Background / History
Imu rules the World Government from behind the Five Elders. Her occupation of the Void Throne contradicts the founding oath of the twenty kings, which prohibited any individual from becoming a dictator. Even senior military leaders such as Sengoku and Kong initially know nothing of her existence 17 51 52 53.
Her past is tied to Joy Boy, the D Clan, and the threat of Sun God Nika. She describes Akira as a variable outside those longstanding entanglements and wants to see how his presence will change their outcome. A giant straw hat is kept beneath the Flower Chamber, which she references while discussing that history 282.
During the God Valley incident, Imu possessed Saturn and fought Rocks D. Xebec. Rocks had also encountered her in Mary Geoise; his recollections describe two near-defeats, including an attempt to consume him in darkness and turn him into her puppet at God Valley 397 398.
Appearance

Personality
Imu expects obedience and treats authority as a personal prerogative. The Five Elders kneel before her, and she readily risks their safety to satisfy her curiosity. Her concern for preserving individual Celestial Dragon families is limited: she remains largely unmoved by the destruction of the Marcus and Shepherd families and later orders the deaths of Celestial Dragons involved in a gambling scandal 57 180 199 417.
Despite that authoritarian outlook, she accepts institutional change when she considers it unavoidable. She supports Akira’s reforms as an alternative to being overthrown by the Revolutionary Army, while warning that indiscriminately removing every royal family and noble could throw the world into chaos 282.
Her attachment to Akira brings out curiosity, jealousy, and dependence. His strength changes from something she fears into her greatest source of reassurance. Aqua reveals an especially affectionate side: Imu tolerates the destruction of her favorite flowers, wins the child over with conjured gifts, and personally teaches her to read and write 191 325 343 344 353 417.
