History

The World Government was founded more than eight centuries before the story's present era. Im states that the twenty kings united the world's slave owners and nobles, defeated the technologically advanced Great Kingdom, erased its history, and established the World Government; its later political and technological development absorbed elements of the defeated civilization. 448

Its membership fluctuated between roughly 170 and 200 affiliated nations. States joined by paying Celestial Gold, while those unable to pay could be stripped of membership. Countries expelled from the system frequently suffered turmoil, severe losses, or collapse within the following years; Ortolan interprets this pattern as deliberate intimidation intended to keep member states obedient. 53

Im gradually withdrew from direct administration: he largely stopped managing affairs around five centuries earlier and eventually delegated all major decisions to successive Five Elders. By the present era, the Five Elders functioned as the Government's practical supreme authority. 448

As Ortolan's New World forces expanded, the Five Elders became increasingly alarmed. They sought to transfer him out of the New World, replace him with Sakazuki, and prevent his regional command from becoming independent of Mary Geoise. 361 386

The Government's concern intensified when it discovered that Ortolan commanded hundreds of thousands of Marines and hundreds of warships absent from Marine Headquarters' records, while North Blue trade routes increasingly bypassed Mary Geoise through the Calm Belt. 404 405

Downfall

Purge of Marine Headquarters

After Ortolan rejected the offer to become a Celestial Dragon, the Five Elders planned a purge of Marine Headquarters. Their targets included Sengoku, Garp, Tsuru, Zephyr, and other influential Marines; Steel Bone Kong was secretly detained and used as the nominal source of orders. 405

The Government suspended Ortolan from his position as Governor-General of the New World and ordered him back to Marineford for investigation. New World Marines ignored the directive, blockaded access to their territory, and declared that they obeyed their Admirals rather than Mary Geoise. 411

Public Exposure and Civil War

The Government and Revolutionary Army fought an escalating information war after revelations concerning Celestial Dragon crimes spread across the world. The Government denounced hostile reports as illegal propaganda and blamed the Revolutionary Army, while multiple North Blue and New World nations withdrew from the affiliated-nation system. 422 427

With Sakazuki joining Ortolan, the Marines publicly declared war on the World Government and Mary Geoise. The reunited force became known historically as the “New Marines,” distinguishing it from the former Government-controlled organization. 436

Fall of Mary Geoise

The Government considered deploying Uranus against the advancing Marines, despite its limited energy supply and the danger of provoking Im's displeasure. 436 439

The Marines ultimately conquered Mary Geoise, annihilated the Holy Knights, routed the holy-land guards, and forced the Five Elders to announce unconditional surrender and the dissolution of the World Government. 452

Legacy

• The Government's eight-century accumulation of wealth in Mary Geoise was so vast that the Heavenly Abode alone was estimated to be capable of funding the Marines for twenty-five years. 452
