Background & History

Otto was Kallen Kaslana’s fiancé five hundred years before the main events. He preserved himself by repeatedly replacing his body with Soul Steel, continuing to pursue Kallen and the means to overturn her death across centuries. His attachment to her remains the driving force behind his final project. 102 251

As Bishop of Schicksal, Otto closely monitored abnormal Honkai events. He analyzed the Oceania incident and concluded that Highmore was likely not a Pseudo-Herrscher, but Wendy’s intelligent companion Honkai Beast. He later orchestrated Rita and Durandal’s confrontation with Wendy specifically to force Highmore to reveal herself. 35 37 99

Otto also exploited crises to obtain intelligence and assets. He betrayed Jackal while disguised as Katherine, pursued Raven’s Third Divine Key, and treated Durandal’s failed retrieval as a useful test of World Serpent’s hidden combat strength. The operation also brought Schicksal’s Second Divine Key, Thousand Worlds Layered, to his attention. 55 56

He personally trained Dusk at Schicksal Headquarters, arranging tests of her painted creatures and later supplying more than a dozen art tutors. Otto planned to modify one of Schicksal’s God-Slaying Armors for her, although he forbade her from drawing Yae Sakura again and instead encouraged portraits of Kallen. 66

During the Oceania negotiations, Otto claimed that the Desire Gem project had been intended to preserve Wendy’s self-awareness after becoming a Herrscher. He accepted responsibility for Schicksal’s misconduct toward Wendy and Highmore, offering Wendy an S-rank promotion and leadership of the Oceania Branch. 103

Otto is calculating, theatrical, and willing to treat people as variables in a larger design. He favors open manipulation: rather than conceal his schemes entirely, he constructs situations where every available response benefits him to some degree. He deliberately provoked Theresa, Anti-Entropy, and Xia Ling before his final operation in order to accumulate hostility and push them toward the roles he required. 249 250 251

His ruthlessness is tempered by selective attachment. Otto is regarded as especially trustworthy when speaking of Kallen, and he shows genuine concern for Theresa’s future despite repeatedly manipulating her.
