Power Progression
| Stage / Realm / Level | Chapter | Notes |
|---|---|---|
| Level 21 — Rule Wizard | 954 955 | Reached by completing a rule within the soul and surviving its activation backlash. The process energy-izes the wizard's soul. |
| Level 22 Rule Wizard | 974 1145 | In the Lightning Faction system, reaching Level 5 in Dominating Lightning naturally corresponds to Level 22. Abel's multi-rule method required drawing three Level 22 wizard patterns. |
| Level 23 Rule Wizard | 1189 | A documented advancement from Level 22 to Level 23 occurred through meditation without the usual bottleneck. |
| Level 24 Rule Wizard | 1157 | A senior Rule Wizard tier; Lightning Faction Rule Wizard Charlie is identified at this level while commanding a sixteen-Rule-Wizard assault team. |
| Level 25 Rule Wizard | 977 1194 | One step below Legendary. Advancement requires continued accumulation of Mana and Power of Rules, plus preparation for the body's energy transformation. |
| Legendary | 977 1212 | The realm beyond Level 25. Unlike Rule Wizard promotion, which energy-izes the soul, Legendary promotion energy-izes the physical body. |
Attainment
A High-level Wizard normally reaches the end of their path at Level 20. Exceptional wizards can break this limitation through fortuitous opportunities and become Rule Wizards, whose opponents are generally other Rule Wizards rather than ordinary spellcasters. 881
Promotion has two steps:
- The wizard draws every pattern belonging to an elemental rule and forms that complete rule in their soul.
- The rule is activated and retaliates against the body. Failure may shatter the rule, damage the Wizard Crystal, or kill the promoter outright. 954
Veteran Rule Wizards may study a second rule after promotion by retaining earlier wizard patterns and using a later pattern for the new rule. Simultaneously activating two rules during the initial promotion is considered normally fatal. 955
Abilities & Skills
Power of Rules
A Rule Wizard's soul is energy-ized during promotion, creating a qualitative gap over High-level Wizards.
- The fusion of the Wizard Crystal and soul produces natural suppression over ordinary souls.
- A High-level Wizard subjected to this suppression may be unable to cast spells at all. 955
- Rule Wizard spells carry far greater elemental power than those of Level 20 High-level Wizards, even when a Rule Wizard is otherwise suppressed by an environment hostile to the Power of Rules. 899
Elemental Rule Mastery
Rule Wizards improve their corresponding elemental spells through rule-based passive abilities.
- Dominating Lightning — increases lightning-spell damage by 50% at Level 1; each further level adds another 12%. 955 974
- Dominating Cold — reduces an enemy's ice resistance; Abel's initial Level 1 version reduced it by 20%. 955
- Dominate Flame — a Level 1 Fire Element version can increase fire-spell power by 30%. 963
- Equipment can raise the level of these rule-derived spells even though it does not increase the rules themselves. 972
Blink
Rule Wizards commonly use Blink as their principal means of movement.
- Blink gives them unmatched mobility and allows them to maintain distance from opponents. 973 1139
- Rule Wizards normally travel by Blink rather than on foot. 1042
- Rapid Blink can be used to test another wizard's casting speed and endurance. 973
Restrictions & Vulnerabilities
- Rule Wizards are forbidden by the Wizard Guild from participating in wizard-organization wars or actively intervening in secular conflicts. A newly promoted Rule Wizard receives one opportunity to settle worldly affairs outside these restrictions. 881
- Their Power of Rules can be suppressed in worlds rejected by local heaven and earth, reducing them to roughly Level 20 High-level Wizard strength and forcing reliance on Magic Stones for spellcasting. 899
- Promotion is dangerous; the backlash of an activated rule can permanently damage a wizard's advancement prospects or result in death. 954
- Legendary-level suppression can prevent lower-ranked Rule Wizards from casting or escaping, even with Blink. 1256
Front-Line Role
Rule Wizards are the Wizard Guild's principal combatants against Fanatical Knights and other high-level forces of God's Country. High-level Wizards are often brought to observe these battles because front-line combat improves their chance of eventually becoming Rule Wizards. 978
At the Doomsday Defense Wall, every Magic Tower owner is a Rule Wizard of Level 21 or higher. These wizards remain in suspended animation, prepared to release a final strike through their Magic Towers at the cost of their lives if Evil Knights breach the wall. 973 982
Notable Rule Wizards

- Rule Wizard Hal — A newly promoted Lightning Faction Rule Wizard who escorted Abel and Frankenstein to the front lines and fought alongside other Rule Wizards at War Song City. 905 972 1020
- Frankenstein — An Ice Element Level 21 Rule Wizard bound to Abel by a master-servant contract. His equipment-enhanced Dominating Cold and ice spells gave him combat power comparable to a Level 24–25 Rule Wizard. 972 978
- Rule Wizard Charlie — A Level 24 Lightning Faction Rule Wizard saved from suspended death by Grandmaster Bennett. He led sixteen Rule Wizards in a successful surprise assault on a resource-point fortress. 1157 1158
- Rule Wizard Olden — A Level 23 Fire Element Rule Wizard who expended his life force in a flame-rule attack to delay a Legendary Holy Knight and allow two other Rule Wizards to escape. 1256
