Background / History

Hiruzen inherited the Hokage position from the Second Hokage. His teacher’s distrust of the Uchiha strongly influenced his leadership: he refused to expand the clan’s authority and treated its growing influence as a threat even without evidence of rebellion 27 123 136.

He trained Orochimaru, Tsunade, and Jiraiya, favoring Orochimaru as his intended successor. Hatake Sakumo’s military achievements made him another leading candidate, but Hiruzen regarded their lack of a personal connection as an obstacle to retaining influence after retirement 27 50 75.

Personality

Hiruzen presents himself as an amiable, authoritative leader, but closely guards his position. He becomes suspicious when Sakumo’s reputation wins greater cooperation from the clans than his own authority can command. Later, he avoids pursuing an alliance partly because it would allow Uchiha Fugaku to emerge from the war with greater prestige 17 123.

His attachment to Danzō repeatedly compromises his judgment. On receiving an urgent request for reinforcements, his first relief is that his old friend remains alive; he initially dismisses the enemy responsible for Konoha’s defeat. Even after imprisoning Danzō, he arranges comfortable treatment and plans to release him after a few months 15 132.

Hiruzen also conceals information and manages appearances. He withholds Orochimaru’s reported death to preserve morale on the Sunagakure front, uses praise to inspire personal loyalty in Anbu, and privately considers hiding Sharingan-equipped Root members while publicly denying responsibility for attacks attributed to the Uchiha 15 27 85.

Despite these priorities, he can accept personal humiliation to prevent Konoha’s destruction. He negotiates alone when the village is desperate, names a successor in case he does not return, and relinquishes valuable techniques rather than expose civilians to an invasion. After his abdication, however, he remains deeply invested in Konoha’s claim to be the strongest village, viewing its decline as a judgment on his own legacy 135 136 200.

Abilities & Skills

Elemental Ninjutsu

Hiruzen specializes in ninjutsu and can combine multiple chakra natures. His Five Release: Great Combo Technique uses shadow clones to coordinate a large-scale elemental attack 130 150.

Technique Documented Use
Lightning Release: Roaring Thunder Fires lightning from his hands at airborne opponents; forces Didaze and Ōnoki to evade 125.
Water Release: Water Dragon Bullet Technique Supplies the water component of his Lightning Water Dragon Bullet 125.
Combination Ninjutsu: Lightning Water Dragon Bullet Combines Water Dragon Bullet with Roaring Thunder to launch an electrified water dragon 125.
Water Release: Great Waterfall Technique Floods the battlefield in an attempt to reduce clay-bomb damage underwater 127.
Lightning Waterfall Technique Used against Didaze during Konoha’s withdrawal; broken apart by Number 18 128.
Fire Style: Fire Dragon Flame Bullet Provides the fire component of his Wind Fire Dragon Bullet 128.
Wind Release: Great Breakthrough Combines with Fire Dragon Flame Bullet 128.
Combination Ninjutsu: Wind Fire Dragon Bullet Keeps Didaze occupied while Konoha retreats 128.
Five Release: Great Combo Technique Uses shadow clones and his full available chakra to intercept incoming clay constructs 130.
  • His ranged attacks can restrict Ōnoki’s freedom to attack, even while Hiruzen tracks another opponent 126.
  • His Great Waterfall is immediately annihilated by Didaze’s Dust Release bombs, and his ordinary ninjutsu cannot reliably stop successive Dust Release Bullets 128.
  • Forming hand seals leaves him vulnerable against the Third Raikage, requiring Minato’s support 150.
  • Breaking Didaze’s acid-filled constructs releases their contents over Konoha’s camp rather than safely neutralizing them 130.

Sensory Abilities

Hiruzen can identify familiar chakra and roughly locate an invisible opponent 114 125 126.

  • Confirms Orochimaru’s identity by sensing his presence 114.
  • Detects Didaze through Dustless Bewildering Cover well enough to direct Tsunade toward him 125 126.
  • Cannot perceive through the concealment as clearly as Jiraiya in Sage Mode; tracking two separated Didazes while fighting places him under considerable strain 126.

Summoning and Escape Techniques

Hiruzen has access to Enma’s summoning grounds through the Reverse Summoning Technique 134.

  • Escapes there after Orochimaru withdraws with Tsunade, leaving him alone against Didaze and Ōnoki 134.
  • Summons the Adamantine Staff during his nighttime assault on Iwagakure’s camp 123.

Sealing Knowledge

Hiruzen can undo Root’s Tongue Eradication Technique by gradually erasing it with chakra. The process requires time rather than an immediate release 132.

  • Understands the usage restrictions of Uzumaki-exclusive sealing techniques and selects them for a treaty exchange because he expects Iwagakure to lack suitable users 33.
  • Possesses access to sealing-technique collections, but handing over their records does not establish that he can personally perform every technique 33 136.

