Background / History

Headquarters recruited and maintained records on ghost wielders before Yang Jian formally joined. It recorded resolved supernatural incidents as contributions that could be used to raise a member's rank, while assigning persons in charge to individual cities such as Dachang City 81 119 280.

Its principal facility is concealed in a mountain area outside J City. Access requires passage through multiple armed checkpoints; outside signals are blocked upon entry, and verified personnel are transferred onto an internal network 490.

Following the Ghost Messenger incident, Headquarters convened its highest-level ghost wielders and advanced the Captain Plan. Captains were intended to govern broad regions, form their own teams, receive priority supplies, and receive organizational protection 499 574.

The organization later suffered a major internal security failure when it was infiltrated and several detained vengeful ghosts—including the Starving Ghost and the coffin nail suppressing it—were stolen. Headquarters concealed the incident to avoid panic among ghost wielders 756.

Wang Xiaoming subsequently proposed Yang Jian for the Enforcement Captain position: a captain empowered to restrain and apprehend other captains. The position offered access to Headquarters' supernatural resources, except its imprisoned vengeful ghosts 1237. Yang Jian later became Enforcement Captain 1386.

During the King Organization's Ark Plan, Headquarters became the domestic center of resistance. Yang Jian declared war in its name, Headquarters mobilized captains and candidates, and its surviving forces ultimately helped destroy the remaining Kings 1406 1416 1503.

The war inflicted severe losses. Cao Yanhua later resigned due to illness, Wang Guoqiang assumed his position, and Headquarters was left with very few captains available for routine deployment 1555. By Yang Jian's return, its personnel had changed substantially and the organization was described as increasingly dilapidated 1585.

Organization and Operations

Facilities and Security

• Mountain headquarters — Located in an unmarked mountain area outside J City, reached by a concealed road and several armed checkpoints 490.
• Internal communications network — Mobile signals are cut off within the compound; approved personnel receive access through an internal network after identity verification 490.
• Conference base — High-level captain meetings are held in a mountain-carved air-raid shelter containing a large round table and assigned seats, without guards, staff, or communications equipment inside 499.
• Secret vault — Stores dangerous supernatural items. The location used to detain vengeful ghosts is classified even from senior personnel such as Cao Yanhua 503.
• Warehouse No. 2 — Holds consumable special supplies. Its access system uses multiple secured doors, separate keys, and a five-minute warning period before entry 1245.
• Gold-lined storage — Certain warehouse structures are insulated with gold, preventing supernatural phenomena from penetrating them 1245.

Resources and Records

• Major supernatural-event notebook — Records domestic and foreign incidents, including the unresolved S-class Island Nation Ghost Well Incident and other events of unknown level 490.
• Supernatural-item reserves — Holds special items obtained through past incidents; these are considered valuable but potentially dangerous to use 503 505.
• Special supplies — Warehouse No. 2 contained 1,500 ghost candles, death-substitute dolls, straw-rope circles, and ghost-repelling horns 1245.
• Ghost money — Holds three-yuan and seven-yuan joss paper submitted by earlier regional managers who did not know its purpose 1370.
• Emergency support — Provides captains with special treatment and supplies based on documented contributions, including Ghost Door and red ghost candles 912.

Relationships

• Yang Jian — Initially a prospective recruit, later Dachang City's person in charge, a captain, and eventually Headquarters' Enforcement Captain. His strength, independence, and ability to command other captains made him central to Headquarters' stability 81 1237 1386 1584.
• Cao Yanhua — Deputy Minister who convened major meetings, negotiated with captains, administered the Captain Plan, and supported Yang Jian's war against the King Organization 490 503 1407.
• Wang Xiaoming — Researcher and strategist who advocated appointing Yang Jian as Enforcement Captain and offered access to Headquarters' resources 1237 1238.
• Wang Guoqiang — Succeeded Cao Yanhua after his resignation; relied on Yang Jian's return to restore order and integrate the remaining supernatural forces 1555 1584 1585.
• Liu Xiaoyu — Operator and liaison assigned to Yang Jian, responsible for communication, reception, reporting, and administrative coordination 490 912 1533.
• Supernatural Forum — An independent organization outside Headquarters' jurisdiction. It later supported Headquarters in the war against the King Organization under Ye Zhen 779 1406.
