Doflamingo is a descendant of the Celestial Dragons whose unusual background makes Mary Geoise wary of his rise. Before entering the New World, the Donquixote Family operated as a North Blue mafia organization; Doflamingo ultimately chose piracy as the family’s path in the emerging Great Pirate Era. 113 140 141

He cultivated influence through intimidation, bribery, and decisive violence. To place Vergo within the Marines, Doflamingo bribed a North Blue Marine Colonel with gold, then ordered Diamante to silence the officer after the recommendation was secured. 113

Doflamingo later acquired a secret Marine file in the Intelligence Department. Ortolan identified him as a Marine who supposedly entered service in 1498, received promotions in 1500 and 1502, and held the registered rank of Rear Admiral while operating undercover among pirates and the underworld. 299 301 304

Alliance with Ortolan and Shichibukai appointment

Doflamingo meets Ortolan at Hot Spring Island and agrees to a cautious partnership founded on mutual benefit and mutual testing. Ortolan offers the Donquixote Family control of G-5’s illicit business while suggesting that Doflamingo act as his shadow in the New World. 131

After learning of the Shichibukai system, Doflamingo seeks Ortolan’s help in obtaining the title.