Battlefield Command

Hiruzen directs reinforcements, clan mobilization, surprise attacks, and withdrawals across Konoha’s fronts 15 17 123 128 149.

  • Keeps his nighttime attack secret from ninja below Jonin rank until mobilization, preventing embedded spies from warning Iwagakure 123.
  • Personally leads the opening charge, which kills nearly a fifth of Iwagakure’s deployed ninja 123.
  • Orders retreats when Didaze’s sustained Dust Release attacks make continued resistance untenable 128 134.

Equipment / Weapons / Items

  • Adamantine Staff — Summoned weapon used to kill Iwagakure’s guards at the start of his surprise attack 123.
  • Pipe — Frequently smokes while reviewing reports, negotiating, and making decisions 15 16 102.
  • Crystal ball — Uses it privately to watch women; Jiraiya also refers to this habit in his letters 15.

Relationships

  • Second Hokage — Teacher and predecessor who entrusted him with the Hokage position. Hiruzen adopts his warnings about the Uchiha but pursues a more exclusively punitive policy 123 136.
  • Shimura Danzō — Old friend and political collaborator whose misconduct Hiruzen repeatedly tolerates. Their relationship eventually includes demotion, imprisonment, and a conditional return to military service 49 76 132 148.
  • Orochimaru — Prized student and preferred successor. Hiruzen mourns his reported death, welcomes his return as a political lifeline, and names him as a fallback successor before negotiating alone 27 75 135.
  • Tsunade — Student and eventual successor. Their relationship deteriorates over concealed casualty reports and Hiruzen’s protection of Danzō; she later agrees to cooperate in removing him from office 37 49 50 194 200.
  • Jiraiya — Student who exchanges irreverent letters with him and later challenges his treatment of the Uchiha. News of Jiraiya’s death prompts Hiruzen to confront Iwagakure personally 15 85 114 115.
  • Hatake Sakumo — Powerful subordinate and potential successor. Hiruzen relies on his military reputation but fears his independent influence; their conflict culminates in Sakumo escaping Hiruzen at Root’s base and becoming a missing-nin 17 75 79 95.
  • Uchiha Fugaku — Clan leader whose growing prestige Hiruzen views with suspicion. As Konoha’s situation worsens, Hiruzen accepts Fugaku’s defense of the Sunagakure front and quietly tolerates Sakumo helping him 123 149 150.
  • Ōnoki — Rival Kage and negotiating counterpart. Their agreements twice require Konoha to surrender valuable resources to Iwagakure 33 34 136.
  • Didaze — Enemy initially dismissed as a limited threat, then recognized as difficult for Hiruzen himself to defeat. Didaze ultimately demands his exclusion from the surrender amnesty and kills him 15 17 204.
  • Hashirama Senju — Knew Hiruzen as a well-behaved child and unsuccessfully asks Didaze to spare him during the final surrender negotiations 204.

Story Role / Major Arcs

Initial Defeat on the Iwagakure Front

Hiruzen initially assumes Danzō’s defeat reflects insufficient manpower rather than an exceptional enemy. Confident in Sakumo’s victories against Sunagakure, he orders him transferred to the Iwagakure front and prepares to mobilize additional clan ninja 15.

The detailed casualty report reveals that only a quarter of the deployed ordinary ninja remain alive. The Hyuga and Aburame contingents have been destroyed, while several other clans have suffered devastating losses. Hiruzen decides to acknowledge his mistaken assessment partly to prevent all blame falling on Orochimaru and Danzō 16.

The clan heads agree to further deployments after learning that Sakumo will command the reinforcements. Their enthusiasm makes Hiruzen wary of Sakumo’s prestige. After studying Didaze’s recorded techniques overnight, he also abandons his earlier contempt for the Explosion Release user 17.

First Ceasefire with Iwagakure

After Orochimaru is reported dead, Hiruzen conceals the news from Tsunade and Jiraiya to stabilize the Sunagakure front. Meanwhile, Iwagakure threatens an alliance with Kirigakure and Kumogakure unless Konoha supplies sealing techniques 27 32 33.

Hiruzen negotiates a settlement intended to preserve the appearance of Konoha’s victory while limiting the practical value of its concessions 33 34.

Provision Settlement
Sealing techniques Five A-rank techniques, plus five each of the lower ranks requested in the negotiations 32 33.
A-rank selection Contract Seal, Reverse Four Symbols Seal, Four Symbols Seal, Adamantine Sealing Chains, and Tailed Beast Locking Seal 33.
Public agreement Declares Iwagakure’s surrender and lists one hundred million ryō in reparations 34.
Actual payment Hiruzen agrees that Konoha will pay Iwagakure fifty million ryō 34.

His attempt to make the exchange less useful backfires: Iwagakure shelters Nanako Uzumaki, who can benefit from the clan-exclusive techniques. The negotiations also weaken Sakumo’s faith in Hiruzen 33 34.

