Background

Kirigakure operates under a culture in which personal strength takes precedence over seniority or experience. Its young prodigies, including Hozuki Mangetsu and Mei Terumi, had already attained jōnin rank and commanded older ninja during the war. 47

Under the Third Mizukage, the village increasingly suppressed bloodline-limit ninja and certain clans. The Hozuki clan was also marginalized, allegedly because its ancestors had offended the Mizukage; the leader ignored Elder Genji's objections and committed Kirigakure to further attacks on the Land of Fire. 47

The Third Mizukage's abrupt, uncompromising policies were later attributed to Genjutsu control by an unidentified Uchiha. Kirigakure's intelligence could confirm the controller's Uchiha affiliation and use of Susanoo, but not their identity. 61 80

Military Methods

• Mist-based ambushes — Kirigakure units use heavy fog to conceal personnel and attacks; Mei Terumi's Boiling Release produces acid mist that corrodes rock and can severely injure anyone caught within it. 46 47
• Bloodline and clan deployment — Despite suppressing bloodline-limit clans politically, the village deployed their members heavily on the Land of Sea front, where they sustained substantial casualties. 47 61
• Psychological deception — A Kirigakure unit used an illusion resembling Uchiha Obito in an attempt to deceive and capture Nohara Rin. 49

Story Role / Major Arcs

Land of Sea Ambush

Kirigakure seized a Konoha outpost near the coastal docks and laid an ambush for Qingye's team. Mei Terumi's corrosive mist initially forced the Konoha ninja back, but Qingye broke through the fog with Fire Style and defeated Mei in a single strike. 46 47

Hozuki Akizuki and Mangetsu later attempted to capture Rin using an illusion of Obito. When the plan failed and the Konoha team proved stronger than expected, Akizuki and Mangetsu retreated without Mei; Qingye declined to pursue them. 49

Sabotage of the Sunagakure Peace Talks

Kirigakure arranged to ambush Pakura, Sunagakure's Scorch Release user, during supposed peace negotiations. Qingye and Kakashi intervened, eliminated most of the Mist force, and saved Pakura from the ambush. 52 53 54

One surviving Kirigakure jōnin possessed Nether Release, allowing him to absorb Chakra-based attacks such as Pakura's Scorch Release. Qingye pursued and killed him with Uchiha Style: Lightning Blade. 54

Kijin and Jiro Island Campaign

Kirigakure launched a large-scale invasion of Kijin Island, which Konoha ultimately repelled after extended fighting. Following the battle, unidentified ANBU-like operatives collected selected Kirigakure bodies from the shore. 60

Akizuki later led a raid that temporarily broke Konoha's Kijin Island defenses and freed captured Kirigakure bloodline-limit ninja. Meanwhile, Yagura's main force assaulted the primary island while Fuguki infiltrated Jiro Island to seize Konoha Medical Ninja. 64 67

The Third Mizukage personally blocked Konoha reinforcements from reaching the main island while Kirigakure's operatives used Rin as the vessel for the Three-Tails. The operation collapsed after Qingye suppressed the tailed beast's rampage and drove off pursuing Kirigakure ANBU. 68 72 76

Death of the Third Mizukage and Retreat

After the Third Mizukage's disappearance and presumed death, Yagura led a recovery force to Kijin Island, demanding both the Mizukage's body and the Three-Tails. Qingye refused and used an electrolysis-based hydrogen explosion to force the Mist force away from the island. 78 79

Kirigakure later identified the technique's principle—electrolyzing seawater to produce hydrogen, detonating it, and using the resulting steam and storm clouds to continue the attack—but found no practical countermeasure. The village ceased further operations and retreated from the Land of Sea. 80 81
