Background / History
The Heavenly Dao was established by Pangu as the Primordial World's core governing power. It is inherently selfless and emotionless, operating through fixed principles rather than personal preference. Unlike the Earthly Dao, it cannot naturally imitate mortal emotions. 239 152
When Xuanxiao formed a new body in Thunder Marsh, the Heavenly Dao appeared as a colossal eye and attempted to punish him with lightning. Xuanxiao turned the tribulation lightning back against it through his Authority of Tribulation Punishment, then forced it to retreat after it sent fifty kinds of tribulations against him. 13
Although the Heavenly Dao was hostile toward Innate Divine Beings carrying Chaos Aura, it could not directly act against Xuanxiao because of his identity as Pangu's younger brother and his Heaven-Opening Merit. It later bestowed the title of Dao Venerable upon him. 18 22
Its lack of independent intelligence created a major weakness: it could only operate rigidly according to predetermined procedures. To compensate, it guided Hongjun toward becoming its spokesperson, binding Hongjun's true spirit to itself while granting him access to its power. 97 Hongjun later announced that, after his three sermons, he would Unify with the Heavenly Dao. 146
After a period of weakness, the Heavenly Dao awakened and perfected itself, strengthening the Primordial World's fundamental power and placing greater restrictions upon its living beings. 237 238 Xuanxiao subsequently proposed that the Earthly Dao and Human Path share the burden of managing the world rather than leaving all authority with the Heavenly Dao. 240
Appearance
The Heavenly Dao most often manifests as a gigantic eye in the void, radiating cold majesty and overwhelming authority.

The Heavenly Dao initially possesses no true sentience, acting impartially through established laws and selecting candidates according to suitability rather than emotion. 97 110 Its conduct can nevertheless appear hostile toward beings contaminated by Chaos Aura, whom it instinctively seeks to purge. 18
Its rigid nature contrasts with the Earthly Dao, which lacks genuine emotion but can imitate the seven emotions and six desires. Xuanxiao considers the Heavenly Dao inflexible and repeatedly criticizes it for this limitation. 152 239

Primordial World Governance
The Heavenly Dao serves as the Primordial World's central governing will and maintains its laws, balance, and operating order.

Conflict with Xuanxiao
The Heavenly Dao's first direct confrontation with Xuanxiao ends in humiliation when Xuanxiao reverses its lightning punishment and forces it to withdraw. Despite this conflict, it later grants him the Dao Venerable title. 13 22
Hongjun's Unification
Unable to manage the expanding Primordial World efficiently through rigid, automatic processes alone, the Heavenly Dao guides Hongjun into becoming its spokesperson. Hongjun eventually agrees to Unify with it after completing three sermons. 97 146
Revival and Co-governance
The Heavenly Dao awakens during the conflict between the Demon Race and Immortal Court, prompting both factions to retreat. Its recovery brings stronger cosmic restraints, while the Earthly Dao remains incomplete. 237 238 Under Xuanxiao's proposal, the Earthly Dao and Human Path are incorporated into the management of the Primordial World. 240
Tomb of Gods World's Heavenly Dao
A separate Heavenly Dao governs the Tomb of Gods World. Unlike the Primordial World's Heavenly Dao, it becomes corrupted after being possessed by an unknown being from the Primordial World and develops fear, selfishness, and the desire to preserve its own rule. 598
