Background / History

Clovin is the feared internal executive arm of the Iron Glory Empire. Founded alongside the Empire less than twenty years before Incident 235, it is empowered to identify and eliminate threats to imperial stability, secrets, and ideology. Its reputation is so severe that ordinary citizens avoid speaking its name publicly; those taken to Lepest are rumored never to return. 21 48

Its headquarters, Lepest, occupies a massive dark-gray castle complex on Xiting City's outskirts. The site was built with hundreds of underground dungeons, which Clovin later repurposed for detention and interrogation. 34 47

Clovin operates with exceptional latitude: agents may arrest suspects before gathering evidence, and its interrogations are characterized by coercion and violence. 21 34

Incident 235

Forged Credential Investigation

A thief used Malcolm's stolen fake Clovin credential to extort an underground casino, exposing the forgery to the real Third Bureau. Under interrogation, he identified the credential's owner as a man in a brown trench coat near Lubo Lane. 34

Third Bureau agents traced the lead to the Youth Hostel, where they discovered a room arranged for surveillance of Lubo Lane. Their investigation eventually linked the forgery, Professor Jeffrey Gito's death, Psionic contamination, and Sacia Taylor and Malcolm's activities. 35 42

Jeffrey Gito Case

After Professor Jeffrey's carbonized body was reported, Third Bureau senior investigator Kalieqin identified high-intensity Psionic residue and at least Beta-level contamination in the study at 153 Higgins Street. He requested the highest level of attention. 38

Kalieqin's attempt to perceive the contaminated scene exposed him to Blood-Howl Gorak's projection. An unidentified white-gold Psionic radiance banished the entity, healed Kalieqin's damaged mind, and purified the contaminated room. 39 40

The Ninth Bureau then took over, isolating teaching assistant Allen and treating the unknown Psionic entity as a high-priority threat or anomaly. 41

Raid on the Order of Hidden Cultivation

Clovin determined that Sacia Taylor, Malcolm, and the Order of Hidden Cultivation were preparing a ritual at 35 Elysée Avenue. Senior investigators ordered their arrest and authorized lethal force if necessary. 42

Agents stormed the villa during the ritual, killing Malcolm and other resisting clerics while capturing Sacia and the High Priest. The High Priest nevertheless completed a sacrificial invocation that drew forth the white-gold “Holy True Lord” projection. 43 45

The projection rendered Sacia permanently insane through overwhelming Psionic information, preventing Clovin from obtaining coherent testimony about the ritual or its apparent entity. 46
