Arc 18The Council and the Tenseigan

Shinsei dismantled the daimyo’s authority, reorganized the Land of Fire, and prepared Konoha for new political challenges. As Kurenai’s team defended Hinata from Toneri, Shinsei arrived to face him, leaving their battle underway.

  • The daimyo sentenced Kazuma and his allies, but Madara killed the daimyo, then fought Shinsei before withdrawing after their clash revealed the risks of Shinsei’s new technique.
  • Shinsei rejected preserving the daimyo’s position and set Shikaku to plan its abolition, while Konoha established the Development Committee and sent Isamu Hyūga to reform a border outpost.
  • Shinsei hosted Kurotsuchi and Samui, discussed the political barriers to abolishing their own daimyo, and offered to share Konoha’s experience before ordering Shikaku to begin a plan.
  • Kurenai Yuhi rescued Hei Dalang and his mother, then helped Dago Village reclaim its grain and land from Kira while lowering taxes and teaching villagers chakra refinement.
  • Toneri confronted Kurenai’s team, claiming Hinata must marry him and revealing his plan to destroy and rebuild the world, and Hinata entered Sage Mode and fought back after Toneri injured her companions.
  • Hinata broke through Toneri’s defenses but was overwhelmed, refused his offer to spare her companions in exchange for marriage, and summoned Shinsei for help.
  • Shinsei evaded Toneri’s Truth-Seeking Orbs and attacks, destroyed his giant statue, and avoided Silver Wheel Reincarnation Explosion with a Shadow Clone as the real Shinsei appeared behind him.
Chapters 426–450 Vol. 5 Read

Ch. 426Notification

Kakashi pressured the daimyo to accept a public trial for Kazuma and the other missing-nin, and the daimyo agreed to hold one in three days. After the audience ended, the daimyo secretly sent an attendant to tell Madara Uchiha that he would give him what he wanted.

  • Kakashi stopped Sasuke from confronting the daimyo and warned that Konoha would act if the daimyo shielded Kazuma and the other accused missing-nin.
  • Shaken by Sasuke and the others, the daimyo left the hall, regained his composure, and returned to face Kazuma and the assembled ministers.
  • The daimyo declared the evidence against Kazuma conclusive and ordered a public trial in three days, asking Kakashi to inform the Hokage.
  • After Kakashi led Team 7 and the prisoners away, the daimyo secretly ordered his attendant to tell Madara Uchiha that he agreed to give him what he wanted.
  • Alone in the hall, the daimyo vowed that Konoha would not take the daimyo's position easily and urged Madara not to lose to Shinsei Senju.

Ch. 427Aunt Snake

Sora entered Konoha and watched its ninja take responsibility for Rock Lee’s drunken destruction of a fruit stall, challenging his assumptions about how ninja treated civilians. As he observed the Hokage Building, a strange woman approached him and introduced herself as Aunt Snake.

  • Sora entered Konoha disguised as an ordinary traveler and surveyed the peaceful village.
  • Rock Lee drunkenly crashed into a fruit stall, and the vendor grabbed him and demanded compensation.
  • Guy kicked Rock Lee into a wall, then ordered him to run laps as punishment for damaging the stall.
  • Rock Lee, Tenten, and Neji apologized to the vendor, paid for the damage, and helped gather the fruit.
  • Sora watched the Hokage Building and suspected the new Hokage, Shinsei, was inside.
  • A woman with golden, reptilian eyes approached Sora and told him to call her Aunt Snake.

Ch. 428Two kings

Aunt Snake persuaded Sora to meet her beneath Konoha Hospital by claiming she wanted to help him kill Hokage Shinsei and prevent another war. She betrayed him in a sealing chamber, drawing out the Nine-Tails’ chakra as Sora lost consciousness.

  • Aunt Snake told Sora that the Hokage’s unchecked military authority had caused past disasters and that Shinsei might plunge the Land of Fire into another war.
  • She offered to help Sora find Shinsei’s weakness and arranged to meet him that night behind Konoha Hospital.
  • Sora went to the hospital’s hidden underground chamber, where Aunt Snake claimed a formation could help him master the Nine-Tails’ chakra.
  • When Sora stepped into the formation, it sealed him in and drained the Nine-Tails’ chakra from his body.
  • Aunt Snake revealed that she intended to gather all power into the hands of someone worthy, then peeled away her face to expose a pale face with golden, slit-pupiled eyes as Sora collapsed.

