Overview
The Heavenly Realm is one of the Three Realms situated above the Ocean of Milk, alongside the Human Realm and Netherworld. It is home to gods, Gandharvas, Heavenly Maidens, and sages; the Brahma Realm lies above it. 2
Though its gods establish individual Divine Realms, the entire Heavenly Realm is fundamentally the Divine Realm of the Devraj. Its power flows to the throne's holder, strengthening that ruler and granting authority over the realm. 19 201

History
Decline and restoration
After Indra's fall from splendor, the Heavenly Realm deteriorated drastically: its cloud sea became foul mud, palaces were replaced by straw huts, and Gandharvas became dusty and sallow. 3 Garuda's storm later shook the weakened realm so severely that Surya, Vayu, and the other gods struggled to maintain a divine barrier. 4
The realm was subsequently restored through the manifestation of Sudarshana City and the cities and palaces of Vayu, Agni, Varuna, and Surya. This restoration renewed the gods' power and reaffirmed the Heavenly Realm as Indra's domain. 19
