Governance and Membership
- The Star Alliance built its reputation on “benevolent governance”: it replaced local systems judged corrupt or incompatible with its order, while helping affiliated states address weak administration and political decline 1833 1920.
- Its internal framework was designed to restrain pirates’ lawless conduct. Early pirate recruits could remain if they accepted discipline, abandoned their former conduct, and adapted to the alliance’s rules 1683 1935.
- Membership expanded through the incorporation of pirate crews, neutral kingdoms, local factions, and corporate groups. Candidates were screened, with those deemed sincere assigned into fleets or other suitable positions 1790.
- The alliance invested in education and management talent through institutions in the Ashil Kingdom, reflecting an emphasis on governing territory rather than relying solely on force 1998.
- Following a later policy shift, the alliance stopped accepting pirate surrenders entirely and declared pirates obstacles to its intended new order 2040.
Military Assets
- Starship — Ronglin’s small, flagless vessel and the alliance’s core warship. Built from rare seabed driftwood described as harder than steel and resistant to blades; it was later escorted and pulled underwater by the Kraken and Bald Sea Monster 1760 1799 2053 2078.
- Nebula — A massive warship intended for the future Alliance Leader. It carried more than 400 triple-barreled cannons and was mistaken by outsiders for the alliance’s central flagship 2053 2078.
- Kraken and Bald Sea Monster — Deep-sea creatures recruited as Starship escort guardians; the Kraken substantially increased the vessel’s underwater speed 1799.
- Phantom Group Devil Fruit force — Recruits trained intensively to develop their Devil Fruit abilities. Zoan users were taught that awakening could grant exceptional vitality 1665.
History
Formation and Early Expansion
Ronglin established the First Fleet to protect the Ashil Kingdom and authorized the formation of the Fourth Fleet to absorb and discipline smaller New World pirate crews. Moria was selected for the First Fleet’s command, while Capone received command of the Fourth Fleet 1626.
In its earliest stage, the Star Alliance had formed several departments but lacked the foundation of long-established powers. Ronglin and Jinbe began seeking personnel for the Phantom Group both inside the alliance and across the New World 1635.
The alliance’s victories against the Pirate Alliance elevated Hawkins and Capone’s reputations, while Star Lord’s live broadcast brought the organization unprecedented public attention. Nations dissatisfied with World Government corruption began seeking Star Alliance protection and assistance 1665.
Ronglin’s recruitment of Drake and his crew further established the Star Alliance as a destination for prominent pirates. Its expansion nevertheless outpaced internal control, allowing undisciplined and hostile recruits to emerge within its ranks 1681 1683 1693.
Internal Strife and the Kerris Island Disaster
As the alliance’s power approached Yonko-level influence, its membership split between advocates of war against the BIGMOM Pirates and those favoring continued consolidation. Six lords and their 36 islands publicly demanded war, overwhelming the anti-war position 1736 1750.
The crisis escalated into rebellion and external manipulation. Six lords defected, the alliance lost more than half its territory, and the Pirate Alliance attacked Kerris Island while disguised as merchant ships 1751.
Anrield led the Third Fleet to defend Kerris Island despite the danger of a Marine and CP0 encirclement. The fleet could not break the Pirate Alliance’s defenses and ultimately suffered annihilation; the island was sunk during the conflict 1755 1759 1776.
The wider unrest lasted two and a half months. The Star Alliance suffered more than 50,000 casualties, extensive island destruction, and economic losses estimated in the tens of billions of Belly 1789.
Reconstruction and the Ten Thousand Nations Alliance Summit
Ronglin retaliated against the forces exploiting the alliance’s weakness, then ordered reconstruction aid and personnel to help displaced civilians. Donations, manpower, and support arrived from numerous kingdoms in response 1789.
Dressrosa became a prominent supporter when Princess Rebecca arrived as an envoy and offered her kingdom’s submission. Ronglin used the subsequent surge of diplomatic interest to announce the Ten Thousand Nations Alliance Summit, intended to unite forces against the existing corrupt order 1789.
The summit attracted representatives from nations, pirate factions, local powers, and corporate groups on a scale described as exceeding even the World Government’s World Conference. The First Fleet sealed the venue’s perimeter while Jinbe and Moria inspected incoming envoys 1876.
At the gathering, Ronglin presented the alliance’s rules and secured the Mermaid Clan’s participation through Princess Shirahoshi and Prince Shark Star. The event was undermined by poison, infiltrators, and internal panic, but it became the basis for the alliance’s broader international expansion 1878 1883.
Defeat of the BIGMOM Pirates and Consolidation
The Star Alliance ultimately defeated the BIGMOM Pirates during their invasion of the Ashil Kingdom, capturing Charlotte Linlin and routing her force within a day 1926 1937.
Rather than exterminating the defeated Charlotte Family, the alliance offered its members regulated paths to service or peaceful seclusion. Hawkins, Cracker, Katakuri, and Fujitora later oversaw the surrender of the remaining BIGMOM territories 1935 1954.
The alliance’s growing power also drew former Marine Admiral Candidates Fujitora and Momousagi, who sought to defect because they believed Ronglin’s ambitions aligned with their ideals 1926. Their arrival intensified concern among the World Government and other major powers over the Star Alliance’s military growth 1926.
New Order and War Against Piracy
As it absorbed more territories, the Star Alliance standardized governance by easing harsh local decrees before gradually applying its own institutional order. This process produced visible improvements but also required subordinate states to meet strategic material obligations 2018.
The alliance’s position toward piracy changed decisively when Ronglin ordered the execution of imprisoned pirates and declared that pirates would no longer be accepted. The decision alarmed the New World, winning hope from states fearful of pirate influence while also creating widespread fear of the alliance’s ruthlessness 2040.
The Revolutionary Army secretly supported the Star Alliance’s rise, concluding that its model offered a viable means to improve the world. It promoted the alliance’s public image and helped it navigate difficulties without revealing its involvement 1863.
Endgame and Withdrawal
Following the destruction of Mary Geoise and the collapse of the World Government’s position, Marines under Ryokugyu defected to the Star Alliance. The alliance then accepted Marine surrender, abolished Marine Headquarters, and established four global strategic bases 2085 2089.
After the legendary Alliance Leader’s disappearance, a young successor implemented the Star Alliance’s governance system across the Red Line Continent. The alliance reduced its membership, relinquished much of its authority, established an impregnable Fish-Man Island fortress, and withdrew from direct involvement in worldly affairs 2089.