Ch. 429The Girl Sora

Sora woke from her illness and accepted an injection of Hashirama Senju’s cells from Orochimaru, who hoped it would help her control Nine-Tails chakra. Shinsei reviewed Orochimaru’s plans for modifying civilian chakra, then the story shifted to a public reckoning in the capital of the Land of Fire, where the daimyo’s ministers and members of the Twelve Guardian Ninja knelt before the crowd.

  • Sora remembered that Orochimaru was her father and apologized for failing to control Nine-Tails chakra.
  • Orochimaru injected Sora with a solution made from Hashirama Senju’s cells, and Sora fell asleep.
  • Shinsei entered and revealed that he had altered Hidan’s memories, while Orochimaru discussed the limits of the Nine-Tails Chakra Modification Project.
  • Shinsei left to continue researching his Descent of the Thunder God Project.
  • Asuma watched former colleagues, including ministers and members of the Twelve Guardian Ninja, kneel in the capital square as the daimyo stared blankly from his throne platform.

Ch. 430The Daimyo's death

Fujiwara Munetsugu presented evidence against Kazuma, his accomplices, and corrupt ministers, and the daimyo sentenced them in a public trial. After Kakashi agreed to deliver Fujiwara’s letter to the Hokage, Madara Uchiha appeared in the daimyo’s bedchamber and killed him.

  • Fujiwara Munetsugu read out evidence showing that Kazuma, former members of the Twelve Guardian Ninja, and several ministers conspired against Konoha and the Hokage.
  • The daimyo sentenced Kazuma and three others to life imprisonment, removed the implicated ministers from office, and disbanded the Twelve Guardian Ninja.
  • Fujiwara Munetsugu gave Kakashi a letter for the Hokage and urged Konoha to appoint officials for the Land of Fire soon.
  • Kakashi told Naruto, Sasuke, and Sakura that their mission was over, and Team 7 prepared to return to Konoha.
  • The daimyo cursed Madara Uchiha in his bedchamber, and Madara appeared and beheaded him.

Ch. 431Interception

Naruto, Kakashi, Sasuke, and Sakura were ambushed by Obito and Madara Uchiha while traveling through the Land of Fire. The team fought back, and Madara raised his Perfect Susanoo as the battle escalated.

  • Obito appeared with the severed head of the Daimyo and tried to frame Naruto and Konoha for the Daimyo’s death.
  • Madara appeared behind the team, and Sasuke recognized his immense chakra with his Eternal Mangekyō Sharingan.
  • Naruto transformed into a five-tailed Tailed Beast Cloak, created shadow clones, and forced Obito to retreat after damaging his mask and breaking his chakra chains.
  • Sakura used the Strength of a Hundred Technique and the power of Hashirama’s cells to block two of Madara’s fire dragons and attack him.
  • Sasuke’s Susanoo pierced Madara’s chakra shield and grazed his shoulder, prompting Madara to summon his Perfect Susanoo.

Ch. 432Sage Art, Descent of the Thunder God

Shinsei joined the battle against Madara and Obito, using Sage Mode and unveiling Sage Art, Descent of the Thunder God. The chapter ended as Shinsei prepared to face Madara at extraordinary speed.

  • Minato arrived in time to teleport Madara's Susanoo blade away from Kakashi, then brought Shinsei to the battlefield.
  • Shinsei confronted Madara and Obito over their attack and the daimyo's death, while revealing that he had drawn Madara out to assess his strength.
  • Shinsei sensed that Madara's chakra had grown stronger and had begun to resemble the Six Paths-level Kekkei Mōra.
  • Madara leaped from Susanoo to fight Shinsei, who activated Sage Art, Descent of the Thunder God and accelerated his nerve signals with Lightning Release chakra.
  • Shinsei watched Madara descend in slowed time and challenged him to show his strength.

Ch. 433Side effects

Shinsei forced Obito into the Kamui Dimension and fought Madara, whose Rinnegan repulsion and Six Paths transformation made him a formidable opponent. Shinsei’s incomplete Descent of the Thunder God caused nerve damage, leaving him to face Madara with a power that could eventually paralyze him.

