  • He initially mocks the idea of using Izanagi repeatedly, asking whether anyone would implant a dozen eyes in their body 119.
  • Fugaku’s explanation of his behavioral genjutsu leads Danzo to recognize its resemblance to his Eastern Front supporters’ extreme political enthusiasm 118.
