Background / History
Accession and Clan Privileges
Hiruzen’s early authority as Hokage was contested. To secure his position, he ceded substantial powers to Konoha’s shinobi clans. The Hyuga retained autonomy, taxation rights, control over the distribution of military merits, and authority over Branch Family members. Most Main Family members could remain civilians, with only one family line required to serve as shinobi 12 111 141.
Once his position stabilized, Hiruzen sought to reclaim those concessions. He regarded the Hyuga and Uchiha as unusually independent clans capable of breaking away from Konoha. Hyuga Akira’s conflict with his own clan offered Hiruzen a way to weaken the Hyuga leadership without confronting the entire clan directly 12.
Hiruzen also supported Wood Release experiments, which were eventually halted. Tsunade and Orochimaru later became more distant from him because they feared that he and Danzō might experiment on Nawaki 205.
Second Shinobi World War
During the Second Shinobi World War, Hiruzen and Danzō remained firmly allied in defending Konoha. Akira assessed Hiruzen, Danzō, and Hatake Sakumo as the village’s only fighters then capable of independently holding an entire front; the future Sannin still operated together as a squad 98.
When the northeastern defensive line collapsed, Hiruzen arrived with Crow and the entire Anbu force. He intercepted Ōnoki’s attack on Akira with a black staff. Facing Hiruzen and the approaching Konoha shinobi, Ōnoki withdrew. Hiruzen then regrouped the survivors at the central camp and committed to holding the position himself 110.
Akira’s long-range Fire Release attacks revealed a use for the Byakugan beyond scouting and close combat. Hiruzen began investigating whether other Hyuga could reproduce that battlefield dominance. Unable to award Akira military merits because of the village’s agreement with the Hyuga Main Family, he instead granted access to Konoha’s ninjutsu collection 111.
Hiruzen refused to let Akira provoke further fighting on the quieting Iwagakure front. Their disagreement ended with Hiruzen approving his return to Konoha for recuperation 112.
Reclaiming Hyuga Authority
After Akira publicly resisted the Hyuga Clan, its leaders appealed to Hiruzen for assistance. Hiruzen suppressed publicity surrounding the incident but used the opportunity to revoke privileges: the clan could no longer maintain private troops, and every Main Family member with shinobi talent had to attend the Ninja Academy. He refused its request to help take Akira down 141.
Despite benefiting from Akira’s resistance, Hiruzen asked him not to remove the remaining Branch Family members’ Caged Bird Seals. Akira demanded Impure World Reincarnation in exchange. Hiruzen rejected that demand but agreed to provide eight genjutsu from the village repository 142.
Hiruzen also allowed Akira’s promotion to jōnin to stand after Danzō approved it over the objections of Mitokado Homura and Utatane Koharu. He subsequently escorted Akira to the ninjutsu collection stored at his home 142 143.
Sakumo’s Popularity and Akira’s Suspension
Sakumo’s growing reputation made him a popular prospective successor. Hiruzen remained unwilling to surrender the position merely because others expected Sakumo to inherit it. When Danzō proposed destroying the villagers’ recognition of Sakumo, Hiruzen offered no objection and continued smoking in silence 195.
Separately, Hiruzen refused to believe Akira’s admission that he had killed the Kazekage. Sunagakure had concealed the death, leaving Hiruzen without confirming intelligence. He suspended Akira from duty and confiscated his forehead protector rather than impose a harsher punishment 189.
After Kushina became the new Nine-Tails jinchūriki, Hiruzen anticipated that other villages would exploit the period before she matured. He restored Akira’s jōnin rank and sent him to the Land of Bears to monitor Kirigakure, granting temporary authority to command the entire camp if war began 200.
Third Shinobi World War
As the Kazekage’s disappearance destabilized the Land of Wind, Hiruzen recognized that another world war was approaching. He regretted dismissing Akira’s earlier confession and losing the opportunity to exploit Sunagakure’s weakness 210.
At the outbreak of war, he appointed Akira commander-in-chief of the Kirigakure front and Orochimaru commander-in-chief of the Cloud Ninja front 211.
Akira’s killing of the Mizukage transformed him into a potential successor whom Hiruzen could no longer easily contain. Hiruzen feared both losing authority and placing Konoha under an unrestrained, aggressively warlike leader. He ordered Akira to surrender command to Uchiha Fugaku and return to the village. The recall backfired: frontline shinobi rallied behind Akira and began questioning the Hokage’s motives 219.
Hiruzen subsequently tried conciliation, personally offering Akira a team-leader position. Meanwhile, the village’s shortage of shinobi led him to order early Academy graduations and assign Minato Namikaze a team of new graduates 221.
After Akira’s victories over Iwagakure and Kumogakure, Akira confronted Hiruzen in his office, forced him to his knees, and warned him to stop interfering and relinquish the Hokage position. Hiruzen accepted that he could no longer restrain Akira or continue obstructing Nawaki’s candidacy 228.
Peace Negotiations and Retirement
Following Kirigakure’s renewed offensive, Hiruzen again requested Akira’s assistance. Kirigakure’s eventual surrender brought the war to an end 230 234.