  • Shinsei rushed Obito, but Obito used Kamui to escape into the Kamui Dimension, where Shinsei expected to keep him from rejoining the battle.
  • Shinsei struck Madara with a lightning-charged senjutsu punch, sending him crashing through trees and into granite, but a brief nerve-signal delay stopped Shinsei from following up.
  • Madara regenerated his wounds and revealed that his chakra was beginning to fuse as his body underwent a Six Paths transformation.
  • Madara used Shinra Tensei, and Shinsei destroyed the force near him with a punch while the repulsion carved a crater farther away.
  • Shinsei felt Descent of the Thunder God burning and damaging his nerves, and he realized continued use could lead to paralysis.

Ch. 434Injuries

Shinsei fought Madara at extreme speed but sustained a serious shoulder injury and nerve damage, forcing both of them to acknowledge that neither could win before their limits gave out. Madara and Obito left, and Sakura began treating Shinsei as the others regrouped.

  • Shinsei evaded Madara’s Shinra Tensei and attacked from above, but Madara used Banshō Ten'in to pull him into a crash that injured his right shoulder and damaged his nerves.
  • Madara conceded that neither of them could achieve their goal in the short time available, and Shinsei let his Lightning Armor fade.
  • Madara summoned Obito and left through a Kamui vortex after telling Shinsei they would meet again.
  • Minato caught the exhausted Shinsei as his legs buckled, and Kakashi confirmed the battle was over.
  • Naruto complained that Kakashi had stopped him from fighting Madara, while Sasuke and Sakura responded; Sakura began healing Shinsei and urged him to classify the technique as forbidden.

Ch. 435The plan to abolish the daimyo

After returning to Konoha, Shinsei met with Tsunade and Shikaku to address the succession crisis following the daimyo’s death. He rejected Shikaku’s proposal to keep the daimyo as a ceremonial figure and ordered a new plan to abolish the position entirely.

  • Shinsei returned to Konoha with Minato, Naruto, Sakura, and Kakashi, then dismissed the group to rest.
  • Tsunade briefed Shinsei that the daimyo’s eldest son planned to seize the throne, while conservative nobles led by Matsumoto opposed the council’s authority.
  • Shikaku presented a proposal to divide power among ninja, civilians, and progressive nobles while reducing the daimyo to a ceremonial role.
  • Shinsei showed Kakashi intelligence detailing the eldest son’s abuses and secret experiments.
  • Shinsei rejected preserving the daimyo’s title and ordered Shikaku to prepare a plan to abolish the position.

Ch. 436Looking ahead and taking stock

Shinsei reviewed his battle with Madara Uchiha and documented the risks and limitations of Descent of the Thunder God while considering how to recover without using Hashirama cells. He kept his Mangekyō Sharingan dōjutsu secret and prepared for the political work ahead as the daimyo’s eldest son’s enthronement ceremony was moved forward.

  • Shinsei wrote that Madara’s Six Paths transformation was incomplete, that senjutsu-enhanced physical attacks could partly penetrate his defenses, and that sealing was more viable than trying to kill him outright.
  • Shinsei recorded Descent of the Thunder God’s nerve damage, uneven nerve replacement, defensive limitations, information overload, and incompatibility with his custom Flying Thunder God.
  • Shinsei rejected Orochimaru’s proposal to use Hashirama cells to repair his nerves because he feared rejection and disruption to his qi cultivation.
  • Shinsei reminded himself that he and Madara had both held back, and that his Mangekyō Sharingan dōjutsu remained an unknown trump card ahead of their final battle in three years.
  • Shinsei read Fujiwara Munetsugu’s secret letter and prepared for the moved-up enthronement ceremony, revisions to Shikaku’s plan, the Council’s representative roster, and the conservatives’ counterattack.

Ch. 437Ninjutsu Development Committee

After the daimyo’s death, Shinsei abolished the daimyo’s position and transferred the Land of Fire’s administration and military command to a new committee. Isamu Hyūga volunteered for an inspection assignment at a remote border outpost and spent the night before departure reviewing his Gentle Fist techniques.

