Unrest following Lucky's departure

One month after Lucky's expedition left for the Dark Continent, spies from multiple countries began infiltrating Keli City's industries to uncover its secrets. Outside forces also openly provoked the Conrad Family, which retaliated immediately; nevertheless, the city's peace was broken. 462

The crisis drew in numerous competing factions, including powerful outsiders and Floor Masters of Heavenly Arena with personal agendas. The former Phantom Troupe had also caused major trouble in the city, while figures from other worlds had appeared there previously. 462

Suppression of the conflict

The Phantom Troupe situation was resolved swiftly when Kurapika acted with Gon Freecss and Killua. Three versions of Biscuit also participated, using overwhelming force against those who refused to submit and intimidating the surrounding factions. 462

Their actions established that Heavenly Arena remained protected even in Lucky's absence. It took two months for Keli City's broader unrest to be fully pacified, exhausting Biscuit in the process. 462

Continued infiltration

Although open conflict subsided, covert threats remained. Infiltration through Floor Master privileges and increasing exchanges with Parallel Worlds proved more difficult to contain than direct violence. 462

Related Conflict: Basen Rainforest

The most severe fighting connected to the struggle over Keli City's secrets occurred in the Basen Rainforest. Mercenaries and Nen users entered the rainforest after learning Lucky had left, seeking its hidden secrets; the conflict escalated into war and caused continuous environmental destruction. 462

• Chimera Ants were deployed against the rainforest, though their Queen was under control. 462
• Regular troops eventually entered the fighting, but the Five Great Spirits repelled them. 462
• Nen-ability clones left behind by Lucky also intervened. 462
• Netero personally handled the Chimera Ant threat. The Rose was not used because it risked destroying the secrets being fought over. 462
