Background / History

Early Wars and Regional Dominance

Konoha’s prosperity made it a target for rival villages. After Hashirama Senju’s death, resentment of its flourishing position helped trigger the First Great Shinobi War. In the Second War, Hanzo’s territorial ambitions drew Konoha into conflict with the Land of Rain and Sunagakure 100.

Konoha emerged victorious from the first two Great Shinobi Wars despite facing multiple villages. Its wealth, population, bloodline clans, and extensive ninjutsu collection subsequently encouraged its rivals to pursue a common objective: weakening Konoha to narrow the gap between the great villages 22.

Third Great Shinobi War

The Third Kazekage’s disappearance destabilized Sunagakure and opened the way for another major war. Kumogakure attacked the Land of Wind and declared war on the Lands of Earth and Fire, while Iwagakure pressured Sunagakure to launch a surprise attack on Konoha 100.

By Konoha Year 45, fighting several great villages was straining Konoha’s combat strength. The village accelerated academy graduations to replenish its forces. Sunagakure and Iwagakure’s alliance lost the Battle of Kikyo Mountain at the end of that year, but Konoha also suffered heavily during the wider campaign 30 48 50 54.

The destruction of Kannabi Bridge severed Iwagakure’s logistics and laid the foundation for Konoha’s victory. Minato Namikaze’s battlefield successes—including killing nearly a hundred Stone Ninja and holding his own against Kumogakure’s B duo—helped sustain the exhausted village 54.

Konoha nevertheless lost access to the Sannin’s combined strength. Orochimaru fled after his human experiments were exposed, Jiraiya departed to find him, and Tsunade quietly left once the war situation stabilized 54.

First Nine-Tails Rampage and Renewed War

In early October of Konoha Year 48, the Nine-Tails’ rampage killed Minato and Kushina Uzumaki and devastated the village. Minato sacrificed himself to seal the Nine-Tails within Naruto 106 107.

Hiruzen resumed the Hokage position and had to manage reconstruction, internal unrest, and a new Kumogakure offensive simultaneously. Kirigakure also began harassing Konoha’s borders, forcing the village to commit additional personnel to surveillance 107.

Konoha and Kumogakure officially formed an alliance in late autumn of Year 51. The negotiations were reportedly unfriendly, but the agreement allowed Konoha to enter a recovery period while containing Kirigakure through border defense 117 121.

Second Nine-Tails Rampage and Succession

A second Nine-Tails rampage killed Hiruzen and left Konoha rebuilding without a Hokage. The council supported Danzo as his successor, partly because his wealth could finance reconstruction, but Danzo declined and instead pledged assistance 352.

Jiraiya also refused the position and was sent to find Tsunade. By Konoha Year 57, she had become the Fifth Hokage, and the village entered a period of defense and recovery. Rumors attributed her return to Danzo’s intervention, though the price he paid was not disclosed 352 353.

War Against Obito’s Forces

Konoha sought alliances against the organization targeting the Tailed Beasts, pairing its appeal to Kirigakure with a proposal for economic recovery assistance 354 355.

Its diplomatic standing deteriorated as other villages criticized the number of powerful defectors originating from Konoha. The loss of the One-Tail intensified those suspicions and forced Konoha to surrender the Shinobi Alliance’s Supreme Commander position to the Fourth Raikage. Tsunade held the Chief of Staff position 357 359.

Jiraiya led a reconnaissance unit tasked with infiltrating the enemy base and eliminating Orochimaru. During the campaign, Konoha ninja encountered all four deceased Hokage resurrected through Impure World Reincarnation. The Hokage subsequently fought alongside the alliance, but even their combined efforts struggled against Obito after he became the Ten-Tails’ jinchuriki 359 361 362 365 369.

Economy and Commerce

Danzo’s Commercial Expansion

Rasa’s negotiations with Danzo establish a commercial alliance between Sunagakure and Konoha. Rasa appeals to Danzo’s devotion to the village and resentment of Hiruzen, while Danzo recognizes that wealth can provide political independence and influence 118.

Danzo’s businesses eventually spread across the Land of Fire, bringing employment and prosperity to impoverished settlements. His financial influence becomes substantial enough that Hiruzen seeks sponsorship from him and the daimyo gives him recognition 285.

  • Root Group: A major source of private wealth and potential reconstruction funding 352.
  • Uchiha Roast Duck: A prominent business that promotes Konoha’s culture and employs Uchiha clan members 271 352.

Trade and Industrial Competition

  • Sunagakure imports: Konoha purchases entertainment products and becomes a major customer for construction tools 267 330.
  • Fertilizer production: Konoha’s synthetic fertilizer reduces demand for Sunagakure’s natural product, prompting Sunagakure to launch “Sunakara No. 2” 330.
  • Commercial summit: Danzo organizes a gathering in Konoha to discuss the future of ninja-world commerce; increased arrivals require additional patrols 285 294 295.
  • Anti-piracy operations: Konoha and Sunagakure jointly dismantle illegal workshops. Kakashi’s role earns him the title “Anti-Counterfeiting Vanguard” 268 270 271.

Internal Affairs

Uchiha Integration

The Uchiha’s concentration in the Military Police Force limits opportunities to demonstrate their contributions outside the village. Since Tobirama’s era, only a small number have been permitted to undertake external missions; Hiruzen later relaxes those restrictions for several members each year 48 184.

After the first Nine-Tails rampage, suspicion of the mysterious Mangekyo user compounds existing resentment toward the police force. The clan is moved away from central Konoha and remains under surveillance 107 246.

  • Fugaku considers relinquishing the clan’s guard-force position, but other clans resist 76.
  • Shisui advocates participation in public competitions to demonstrate loyalty and improve relations with the village 184.
  • Tournament participation improves perceptions of the clan, particularly through Shisui’s efforts to protect his teammates 184.
  • Commercial work creates another avenue for clan activity through Danzo’s roast-duck business 271.

Naruto’s Treatment

  • Villagers discriminate against Naruto because he carries the Nine-Tails 121.
  • Hiruzen wants him to experience warmth rather than bullying, while opposing Danzo’s intention to treat him as a weapon 122.
  • A Sand Ninja shop attendant welcomes Naruto as a customer when other establishments reject him 121.
  • After the second rampage, Jiraiya takes Naruto traveling to relieve village pressure, support his development, and reduce Danzo’s influence 353.

Commercial Tax Dispute

A proposed 17% commercial tax encounters opposition from clan heads. The Kurama clan argues that ninja businesses supplement mission income and that taxing those who already risk their lives for Konoha contradicts the village’s principles 249.

Hiruzen’s frustration with Danzo’s wealth also leads him to consider whether the Shimura clan’s assets could be confiscated to fund Konoha. Homura warns against provoking Danzo 256.