  • Konoha villagers discussed the daimyo’s death and rumors that Shinsei had ordered his assassination.
  • A notice announced the Land of Fire Development Committee, unified military command, and garrison rotations, offering participating chunin and above an A-rank ninjutsu and cell culture fluid.
  • Isamu Hyūga, a nineteen-year-old Hyuga Branch Family chunin, decided to volunteer as an inspection ninja.
  • After waiting in line at the Hokage Building, Isamu received orders to report to the Northwest Border Third Outpost the next day.
  • The night before leaving, Isamu reviewed his Gentle Fist scroll and worried that the veterans at the outpost would not respect his abilities.

Ch. 438The perks of being Hokage

Isamu Hyūga received Hashirama cell solution and an improved Vacuum Strike Palm technique before leaving Konoha as an inspector ninja. He reached the northwestern outpost and asserted his authority, but its veteran captain challenged him.

  • Isamu Hyūga injected the cell culture solution, greatly increased his chakra reserves, and received a scroll containing an improved Eight Trigrams Vacuum Palm technique.
  • Isamu Hyūga left Konoha for the northwestern border, where he saw Konoha ninja replace the old daimyo’s flags with the Development Committee’s emblem.
  • Isamu Hyūga reached the third outpost on the northwestern border and presented his letter of appointment.
  • Isamu Hyūga ordered that all deployments, assignments, and supply allocations at the outpost required his approval, and the veteran captain questioned his age and experience.

Ch. 439The transformation of the ninja army

Isamu Hyūga used his enhanced chakra to demonstrate his strength, then investigated corruption and poor readiness at the Third Outpost. As Konoha completed its takeover of the Land of Fire’s garrisons, Shinsei ordered a second phase of training, and Isamu began turning the outpost’s soldiers into capable fighters.

  • Isamu Hyūga destroyed a thick stone wall with his Vacuum Strike Palm and won the Third Outpost soldiers’ respect.
  • Isamu Hyūga found serious supply-account discrepancies and inadequate training, then sent a reorganization report to Konoha.
  • Shikaku told Shinsei that most garrisons had completed their handover, and Shinsei ordered inspector ninja to retrain the troops.
  • Isamu Hyūga received the Development Committee’s directive making inspector ninja resident military instructors and assigning medical-nin and a Sealing Squad to each garrison.
  • Isamu Hyūga coached soldiers in Water Walking and set a ten-minute training goal, promising the first to succeed an extra serving of grilled meat.

Ch. 440Envoys

Isamu Hyūga settled into his posting at the remote Gobi outpost as tensions grew along the Land of Fire’s borders. Shinsei learned that forces from the Land of Earth and the Land of Lightning had gathered near the borders, then received envoys Kurotsuchi and Samui, who came to speak with him.

  • Isamu Hyūga watched soldiers train at the repaired Gobi outpost and reflected on his permanent posting and the pressures facing the Land of Fire.
  • An Anbu ninja delivered Shinsei intelligence reporting that troops from the Land of Earth and the Land of Lightning were moving toward the Land of Fire.
  • Shikaku Nara reported that both forces had stopped short of the border, and Shinsei concluded they were displaying force for their daimyo rather than preparing to fight.
  • Kakashi told Shinsei that Kurotsuchi and Samui had arrived at Konoha as envoys from the Land of Earth and the Land of Lightning.
  • Shinsei met the envoys with Shikaku and Kakashi, and Samui placed a personal letter from Lord Fourth Raikage on the tea table.

Ch. 441Exchange

Shinsei learned that Iwagakure and Kumogakure had sent troops to their borders only to satisfy their daimyo, while their Kage secretly hoped to study Konoha’s reforms. He offered to share Konoha’s technology and experience, then signed a scroll to begin a plan with Shikaku.

  • Kurotsuchi and Samui explained that their villages had independently sent troops to monitor each other, and Shinsei read letters confirming neither village intended to fight.
  • Shinsei asked whether Ōnoki and A wanted to abolish the daimyo, and Kurotsuchi and Samui described the political and economic obstacles holding their villages back.
  • Shinsei recognized that the envoys had come to assess whether Konoha’s Council system could be adopted in their villages.
  • Shinsei showed Kurotsuchi and Samui Konoha’s busy streets and offered to share technology and experience without conditions.
  • After the envoys departed, Shinsei signed a scroll and told Shikaku to begin the plan.