Hiruzen honored Konoha’s dead at the village cemetery. Later, Akira told him that he had killed Sakumo, attributing Sakumo’s wish to die to the actions of Hiruzen and Danzō 237.
During the postwar negotiations, Hiruzen prioritized avoiding renewed hostilities. Konoha ultimately received reparations sufficient only to cover its wartime losses, an outcome Akira criticized 242.
Hiruzen announced the selection of a new Hokage while supporting Minato through allied clans. Minato lacked an established power base, which would have allowed Hiruzen to retain influence; Nawaki’s supporters would not permit comparable interference 244.
Nawaki defeated Minato thirteen votes to eight in the elite shinobi ballot. Hiruzen handed him the Hokage hat at the inauguration, then transferred all his authority and returned to the Sarutobi Clan to retire 250 251.
Personality
Hiruzen combines an approachable manner with a strong attachment to political authority. Akira acknowledges that he is conscientious, rewards capable shinobi with important responsibilities, and can tolerate insults without automatically retaliating. Their earlier exchanges frequently involve arguments and banter rather than formal punishment 91 112 220.
That tolerance narrows when someone threatens his position. His dealings with the Hyuga, Sakumo, and Akira show a preference for indirect pressure, negotiated concessions, and allowing Danzō to act rather than intervening openly himself. Akira considers this passivity a serious failure of leadership 192 195 220.
Hiruzen is more cautious about war than either Akira or Danzō. He prohibits unnecessary provocation and accepts limited reparations to avoid renewed fighting. By the approach of the Third Shinobi World War, the prospect of experiencing another world war leaves him visibly weary 112 210 242.
His refusal to disturb the First Hokage’s rest also establishes a boundary on Danzō’s proposals for strengthening Konoha 12.
Abilities & Skills
Five-Nature Ninjutsu
Hiruzen is proficient in ninjutsu using all five chakra natures 153.
- Akira describes his offensive output as comparable to an artillery battery 178.
- Despite his versatility, Hiruzen acknowledges that he has not reached Hashirama Senju’s level 153.
Fire Release: Nine-Headed Dragon Technique
Hiruzen learns Akira’s technique after observing its battlefield effectiveness 111.
- Produces a nine-headed fire dragon with greater range and power than the Great Fireball Technique 111.
- Requires exceptional chakra control; Hiruzen can barely execute it 111.
- Its S-rank classification reflects its learning difficulty, not simply its destructive power 111.
Close Combat and Staff Fighting
Hiruzen remains dangerous at close range despite his emphasis on ninjutsu 178.
- Uses a black staff to intercept Ōnoki’s rock fist 110.
- Their clash generates winds powerful enough to uproot surrounding trees 110.
Military Command
Hiruzen directs Konoha’s deployments, frontline appointments, and emergency defensive measures 110 200 211.
- Personally stabilizes the Iwagakure front after its northeastern line collapses 110.
- Grants battlefield commanders authority over entire camps and fronts 200 211.
- Authorizes early Academy graduations when wartime casualties leave the village short of shinobi 221.
Equipment / Items
- Black staff — Used against Ōnoki’s rock fist; its identity is not specified in the supplied passage 110.
- Smoking pipe — A frequent accompaniment to his deliberations. His longstanding pipe snaps when he sees the Mizukage’s corpse 195 219.
- Hokage hat — Worn throughout his tenure and formally passed to Nawaki at the Fourth Hokage’s inauguration 12 250.
- Crystal ball — Used to observe scenes within Konoha; Akira finds him viewing a hot spring through it 203.
- Konoha ninjutsu repository — Stored at his home under his protection. Access and repeat visits require his approval 143.
Relationships
- Shimura Danzō — His closest political ally and dear friend. Hiruzen tolerates considerable overreach from him, although their unity deteriorates as they compete over Akira’s growing influence 142 216 219.
- Hyuga Akira — Initially a useful ally against Hyuga autonomy and a valued battlefield asset. Their relationship becomes openly adversarial when Akira’s strength and popularity threaten Hiruzen’s control 12 111 219 228.
- Tsunade — His student. Her fear that Hiruzen might support experiments on Nawaki contributes to their estrangement 195 205.
- Orochimaru — His student and an appointed wartime commander. Like Tsunade, he grows wary of Hiruzen because of the Wood Release experiments 205 211.
- Jiraiya — His student; unlike Tsunade and Orochimaru, he remains unaware of their concerns about Hiruzen experimenting on Nawaki 205.
- Hatake Sakumo — A major military asset and popular prospective successor. Hiruzen does not oppose Danzō’s proposal to destroy his public standing 98 195.
- Minato Namikaze — Hiruzen’s preferred successor, supported partly because his shallow political base would leave room for Hiruzen’s continued influence 221 244.
- Nawaki — His eventual successor. Hiruzen initially suppresses his candidacy, but relinquishes the office after Nawaki wins the selection 228 250.
- Mitokado Homura and Utatane Koharu — Fellow village leaders who challenge Akira’s promotion and later advocate punishing him, despite Hiruzen and Danzō recognizing that they cannot safely control him 142 236.