Uchiha Restrictions and Conflict with Tsunade

Danzō interprets Hiruzen’s silence as permission to intensify restrictions on the Uchiha, confining them and reducing their missions to menial work. Tsunade confronts Hiruzen, rejects his claim that Danzō acts for the village, and threatens to remove Root from the compound herself 46 48 49.

Hiruzen briefly accepts Danzō’s request to delay withdrawal, partly to test whether Tsunade still respects his authority as her teacher. He subsequently orders Root to leave, but Danzō disobeys, and Tsunade attacks the agents. Fugaku resolves to support her as the next Hokage 50.

The political fallout leads Hiruzen to cut Root’s funding, force it out of its base, and demote Danzō to honorary elder. Orochimaru’s unexpected return then offers him an alternative to backing either Tsunade or the independently influential Sakumo 75 76.

Sharingan Bargain and Five Kage Summit

Iwagakure supplies stolen Sharingan to secure Hiruzen’s support and deepen divisions between him and the Uchiha. Hiruzen refuses Danzō’s demand for half the eyes, conceding only one tenth 75 77.

At the Five Kage Summit, he supports Iwagakure retaining the Six-Tails. Later, when incidents involving Sharingan users further damage the Uchiha’s reputation, he privately suspects Danzō’s Root agents but does not disclose that suspicion to Tsunade and Jiraiya 77 85.

Personal Command in the Renewed War

Following Jiraiya’s death and Orochimaru’s report on Didaze’s nanoscale Karura bombs, Hiruzen leaves for the front with Orochimaru and Tsunade. He appoints Danzō Acting Hokage but expressly forbids Root from recruiting anyone 114 115.

After months of inactivity, Hiruzen launches a successful surprise assault on Iwagakure’s camp. The advantage does not last: Didaze and Ōnoki overwhelm Konoha’s strongest fighters with Dust Release, forcing a withdrawal. Didaze subsequently devastates the Konoha camp with acid-filled constructs 123 128 130.

Hiruzen also offers Kumogakure and Kirigakure ten percent of Konoha’s mission quota each in exchange for an alliance 129.

Danzō’s Imprisonment and Konoha’s Surrender

Learning that Danzō has continued coercive recruitment and antagonized Konoha’s clans, Hiruzen returns to the village, punches him into a wall, removes him from office, orders Root dissolved, and has him imprisoned. The captive clansmen return home, but clan support for the war remains minimal. Hiruzen privately concludes that he must step down once the war ends 132.

Iwagakure’s next offensive destroys Konoha’s position. After Orochimaru escapes with Tsunade, Hiruzen uses reverse summoning to flee; most of the remaining army is killed, while valuable commanders and clan successors are captured 134.

Hiruzen then accepts Didaze’s demands to recover the prisoners and prevent an invasion of Konoha 135 136.

Demand Concession
Mission quota One quarter of Konoha’s mission quota 136.
Revenue One third of Konoha’s annual revenue 136.
Sealing techniques The Land of Whirlpools’ complete sealing collection, including the Reaper Death Seal 136.
Wood Release techniques The complete collection of Wood Release ninjutsu 136.
Treaty A surrender and nonaggression treaty, replacing Konoha’s proposed peace agreement 136.

Didaze and Ōnoki publicly humiliate Hiruzen by patting his head before Iwagakure withdraws from the Land of Fire 136.

Remaining Fronts and Abdication

With Konoha still fighting three villages, Hiruzen releases Danzō and offers to restore his elder position if he can hold a front. Danzō receives the Kirigakure assignment with Orochimaru’s assistance, while Hiruzen, Tsunade, Minato, and the clan forces confront Kumogakure 148 149.

Hiruzen eventually stops prioritizing the suppression of Fugaku’s military reputation and tolerates Sakumo’s assistance against Sunagakure. Later, the Land of Fire’s daimyo threatens to terminate military funding unless Nawaki is sent to stop Kirigakure’s invasion 150 183.

After Nawaki’s death, Orochimaru makes cooperation against Danzō conditional on removing Hiruzen from office. Dan Katō accepts on Tsunade’s behalf. By the final campaign, Hiruzen has abdicated and Tsunade leads Konoha’s forces 194 200.

Death

Hiruzen participates in the decisive battle using combination ninjutsu against Iwagakure’s jinchūriki. He hopes the reincarnated Hashirama will defeat Didaze and preserve Konoha’s standing as the foremost shinobi village 200 201.

After defeating Hashirama, Didaze agrees to spare Konoha’s people but insists that Hiruzen must die because of his lust for power. Hashirama’s appeal for mercy fails 204.

When Didaze and Hashirama arrive at the battlefield, Hiruzen abruptly explodes into ashes. Orochimaru reacts with fear rather than grief, Tsunade remains calm, Fugaku shows satisfaction, and only Minato displays faint sorrow. Hashirama then urges Konoha to surrender under the agreement that everyone except Hiruzen will be spared 204.