Ch. 442Spiriting away

Hei Dalang carried his elderly mother up the mountain to leave her in a cave because his family was running out of food. On his way back, he encountered Kurenai Yuhi and other figures in the woods, mistaking them for mountain gods before she identified herself as a ninja from Konoha.

  • Hei Dalang prepared to carry his mother up the mountain, while she brought unfinished shoes she had sewn for his unborn child.
  • Hei Dalang carried his mother to the Spiriting Away Forest and left her with food, water, firewood, and flint.
  • Hei Dalang bowed to his mother and began walking down the mountain, then spotted strange figures moving through the trees.
  • Hei Dalang mistook the figures for mountain gods and begged them to take his mother without letting her suffer.
  • Kurenai Yuhi approached Hei Dalang, told him she was a ninja from Konoha, and asked what had happened.

Ch. 443Ninjas, Not Mountain Gods

Kurenai Yuhi and her students rescued Hei Dalang’s mother and learned that Kira’s crushing grain tax had left Dago Village in desperate poverty. After giving Hei Dalang and his mother food, they accompanied them to the village, where Hei Dalang’s wife mistook them for collectors demanding grain.

  • Kurenai Yuhi introduced herself and her students as Konoha ninjas after Hei Dalang mistook them for mountain gods.
  • Hinata brought Hei Dalang’s elderly mother out of the cave, and the mother helped her son to his feet.
  • Hei Dalang told Kurenai that Kira took seventy percent of the village’s harvest and had killed the village chief for resisting.
  • Kurenai summoned food from a scroll and gave rations and water to Hei Dalang and his mother.
  • Kurenai and the others followed Hei Dalang to Dago Village, where his wife asked them to wait until the next harvest before collecting grain.

Ch. 444Teaching chakra

Kurenai and her team found a village suffering from starvation, then raided Kira’s estate and redistributed his grain. She announced new grain-tax and land policies and told the villagers they could learn chakra refinement, leaving them eager to begin.

  • Kurenai divided the village’s remaining food among its roughly 120 residents and sent Shino to scout Kira’s estate.
  • Kurenai confronted Kira, and Kiba, Shino, and Hinata subdued his guards while Kurenai killed a hidden attacker.
  • Kurenai took the granary key and had Hei Dalang and the villagers carry Kira’s grain back to the village for distribution.
  • Kurenai announced that grain taxes would be cut to five percent, old arrears canceled, and Kira’s illegally held land and property confiscated.
  • Kurenai announced that everyone in the Land of Fire could learn chakra refinement, and Hei Dalang asked whether the villagers could learn it too.

Ch. 445A new enemy

Hinata and Kurenai Yuhi finished helping nearby villages distribute Kira’s property and teach villagers to extract chakra, then set out for Konoha with a letter of thanks. Their journey stopped when Akamaru alerted them to someone hiding in the forest, and a white figure emerged.

  • Hinata, Kiba, Shino, and Kurenai Yuhi spent days distributing land and property and teaching villagers to extract chakra, while Hei Dalang became the only villager to succeed.
  • Hei Dalang gave Kurenai Yuhi pooled dry rations and a large letter of thanks bearing villagers’ handprints to deliver to the Hokage.
  • Kurenai Yuhi accepted the letter and supplies, and Hinata, Kiba, and Shino left as the villagers watched them go.
  • Akamaru barked at the forest path, and Kurenai Yuhi ordered the team to spread out and called for whoever was hiding to come forward.
  • A white figure emerged from the cedar forest.

Ch. 446A visitor from the moon

Otsutsuki Toneri confronted Hinata Hyuga and demanded she go with him to become his wife, revealing his plan to destroy the world and create a new one. Kiba attacked Toneri but was quickly repelled, leaving Kiba and Akamaru injured.

