Background / History
The Heavenly Dao is one of the three equal-status Daos of the Great Desolation, alongside the Earthly Dao and Human Dao, each governing different authorities. It seeks exclusive control over the world and suppresses the cultivation of Laws to prevent the emergence of Hunyuan Celestial Venerables, whose control over their own worlds would diminish its authority. 129 160
During the early history of the Great Desolation, the Heavenly Dao designed the intended decline of the Dragon, Phoenix, and Qilin Clans. Their survival and acquisition of Heaven-and-Earth authority altered its plans, cost it a portion of its authority, and contributed to the Great Dao Thunder that forced it into slumber. 16 38
Before its full awakening, it annexed the Demonic Path after Luohu's defeat and used it to encroach upon the Earthly Dao's authority. It also relied on Hongjun, its Dao Integrator, and repeatedly sought to prevent the awakening and strengthening of the Earthly and Human Daos. 236 246
The Heavenly Dao's will entered the Jade of Creation within its origin space. When it awakened after a long slumber, it manifested a transparent Dao Body composed entirely of laws and rules, then discovered that seventeen Hunyuan Celestial Venerables, the established Underworld, and Pangu's descendants had greatly altered the Great Desolation during its absence. 274 278
Appearance
When manifested through the Jade of Creation, the Heavenly Dao assumes a Dao Body rather than a conventional living form.

Personality
The Heavenly Dao is controlling, calculating, and intensely possessive of its authority over the Great Desolation. It views Hunyuan Celestial Venerables, the Earthly Dao, the Human Dao, and Pangu's descendants as threats because their growth limits its control. 160 558
It is willing to endanger living beings and destabilize the Great Desolation to remove opponents, including using Mysterious Demon Realms, forcing Saints into obedience, and planning to shatter the world when direct control becomes impossible. 354 522 531
Despite its arrogance, it becomes cautious or conciliatory when facing the Great Dao, Merit of World Creation, or the Pangu True Body. It yielded to Houtu's demand to alter the Heavenly Race into the Heavenly Human Race rather than risk Great Dao intervention. 443 610
As its position worsens, the Heavenly Dao becomes increasingly ruthless and desperate. During the final conflict, it empowers its Saints, orders several of them and their Three Corpses to self-destruct, and expends its last remaining Origin to form a temporary incarnation. 782 794 797

Heavenly Dao Authority
The Heavenly Dao governs heavenly authority in the Great Desolation and can impose suppression, issue Merit, alter rules, and influence beings connected to its authority.

Awakening and conflict with the Earthly Dao
The Heavenly Dao awakens to find its authority diminished by the Underworld, the rise of Hunyuan Celestial Venerables, and the actions of the Three Pure Ones and Twelve Ancestral Witches. It responds by releasing Hongjun, using him and Luohu as agents, and attempting to establish additional Heavenly Dao Saints. 278 389 409
Destiny, Star Gods, and the Demonic Path
It uses Old Ancestor Destiny to replace ordinary destinies with Heavenly Mandate, aiming to expand control and provoke division among Hunyuan Celestial Venerables. It also sacrifices the future potential of the Star God lineage for short-term growth and merges its consciousness with the Demonic Path after receiving little Merit from the teleportation array. 298 337 365
Opposition from the Earthly Dao
The awakening of the Earthly Dao and the transfer of Demon Tribulation to its jurisdiction further weaken the Heavenly Dao's position. Heavenly Race and Heavenly Human Race
Seeking forces loyal to itself, the Heavenly Dao supports Haotian and Yaochi's creation of the Heavenly Race. Houtu and the Hunyuan Celestial Venerable Alliance intervene, compelling it to accept the race's reformation into the Heavenly Human Race, subject to Earthly Dao Reincarnation. 442 443 444
Later, it uses Tianlu's body to create forty-eight Heavenly Race members, each at the peak of Grand Unity Golden Immortal. The act provokes hostility from the Great Desolation and results in a major loss of its authority. 543 545
Personal defeat and restriction
The Heavenly Dao personally intervenes to stop Nuwa's creation of the Human Race and the awakening of the Human Dao. The Sanqing and Twelve Ancestral Witches summon the Pangu True Body, which shatters its rules, takes control of the Jade of Creation, and splits its Dao Body with one axe strike. 577 580
Afterward, the Great Dao's will descends upon its origin space. Terrified, the Heavenly Dao acknowledges its unauthorized alteration of the Great Dao's ordained fate. Its injuries and backlash leave it unable to act personally, forcing it to rely on Saints and agents. 610
Later schemes
After the Great Desolation grows stronger, the Heavenly Dao resumes plotting from its origin space. It evolves the Earth Immortal Realm through Hongjun to weaken the destiny of the Sanqing and Twelve Ancestral Witches, later plans to use newly created worlds to evolve calamities, and ultimately breaks through to Supreme Zenith Heaven Primordial Golden Immortal before spreading tribulation seeds across four realms. 713 743 761
Four-realm war and entombment
Following its breakthrough, the Heavenly Dao turns the Great Desolation, Earth Immortal Realm, Mountain and Sea Realm, and Eternal Night Realm into interconnected battlefields. It uses tribulation seeds and the harvesting of causal power to pressure the forces of the Sanqing and Twelve Ancestral Witches while probing the limits of the Pangu True Body. 761 763 765
When the demonic tide begins to fail, the Heavenly Dao's will strengthens seven Heavenly Dao Saints and sends them against the Primordial Wilderness allied army. As the battle worsens, it orders several Saints and their Three Corpses to self-destruct, creating a devastating storm of laws. 782 794
In a final attempt to continue fighting, it fuses its remaining Origin into the law structures of Hongjun and Luohu, creating a temporary Supreme-realm incarnation. The Pangu True Body ultimately remains standing, and the Heavenly Dao Origin Space seals shut, entombing the Heavenly Dao's will rather than destroying it outright. 797 800

- Hongjun — Former Dao Integrator and frequently unwilling agent; the Heavenly Dao releases, restrains, interrogates, dispatches, and ultimately strips him of the Dao Integrator position according to its needs.
