Geography and Government

• Location — Uruk stands on the Mesopotamian plain between the Euphrates and Tigris rivers, rather than directly on either riverbank 140.
• Royal authority — The Royal Palace Divine Tower serves as the ruler’s residence and administrative office. Gilgamesh rules Uruk for more than 500 years; Samael later becomes its Shepherd King 18 48 148.
• Other institutions — The sacrificial grounds, priestess quarters and Astrology Platform are centers of religious and magical work. Siduri serves as high priestess 48 49 55.

Defenses

• Absolute Demonic Beast Front, Babylonia — Gilgamesh orders this fortress built on the northern wall to stop beasts advancing from the Fir Forest 14.
• Northern garrison — Leonidas trains Uruk’s soldiers and commands its northern defense. Aerial beasts later expose gaps in the city’s protection 46 52 56.
• Solar Calendar Stone — During the flood, its light and the city’s magical formations shelter Uruk from the darkness and rising water outside 144 148.

History

Gilgamesh prepares Uruk for threats on every side: rising water, plague, spreading rainforest and demonic beasts. He prioritizes the mobile beast tide and orders the construction of Babylonia 14. As other settlements fall, refugees and their traditions converge on Uruk 55 147.

The city suffers repeated attacks. Wyverns cross the northern defenses, and the Beast Goddess’s forces later strike Uruk while Gilgamesh is incapacitated. Siduri takes charge of its affairs until he returns 56 97 109 113. Samael subsequently directs preparations and defensive operations as Shepherd King 135 148.

When Apsu’s awakening brings a world-engulfing flood, Uruk becomes an isolated sanctuary for people, animals, plants and natural monsters. Around 20,000 people initially remain within its protection, but six days of defense cost nearly 5,000 lives 148. The city is further flooded and damaged in the battle that follows, with roughly 10,000 survivors sheltered near the royal tower 151. Uruk is later shown rebuilding and holding a celebration for its survivors 173.

Much later, Samael returns to a thriving Uruk, with cultivated fields, residents and creatures living around the city 730.