  • Otsutsuki Toneri introduced himself and said he had come to take Hinata Hyuga back.
  • Kurenai Yuhi refused to hand over Hinata, and Toneri explained that the Hyuga were descended from Hamura Otsutsuki and demanded Hinata marry him.
  • Kiba, Shino, and Hinata rejected Toneri’s claim of destiny, and Toneri revealed he planned to destroy the world with a divine artifact and rebuild it using Hinata’s Byakugan bloodline.
  • Kiba and Akamaru attacked Toneri with Fang Over Fang, but Toneri stopped them with a repulsive force and hurled them into a cedar.

Ch. 447Tenseigan

Kiba, Shino, Kurenai, and Hinata attacked Otsutsuki Toneri, but his repulsive chakra field repeatedly overwhelmed them. Hinata prepared to use a powerful technique while Kiba and Akamaru kept Toneri occupied, leaving the fight unresolved.

  • Shino used his kikaichū to obscure Toneri's vision, allowing Kurenai to attack, but Toneri repelled both the insects and Kurenai.
  • Hinata struck at Toneri with Gentle Fist, Eight Trigrams One Hundred Twenty-Eight Palms, but his barrier flung her into a tree.
  • Hinata thought of Shinsei and decided to use a technique that needed time, while Kurenai restrained Toneri with Genjutsu, Gold Binding Kill.
  • Toneri broke free of Kurenai's genjutsu, shattered her right shoulder, and sent her crashing into a tree.
  • Kiba and Akamaru repeatedly attacked Toneri with Fang Over Fang, but Toneri's repulsive field flung them away and left Akamaru limping.

Ch. 448Hinata's Sage Mode

Hinata entered Sage Mode and broke through Toneri’s repulsive barrier, but Toneri activated Tenseigan Chakra Mode and overwhelmed her. As her injured companions lay defeated, Hinata refused to surrender and prepared to fight on.

  • Shino restored his and his companions’ chakra with special kikaichū, then repeatedly attacked Toneri with insects carrying stones while Kurenai threw shuriken to delay him.
  • Hinata gathered natural energy and entered Sage Mode as Toneri defeated Kiba and Akamaru, exhausted Shino, and injured Kurenai.
  • Hinata charged Toneri, broke through his repulsive barrier with Gentle Fist, and forced him back for the first time.
  • Toneri activated Tenseigan Chakra Mode and blasted Hinata into a cedar tree, leaving her injured as he claimed she could not defeat him.
  • Hinata thought of Shinsei, rejected surrender, and took up the Gentle Fist stance again.

Ch. 449Shinsei arrives

Hinata fought Toneri with Senjutsu-powered punches, but he overwhelmed and injured her. As Toneri prepared to take her by force, Hinata summoned Shinsei, who introduced himself as Konoha’s Hokage and faced Toneri.

  • Hinata shattered Toneri’s repulsive barrier with a series of Senjutsu-powered punches and injured him through his Chakra armor.
  • Toneri entered his second Tenseigan Chakra Mode and battered Hinata with projectiles before striking her into a tree.
  • Toneri offered to spare Hinata’s companions if she married him, but Hinata refused and said she already liked someone.
  • Toneri gathered Chakra to take Hinata by force, so she activated a summoning scroll with her blood-laced Chakra.
  • Shinsei appeared, comforted Hinata, and introduced himself to Toneri as the Hokage of Konoha.

Ch. 450Silver Wheel Reincarnation Explosion

Shinsei fought Otsutsuki Toneri, countering his Tenseigan-created Truth-Seeking Orbs and destroying a gigantic stone statue with taijutsu. Toneri unleashed Silver Wheel Reincarnation Explosion, but the attack struck only a Shadow Clone, leaving Shinsei behind him as the fight continued.

  • Toneri summoned nine Truth-Seeking Orbs and sent them at Shinsei, who dodged and knocked them away after realizing they lacked Six Paths power.
  • Toneri turned the orbs into a storm of senbon, but Shinsei escaped with Flying Thunder God using chakra-infused water vapor as his medium.
  • Toneri used suction to clear the mist, then raised a gigantic stone statue from beneath the forest.
  • Shinsei broke the statue's arm and destroyed its emerald eye, bringing the statue down with taijutsu.
  • Toneri attacked Shinsei with Silver Wheel Reincarnation Explosion, blasting a massive crater into the forest.
  • Toneri found the crater empty and realized the Shinsei he had struck was only a Shadow Clone, while the real Shinsei stood behind him.
