Background / History
Garp was a veteran Marine of exceptional standing, with seniority comparable to the Admirals and Fleet Admiral. Although repeatedly offered an Admiral position—including a vacant seat—he consistently refused promotion. Marine Headquarters nevertheless gave him use of a vacant Admiral-level office in the Fortress of Justice, while ordinary Marines treated the title “Marine Hero” with absolute respect. 21 40
He fought alongside Bogard at the God Valley battle. His long-running pursuit of the Roger Pirates became legendary: the crews had clashed countless times, usually ending with Roger’s crew withdrawing rather than risking a prolonged Marine engagement. Despite this, Garp considered Roger a pirate friend and trusted that Roger would not seek to revive the Ancient Weapons. 32 38 46
At Polis Island, Garp intervened in the conflict involving Roger, Rayleigh, and Ortolan. He fought Roger directly, then chose to recover the unconscious Ortolan rather than continue the futile pursuit of Roger’s departing ship. Seeing Ortolan’s potential, Garp brought him to Marineford and advocated giving him a chance to join the Marines despite his connection to Charlotte Linlin and Bane Saronis. 33 34 36 37
Garp later became one of Ortolan’s principal mentors. He trained Ortolan’s Armament Haki, arranged his placement in Zephyr’s Officer Training Camp, and helped contain Ortolan’s full-moon berserk episodes through shackling and physical force. 37 38 53
Following Roger’s execution, Garp regretted his role in enabling the Great Pirate Era and was assigned by Kong to deal with the Freedom Army. His loyalty to Marine duty repeatedly conflicted with his relationships with Roger and his son, Dragon. 112
Garp learned of Roger’s peaceful life on Bartilra Island and met Roger privately before the latter surrendered to the Marines. Although he insisted that he was a Marine, Roger regarded him as a trustworthy friend and relied on him with an undisclosed request. 93 94
He later took leave in the East Blue to care for Dragon’s son, Luffy. Garp placed Luffy with the mountain bandit Dadan in Windmill Village and hoped to raise him into a Marine. 170 184 200 221

In a crisis, he immediately becomes focused and dependable. Sengoku and other senior officers trust his combat ability and response to major threats, as demonstrated when he was sent to Ranky Island and later committed to personally leading support fleets during the Whitebeard conflict. 58 63 360
Garp rejects the belief that a person’s morality is determined by their lineage. Though initially shocked by Ortolan’s pirate parentage, he ultimately maintained that good and evil are choices, not inherited traits. 36 37
He is unwilling to compromise on certain principles, a trait Kong believed made him unsuited to become Fleet Admiral despite being qualified for Admiral. Roger Pirates and Polis Island
Garp was dispatched alongside Sengoku as the Marines prepared for pirate conflicts involving Roger, Big Mom, and Shiki. He refused the vacant Admiral position, pursued the Roger Pirates to Polis Island, and fought Roger after saving Ortolan from Roger’s attack. 21 29 33
Ortolan’s Recruitment
After recovering Ortolan from the battlefield, Garp sought to recruit him. He accepted Ortolan’s stated desire to choose his own path despite his lineage, brought him to Marineford, and ensured his admission to Zephyr’s training program. 34 36 37 40
Ranky Island and MADS Operation
When Sengoku ordered the interception of the MADS research team, Garp abandoned his usual idleness and led the Dog Head Warship toward Ranky Island. He confronted Kaido and Charlotte Linlin while Ortolan and Borsalino secured Vegapunk. 58 63 65
Roger’s Surrender and Execution
Garp investigated Ortolan’s report that Roger was living on Bartilra Island, met Roger before his surrender, and led the Marine fleet to Loguetown for Roger’s execution. The Great Pirate Era that followed left him regretful and burdened by responsibility. 93 94 109 110 112
Mihawk Pursuit
