Background

Modern Hydra emerged from remnants of the World War II organization associated with the Third Reich's SS and its pursuit of supernatural technology. Its survival depended on surrendering, infiltrating stronger postwar institutions, and exploiting their resources rather than confronting them directly. Hydra embedded itself across former Soviet territory, the United States, S.H.I.E.L.D., corporations, and government bodies. 409 414

Arnim Zola was central to this postwar survival. Captured early by the Allies, he supplied intelligence and used his scientific value to gain their trust through Project Paperclip, while secretly remaining loyal to Hydra. Hydra later preserved Zola as a digital lifeform, allowing him to continue directing research and operations. 409 407

Hydra arranged for the Parkers to investigate its activities, then eliminated Richard and Mary Parker after Richard uncovered evidence tied to its Budapest secrets. Baron Zemo personally participated in the plane hijacking and killed the Parkers after the Winter Soldier killed the crew. 50 422

By the time of the Avengers' formation, Hydra's plans had to change. Zola's predictive systems failed to account for the Avengers, Spider-Man, superhuman anomalies, and Captain America's survival. Zemo therefore sought to infiltrate the Avengers under a superhero identity, using a recovered Chameleon disguise mask and Alexander Pierce's S.H.I.E.L.D. connections. 109

Ideology

Hydra seeks an “absolute order” built on humanity's voluntary surrender of freedom. Its leadership intends to magnify public fear of supervillains, alien invasions, and superhumans until governments and civilians accept authoritarian control as protection. 109 422

The organization draws ideological inspiration from Set, an Elder God and the first demon god. A shrine beneath Strucker's castle portrayed Set as a humanoid figure surrounded by serpent heads; Strucker described Hydra's creed as seizing power from the ignorant and ruling them with it. 422

Hydra maintained a colossal underground city more than 700 meters beneath Strucker's castle outside Budapest. The facility was nearly 300 meters high, stretched tens of kilometers across, and included a Pantheon-like central complex, combat simulations, advanced armories, giant robots, and space for a self-sustaining population. 436 437
