History
The Imperium was originally created by the Emperor to consolidate humanity's resources for the Webway project. The Emperor regarded the state itself as a means to secure humanity's future rather than an end in itself, leaving it with deep structural flaws once the Webway project failed. 238
For millennia, Warp travel, slow communications, corruption, and inflexible local rule hindered Imperial governance.
